MEETING OF THE ELK RIVER PARK & RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, NOVEMBER 17, 1993 Members Present: Chair Dave Anderson, Commissioners Olson, Dana Anderson, O'Brien, Daleiden, St. Dennis (7:15 p.m.), Lipetzky (8:15 p.m.), and Rolfe Anderson (8:20 p.m.) Members Absent: None Staff Present: Steve Rohlf, Building and Zoning Administrator; Phil Hals, Street/Park Superintendent Also Present: Harry Sunderman, Twylla and Joe O'Keefe, Maria Dierks 1. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Park and Recreation Commission was called -to order at 7:10 p.m. by Chair Anderson. 2. COMMISSIONER DANA ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 5-0. 4 . Open Mike There was no one present for this item. 5. Discuss Proposed Uses for 3.3 Acres of City Hall Complex Chair Anderson asked area residents for their concerns regarding the 3.3 acre parcel of the City Hall site that lies south of Orono Parkway. Harry Sunderman, Concord Street, stated that he would prefer basketball and shuffleboard courts. Twylla O'Keefe, Orono Road, stated that she and her husband Joe would prefer to have the area remain open with landscape plantings, flower gardens, berms, and benches. Elk River Park & Recreation Commission Meeting November 17, 1993 Page 2 Maria Dierks, Fresno street, expressed the neighborhood's frustration with the lack of development in Moldenhauer Park. Ms. Dierks said that she personally would prefer the installation of basketball or volleyball courts. . Commissioner St. Dennis questioned residents as to how they would feel with a compromise of several court type activities without lights. Mr. Sunderman and Ms. Dierks were agreeable to basketball, volleyball, or tennis. Mr. & Mrs. O'Keefe remained interested only in the open land/landscaped park setting. Phil Hals pointed out that if tennis courts were to be built in the area, the three logical sites would be: 1) The 3.3 acre parcel now under consideration; 2) the smaller area north of Orono Parkway and west of Orono Road; 3) the open area northwest of City Hall that might some day be used for a civic center addition. Mr. Hals also stated that tennis courts are expensive to build so their location should be as permanent as possible. COMMISSIONER OLSON MOVED TO RECOMMEND TO THE CITY COUNCIL THAT THE 3.3 ACRE SITE IN THE SOUTHEASTERN CORNER OF THE CITY HALL SITE BE USED AS A PASSIVE LANDSCAPED PARK AREA. COMMISSIONER DALEIDEN SECONDED THE MOTION. THE MOTION CARRIED 6-0. 6. Discuss Proposed Civic Center . Commissioner Dana Anderson gave an update on the Civic Center proposal, stating that the ice arena proposal is moving forward with the arena location most likely to be on school property, but the rest of the civic center components are pretty much "on hold". The Civic Center Committee hopes to be able to use municipal bonds and avoid having to go through a public referendum. 7. Work Session on Parks for Master Park Plan Steve Rohlf presented his proposed revisions to the Master Park Plan. He stated the four types of parks are neighborhood parks, community athletic fields, community or regional parks, and special or unique facility parks. Recommendations of the National Park Service are that a neighborhood park serving 1,000 people, should be two to three acres in size, should not require a resident to travel over 1/2 mile, and should contain the following facilities: open play area; backstop; hard court (basketball or tennis); trail or trail connection; playground equipment; optional items (i.e., archery range, sliding hill, skating rinks, volleyball courts). Steve distributed maps to outlined in yellow, existing property in pink. each Commissioner with the urban district parks in green, and school district Commissioner Lipetzky arrived at this time (8:15 p.m.) Steve asked the Commissioners to mark the physical barriers on their maps that would define park service areas. . . . . Elk River Park & Recreation Commission Meeting November 17, 1993 Page 3 Commissioner Anderson arrived at this time (8:20 p.m.) The Park and Recreation Commissioners identified the following physical barriers: Lake Orono and the Elk River The Burlington'Northern Railroad track U.S. Highway 10 U.S. Highway 169 Jackson Road, Highway 10 to Highway 169 County Road 30 and Main street from Orono bridge to Waco Street School street County Road 1 (Proctor from Highway 10 to County Road 32) Gates and Freeport Avenues, Main Street to School street East Main Street, including