MEETING OF THE ELK RIVER PARK & RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, MAY 11, 1994 Members Present: Chair Anderson; Commissioners Dana Anderson, Olson, Daleiden, Rolfe Anderson (7:07 p.m.) and Lipetzky (7:50 p.m.) Members Absent: Commissioners St. Dennis and O'Brien Staff Present: Phil Hals, Street/Park Superintendent; Steve Rohlf, Building and Zoning Administrator, Jeff Asfahl, 728 Area Recreation Coordinator Other Present: Rick Foster and Marly Glines 1. Call Meetina To Order Pursuant to due call and notice thereof, the meeting of the Elk River Park and Recreation Commission was called to order at 7:01 p.m. by Chair Anderson. 2. Consider 5/11/94 Park and Recreation Commission Aaenda The following items were added to the agenda: 6.b. Hillside Estates - Rick Foster 6.c. Area Wide Recreation Report - Jeff Asfahl COMMISSIONER DANA ANDERSON MOVED TO APPROVE THE 5/11/94 PARK & RECREATION COMMISSION AGENDA AS AMENDED. COMMISSION DALEIDEN SECONDED THE MOTION. THE MOTION CARRIED 4-0. 3&4. Consider Park and Recreation Commission Minutes The 4/6/94 and 4/13/94 Park and Recreation Commission minutes will be reviewed at the June 8 meeting. 5. ODen Mike No one was present for this item. 6. Consider ProDosal bv Javcees to hold a Jet Ski Race at Orono Park No one from the Jaycees organization was present to discuss this item. 6.c. Area Wide Recreation ReDort - Jeff Asfahl Jeff Asfahl presented the Park and Recreation Commission members with copies of his 1993 728 Area Recreation Annual Report. He explained how the Rec program has expanded in the past year. Jeff highlighted the fact that the Area Rec Board has been supportive in this developing program and very faithfully attend monthly meetings. Jeff stated that the goals he listed in his report are reasonable and attainable and would make future recreation programs more effective. . There was a brief discussion with the Park and Recreation Commission regarding future programs and how the whole issue of the Area Wide Park and Recreation Program affects the City of Elk River's needs for recreational property. The Commission members thanked Jeff for his report and indicated their interest in being involved with future area recreation programs. 6.b. Hillside Estates - Rick Foster Steve Rohlf presented the Park and Recreation Commission with a map of Hillside Estates showing the proposed trail corridors from March 11, 1992, along with the minutes from the Park and Recreation Commission meeting. He explained that there had been some miscommunication between the developer to install the utility service stubs on Auburn Street. Marly Glines explained the options of a trial corridor along a power line easement that runs north and south, or possibly along the gas line easement on the east . side of the property. Steve Rohlf explained that the four options are as follows: 1. 2. 3. 4. The gas line easement; The power line easement; The street right-of-way on Auburn Street; and The street with a right-of-way of 70'. . CHAIR ANDERSON MOVED THAT THE DEVLOPER MAINTAIN 70' Of RIGHT-Of-WAY ON 193RD THROUGH HILLSIDE 3RD, SHifTING THE ROAD TO THE SOUTH SIDE Of RIGHT-Of-WAY TO ALLOW THE TRAIL ALONG THE NORTH SIDE. COMMISSION OLSON SECONDED THE MOTION. THE MOTION CARRIED 6-0. Commissioner Rolfe Anderson left at this time (8:30 p.m.) 7. Discuss Future Park Needs - Steve Rohlf Steve Rohlf explained to the Park and Recreation Commission the philosophy that he used to plan for future recreation needs for the City of Elk River at a time of total development, and to look at the big picture of the area wide needs as it relates to athletic fields that are provided by School District 728 now and in the future. Steve then explained the formula used to calculate the needs of youth and adult softball, little league baseball, youth football, hockey, tennis, and soccer. Steve Rohlf then asked the Park and Recreation Commission for input regarding the present needs and usage of fields and how they compare to the national averages. With all this information at hand, the Park and Recreation Commissioners discussed each sport and made projections of future needs. . . . . Commissioner Daleiden left at this time (10: 15 p.m.) Steve recorded this information and will have it typed and ready to distribute to the Park and Recreation Commission at the June 8, 1994, meeting in draft form. 11. Adiournment Due to the lateness of the hour, COMMISSIONER L1PETZKY MOVED TO ADJOURN THE MEETING. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 4-0.
