MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, DECEMBER 8, 1993 Members Present: Chair Dave Anderson, Commissioners Anderson, Daleiden (8:30 p.m.), p.m. ) O'Brien, Olson, Dana Rolfe Anderson (8:40 Members Absent: commissioners Lipetzky and st. Dennis Staff Present: Phil Hals, Street/Park Superintendent; Steve Rohlf, Building and Zoning Administrator Also Present: Mike Niziolek 1. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Park and Recreation Commission was called to order at 7:15 p.m. by Chair Anderson. 2. Consider 12/8/93 Park and Recreation Commission Agenda Item 4.5, "LCMR Grant COMMISSIONER O'BRIEN COMMISSION AGENDA. MOTION CARRIED 4-0. proposal/Mike Niziolek, was added to the agenda. MOVED TO APPROVE THE 12/8/93 PARK AND RECREATION COMMISSIONER OLSON SECONDED THE MOTION. THE 3. Consider 11/17/93 Park and Recreation Minutes COMMISSIONER O'BRIEN MOVED TO APPROVE THE 11/17/93 PARK AND RECREATION COMMISSION MINUTES. COMMISSIONER DANA ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 4-0. 4 . Open Mike No one was present for this item. 4.5. LCMR Grant Proposal/Mike Niziolek Mr. Niziolek distributed a five sheet handout for securing a LCMR grant to create an environmental learning center. The proposed building would be approximately 2,000 square feet and would accommodate up to 50 students for environmental education classes. The total funds requested for the grant would be between $150,000 and $270,000 with the lesser amount being used only for a building and improvements to Woodland Trails park with the greater amount including the purchase of two parcels of land; one being a virgin sand prairie, and the other a virgin tamarack bog. COMMISSIONER DAVE ANDERSON MOVED TO RECOMMEND TO THE CITY COUNCIL THAT THE CITY OF ELK RIVER BE THE LEAD SUPPORT AGENCY FOR THIS LCMR GRANT APPLICATION WITH UP TO $70,000 NOT TO EXCEED 50% OF THE PROJECT AND IF OTHER CONTRIBUTIONS ARE SECURED, THE CITY'S DOLLAR DONATION WOULD BE Park and Recreation Commission Meeting December 8, 1993 Page 2 REDUCED. 6-0. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED . 5. Update on Proposed Civic Center/Dana Anderson No new information was presented. 6. Worksession on Trail System for Master Park Plan - Steve Rohlf Steve Rohlf gave a brief recap of last month's worksession. Staff recommended the elimination of the neighborhood park from the area west of Troy Street and south of County Road 30. The Park and Recreation Commission agreed with this recommendation. The second staff recommendation was to eliminate the neighborhood park from the area West of County Road 13, south of Royal Oaks, east of Elk Hills Addition. After a discussion, it was the consensus of the Commission to retain this neighborhood park at this location. Staff recommendations for the urban trail system in general terms are: (1) the trails should be in front yards as much as possible; (2) trails should be built early in the development process, signed as hiking/biking trails, surfaced with Class 5 until such time that house constructions is sufficiently completed so newly paved trails are not damaged by construction equipment and then paved with a bituminous surface; (3) trails be incorporated along existing roadways only where there is no other opportunity to do it in other ways and then only along 30 m.p.h. streets. . COMMISSIONER OLSON MOVED TO FOLLOW STAFF RECOMMENDATIONS ON THESE THREE POINTS. COMMISSIONER DANA ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 6-0. Staff recommendations for the rural area were as follows: (1) the planning emphasis should be for off road corridors; (2) attempt to encourage other agencies to include trials along with their road improvement projects; (3) utilizing unique opportunities for connecting city parks and to connect with other jurisdiction trails and facilities. COMMISSIONER DANA ANDERSON MOVED TO FOLLOW STAFF RECOMMENDATIONS FOR THE RURAL AREAS. COMMISSIONER O'BRIEN SECONDED THE MOTION. THEMOTION PASSED 6-0. Commissioner Daleiden left at this time (9:30 p.m.) Steve led a discussion on the trails system starting on the western City boundary outlining the trail corridors proposed by staff throughout the City. After a discussion, Steve asked the Commissioner members to consider staff's recommendations and come prepared to further discuss the trail system at next month's Park and Recreation meeting. . Discussion on Snowmobile Usage on City Property and Sidewalks Public on Chair Anderson led a discussion on the usage of snowmobiles on City and School District park land and athletic fields. There has been damage to turf grass at Orono Park, City Hall, City athletic fields and School District athletic fields. Phil Hals stated that there is also a problem with snowmobiles riding on sidewalks and that he has asked the Police Department for help with enforcement. The law provides that snowmobiles are to be operated on the right shoulder of streets and that they are not to trespass without property owner's permission. Discuss Additional Needs for Oak Knoll Park - Dana Anderson Commissioner Dana Anderson gave a brief update on a regional Rec Board meeting held by Jeff Asfahl. Commissioner Dana Anderson was in attendance representing girl's softball. Also in attendance were Stan Moreland, representing Little League baseball; Jim Wood, representing Three Rivers Soccer Association; Mike Hanlon, District 728 Athletic Director; and Phil Hals, City of Elk River. The major item for discussion at that meeting was the poor condition of the summer rec ball diamonds and how they might be improved. The group asked Phil Hals to give each field a quick survey with an estimate on how much ag-lime would be required to bring the field to a "fair to good" playing condition. Phil reported that his estimates include fields 3 through 7 and 101 through 106 on school property, and fields 1, 2, and 3, at Oak Knoll Park. A total of 625 ton of ag-lime, 6 home plates, and 6 pitching rubber for an estimated cost of $6,500. After a brief discussion, it was the consensus of the four Park and Recreation Commissioners present that a recommendation be forwarded to the Elk River City Council and the District 728 School Board that the $6,500 cost to upgrade the ballfields on School District property be shared 50/50 between the two agencies, and that the City Street/Park Department do the leveling, with the understanding that the primary users accept financial responsibility for similar needs in the future. 9.