County Roads 12 and 13 193rd, Highway 169 to Tyler street Joplin extension from County Road 30 to U.S. Highway 10 Proctor (County Road 44) steve Rohlf then handed out a list of undeveloped property (Item #5), within the urban district that are greater than 5 acres in size. Commissioner Lipetzky left at this time (9:00 p.m.) The Commissioners identified Park Service Area #1 which is bordered by the Elk River on the north and west, Highway 10 on the south and Lake Orono on the east. This area includes parcels D, E, F, G, L, M, N, 0, and P. A neighborhood park was identified on parcels Land N. Park Service Area #2 This area includes sites identified on Parcel B. North of the Elk River, West of Troy Street. A, B, and C. A neighborhood park was Park Service Area #3 - North of the Elk River between Troy Street and Meadowvale Road. Includes parcels H, I, J, K, and V with the park located on parcels J and K. Commissioner O'Brien left at this time (9:30 p.m.) Park Service Area #4 - North of the Burlington Northern Railroad tracks west of County Road l/Meadowvale Road. Meadowvale Heights and one half of parcel 2 served by Meadowvale Heights park. Park Service Area #5 - North and east of County Road 1, west of Proctor Road. Parcels Y, 1/2 of 2, AA, BB, CC, and DD. Meadowvale School serves as the neighborhood park. Park Service Area #6 - East of Proctor, west of Jackson. Parcels FF, GG, JJ, and Ridgewood East. Served by Ridgewood East park and Salk School. Area #7 - East of Jackson, west of Highway 169, north of Served by Lincoln/Parker School playgrounds. . Park Service Area #8 - Parcels KK, GG, and Hillside Estates. Future park from parcels KK and LL will serve 1,600 people so it should be four to six acres. Park Service Area #9 - Deerfield 3rd and 4th. Served by Deerfield 4th park. Park Service Area #10 - West of Tyler, east of Deerfield 3rd, Parcels MM and NN. Identified one neighborhood park on boundary of MM and NN. Park Service Area #11 - West of County Road 13, east of Elk Hills Addition. Parcels PP, QQ, and 00. Identified one neighborhood park on boundary of Parcels PP and QQ. Park Service Area #12 - South and east County Road 12. ParcelsRR, SS, and park near boundary of RR, SS, and TT. needs to be larger. of county Road 13, north of TT. Identified one neighborhood Serves 2,700 people so park Park Service Area #13 - South of County Road 12, east of Highway 169. Parcels 00, VV, and WW. Served by Hillside Park. Serves 1,600 people. Commissioner St. Denn~s left at this time (10:00 p.m.) Park Service Area #14 - North of Burlington Northern railroad tracks, south of Main Street, west of Highway 169. Neighborhood park needed to serve this area, but opportunities to acquire property are very limited. . Park Service Area #15 - East of Freeport/Gates, west of Highway 169, north of Main Street, south of School Street. Neighborhood park needed to serve this area, but opportunities to acquire property are very limited. Park Service Area #16 - West of Freeport/Gates, east of Jackson, south of School Street, north of railroad tracks. Presently served by st. Andrew's School and Lion's Park, but need method to cross barrier (Jackson Avenue). Park Service Area #17 - South of Highway 10, north and east of Lake Orono, west of Tipton. Need neighborhood park to serve 365 people. Park Service Area #18 - West of downtown, south of Highway 10, north of the Elk River. Handke school serves as the neighborhood park. Park Service Area #19 - West of Elk River, north of Mississippi River, east of Orono Hills Addition. Parcel XX. Needs a neighborhood park. Park Service Area #20 - Heritage Landing and Mississippi Oaks. Served by small neighborhood park. . . . . Area #23 - South of Highway 10, north of County Road 30, Area served by Moldenhauer Park and Orono Park. Park Service Area #24 - South of Highway 10, north of County Road 30, west of Joplin to west City limits. Area needs a neighborhood park. 9. Staff Updates No discussion was held on this item. 10. Other Business Phil Hals explained that there is an opportunity for the City to have some dirt delivered by a contractor to Lion's Park to be used to elevate the ice skating area in the summer of 1994. It was the consensus of the Commissioners that the City should spend $8,000 at this time to import the dirt to Lion's Park. 11. Adjournment Due to the late hour, COMMISSIONER DANA ANDERSON MOVED TO ADJOURN THE MEETING. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 5-0.
