MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, AUGUST 18, 1993 Members Present: Chair Dave Anderson, Commissioners Olson, Daleiden, Lipetzky and Dana Anderson Members Absent: Commissioners Rolfe Anderson, st. Dennis and O'Brien Staff Present: Phil Hals, Street/Park Superintendent Also Present: Jeff Gongoll, Civic Center Committee; Larry Farber, Councilmember 1. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Park and Recreation Commission was called to order at 7:15 p.m. by Chair Dave Anderson. 2. Consider 8/18/93 Park and Recreation Commission Agenda COMMISSIONER OLSON MOVED TO APPROVE COMMISSION AGENDA. COMMISSIONER MOTION CARRIED 5-0. Information on Community Center/Ice Arena - Jeff Gongoll Jeff Gongoll presented information regarding the proposal for a c~v~c center using a plan from the Community Center Task Force, an amended plan that is now under consideration, and an outline of five building components. Jeff Gongoll stated that the goal is to bring thi~ proposal to the voters in the form of a bond referendum at the November General Election. Commissioner Dana Anderson questioned if the group had looked at the impact this proposal would have on the traffic, parking, and green space on this area of town, and if it worked well in this setting. Chair Dave Anderson questioned why the Civic Center Committee has set such a fast track timeline. Jeff Gongoll stated that this is an ambitious timeline and the Committee may need to consider a later referendum date. Commissioner Daleiden questioned if this was a hockey arena disguised as a civic center disguised as a community center. She also stated that she would prefer a development for residents and not for trade shows. Councilmember Farber stated that the hockey rink was 1/3 of the project and would be used six months of the year so the hockey rink is 18 to 20 percent of the project. Chair Dave Anderson stated he would prefer to keep Orono Park as much intact as possible and this proposal would take park land for parking. The City Hall site is too small for development of a 100,000 square foot project with no allowance for future expansion. He also questioned if a park improvement referendum and the civic center referendum should be taken to the voters as a package, and if another site would be considered. . Commissioner Lipetzky left at this time (8:05 p.m.). Jeff Gongoll said that there is much work to be done. He stated that the Committee meets at City Hall on Tuesday evenings and any additional opinions will be welcomed. Update on Sherburne County Park Committee - Dave Anderson Chair Dave Anderson stated that the Sherburne County Park Committee now consists of six members. The main project will be connecting a trail system. The Committee has no property or funds at this time, but Chair Anderson said he is optimistic about the future of the County Park Committee. . . . . Information on MnDOT Park and Ride for West Highway 10 - Phil Hals Phil Hals explained that MnDOT is Park-n-Ride facility on West Highway 10 locations near Orono Park. interested in and indicated constructing a three possible It was the consensus of the Park and Recreation Commission that a Park-n-Ride not be located on city park land on or near Orono Park. Phil Hals .was directed to convey that message to MnDOT and suggest that they approach the Fair Board and Sherburne County for possible sites. 8. Purchase of a Park Tractor Using Park Equipment Funds Phil Hals explained the need for a tractor for the Street/Park Department and that the funds to purchase it would come from the Park Equipment Reserve Fund. COMMISSIONER OLSON MOVED TO RECOMMEND THE PURCHASE OF A PARK TRACTOR TO THE CITY COUNCIL USING PARK EQUIPMENT FUNDS. COMMISSIONER DALEIDEN SECONDED THE MOTION. THE MOTION CARRIED 4-0. 9. Staff Updates Phil Hals stated that the main park project that has been under construction so far this year has been the retaining walls and ramps for the new fishing pier location. Other Business Commissioner Daleiden questioned if a group of horseback riders could clear a trail in Woodland Trails Park and cut some brush along the railroad trail. The Commission members concurred. 11. Adjournment There being no further business, COMMISSIONER OLSON MOVED THE MEETING. COMMISSIONER DALEIDEN SECONDED THE MOTION. CARRIED 4-0.
