04-06-1994 PR MIN . . . SPECIAL MEETING OF THE ELK RIVER PARK & RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, APRIL 6, 1994 Members Present: Chair Dave Anderson, Commissioners Dana Anderson, Rolfe Anderson, O'Brien, Daleiden, Olson, Lipetzky and St. Dennis (7:20) Members Absent: None Staff Present: Pat Klaers, City Administrator Also Present: Chris Kreger, Planning Commission Representative 1. Call Meetina To Order Pursuant to due call and notice thereof, the meeting of the Elk River Park dnd Recreation Commission was called to order at 7:00 p.m. by Chair Anderson. 2. Consider 4/6/94 Park and Recreation Commission Aaenda COMMISSIONER ROLFE ANDERSON MOVED TO APPROVE THE 4/6/94 PARK AND RECREATION COMMISSION AGENDA. COMMISSIONER O'BRIEN SECONDED THE MOTION. THE MOTION CARRIED 7-0. 3. Review Park Dedication Prooosal Associated with the Country Crossina Plat Jay Johnson, representing the developers of the Country Crossing plat, reviewed with the Commission his 3/31/94 letter outlining the proposed changes in the plat. These proposed changes include the moving of the northern plat boundary south in order to preserve approximately 7.5 acres of trees. The plat would need access from the proposed Orono Parkway and the developer would still contribute approximately 20% or $30.00/foot for Orono Parkway even though the residential part of the plat would not be constructed along the parkway. Jay indicated that the developers are proposing that this tree area would meet its park dedication requirements for the approximately 120 acres of residential property that is under their control. The City Administrator indicated that it was staff's position that in addition to the 7.5 acres of tree property, the developer also needs to dedicate 3 acres of land south of County Road #30 for an active park area. Chair Anderson and Commissioner Dana Anderson concurred that park land is needed south of County Road #30 in the future residential phase and that this park should be near Joplin Street and should be flat, open land for recreational use. Special Park & Recreation Commission Minutes April 6, 1994 Page 2 Mr. Johnson indicated that the developer could accept this proposal, but that a site does not need to be identified at this time as the plat south of County Road #30 is still in a concept stage. . There was a brief discussion regarding the need for a bituminous pathway along Joplin Street and whether or not any improvements would be made to Joplin Street with the residential development in this area. Commissioner St. Dennis arrived at this time (7:20 p.m.).' A brief discussion took place regarding whether or not the City would ask for additional acreage from the County (for Orono Parkway) if the park dedication proposal of 7.5 acres was acceptable. It was indicated that it would be in the City's best interest to try to save as many trees as possible in this vicinity and that the City should review the situation with the County. It was noted that if the road alignment moves, then more than 7.5 acres would be obtained from the developer for park purposes. Mr. Johnson indicated that this was acceptable to the developers, but that the access location from Orono Parkway into the plat needs to be somewhat flexible as it must be properly located in order to save trees and should not be on a curve. Jay noted that the plat has already lost 22 lots and could not afford any more reductions in residential lots. Discussion took place regarding the outlots that provide access from the internal roads to the pathway which lies on the perimeter of the plat. It was noted that Outlot Band C remain in the proposal and the width is 20' and, also, that Outlots A and D have been deleted. . Chair Anderson stated that if the residential portion of the plat was developed fully there would be about $79,000 worth of park dedication funds generated north of County Road #30 provided no land was obtained and $450 per lot was received from the developer. It was indicated that essentially the City is trading park dedication funds for the 7.5 acres of treed land. Also it was noted that this area was not originally identified in the long range plan for parks in this area, but that the benefit of saving this area must be acknowledged and the plan should be changed. Commissioner st. Dennis talked about the value of the 22 lost residential lots. When fully developed, these lots could be worth up to $20,000 each. Based on this type of value, the City may need to review its park dedication requirements. Commissioner st. Dennis indicated that the City is getting a tremendous bargain based on the value of the lots that are being lost. The Commission discussed a tree preservation approach to the development of the residential lots that are on the northern part of the plat. Mr. Johnson indicated that these trees are of great value to the developer and that they would try to save as many trees as possible. It was noted that the developers have done projects in Andover and have followed the Andover tree preservation ordinance. Mr. Johnson requested that if this tree dedication area was acceptable, the City consider naming this area or park after the Lakoduk family. The Commission indicated that this has not been the City's past practice, but . . . . Special Park & Recreation Commission Minutes April 6, 1994 Page 3 concurred with this request as being appropriate due to the uniqueness of the land. ~ COMMISSIONER ROLFE ANDERSON MOVED TO RECOMMEND TO THE CITY COUNCIL THAT IT ACCEPT THE APPROXIMATELY 7.5 ACRES OF TREE LAND PLUS ANY ADDITIONAL LAND SAVED BY THE RELOCATION OF ORONO PARKWAY PLUS OUTLOTS BAND C IN THIS PLAT PLUS 3 ACRES OF FLAT, OPEN LAND ON THE WEST SIDE OF AND ADJACENT TO JOPLIN STREET, SOUTH OF COUNTY ROAD #30 FOR ACTIVE RECREATION USES AS THE ENTIRE PARK DEDICATION REQUIREMENT FOR THE APPROXIMATELY 120 ACRES OF RESIDENTIAL LAND UNDER THE CONTROL OF THE DEVELOPER. FURTHERMORE, IT WAS NOTED THAT THE COMMISSION IS RECOMMENDING ACCEPTING LESS THAN 10% OF LAND FOR PARK DEDICATION IN THIS VICINITY DUE TO THE UNIQUENESS OF THE TREED AREA. COMMISSIONER O'BRIEN SECONDED THE MOTION. THE MOTION CARRIED 8-0. 4. Other Business There was no other business presented at this time. 5. Adiournment There being no further business, COMMISSIONER O'BRIEN MOVED TO ADJOURN THE PARK AND RECREATION COMMISSION MEETING. COMMISSIONER L1PETZKY SECONDED THE MOTION. THE MOTION CARRIED 8-0.
