MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, JANUARY 12, 1994 Members Present: Chair Dave Anderson, Commissioners Daleiden, Dana Anderson, Olson, St. Dennis, O'Brien and Lipetzky (7:20) Members Absent: Commissioner Rolfe Anderson Staff Present: Steve Rohlf, Building and Zoning Administrator; Phil Hals, Street/Park Superintendent Others Present: Ninth Grade Scouts Aaron Hanson and Scott Steenerson 1. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Park and Recreation Commission was called to order at 7:10 p.m. by Chair Dave Anderson. 2. Consider 1/12/94 Park and Recreation Commission Agenda Item 9.a., "Update on Community Center/Hockey Arena" was added agenda. . to the COMMISSIONER DANA ANDERSON MOVED TO APPROVE RECREATION COMMISSION AGENDA AS AMENDED. SECONDED THE MOTION. THE MOTION CARRIED 6-0. THE 1/12/94 COMMISSIONER PARK AND DALEIDEN 3. Consider 12/8/93 Park and Recreation Commission Minutes Phil Hals distributed an amended version of the 12/8/93 minutes with an additional sentence on the consensus recommendation for Item 8. COMMISSIONER OLSON MOVED TO APPROVE COMMISSION MINUTES. COMMISSIONER MOTION CARRIED 6-0. THE 12/8/93 PARK AND RECREATION DALEIDEN SECONDED THE MOTION. THE 4 . Open Mike No one appeared for this item. 5. Election of Officers COMMISSIONER O'BRIEN MOVED TO RETAIN DAVE ANDERSON AS CHAIR AND DANA ANDERSON AS VICE-CHAIR. COMMISSIONER DALEIDEN SECONDED THE MOTION. Commissioner st. Dennis stated that while he feels that Dave Anderson has done a good job as Chair, it was his op~n~on that the leadership should change for the good of the organization. THE MOTION CARRIED 5-1. Elk River City Council Meeting date Page 2 6. Discussion on Trail System . Steve Rohlf led the discussion on the Trail System Plan. The Park and Recreation Commissioners and staff worked on detailing a map that identifies trail corridors that connect neighborhood parks and area-wide parks. Steve noted that the trails in the rural areas are indicated along road corridors, but should be moved away from roads as much as possible when property becomes available. Commissioner Lipetzky suggested that future trails and recreation areas be tied in with areas of local interest or history. It was the consensus of the Commissioners that staff continue to refine the trail locations including on site inspections and report back to the Park and Recreation Commission ~n March. 7. Overnight camp-Out Request - Woodland Trails Park Phil Hals explained a request from Sue Bergstrom to be able to do an overnight camp-out in the Woodland Trails Park as part of a training requirement for performance points for the malamute dogs that she raises. commissioner st. Dennis, who had also talked with Ms. Bergstrom, said that she needs a site for the camp-out that has immediate access to 10 miles of ski trails. It was the consensus of the Commission to permit this as a one time use and to look at other requests on a case by case basis. . 8. Staff Updates Phil Hals stated that the grant for Woodland Trails Park is moving forward. He also indicated that he an his staff are planning work projects for the coming year and Woodland Trails Park will be one of the major projects for 1994. Phil further stated that the next round of funding for the ISTEA Grants is coming up this spring and he will have more information at a future meeting. 9. Other Business 9.a. Community Center/Ice Arena Commissioner Dana Anderson gave an update on the activities of the Community Center/Ice Arena Committee. The latest plan is for the proposed ice arena to be located on school property next to the existing arena. The Community Center issue has been separated from the ice arena, but Jeff Gongoll will still be the Chair for both proposals: The Ice Arena Committee has had one meeting with the School Board and plans to attend the joint City Council/School Board meeting on 1/31/94. The proposal calls for the School District to make the property available and for the City to fund the project with bonds and operate the new arena. . . . .
