MEETING OF THE ELK RIVER PARK & RECREATION
COMMISSION
HELD AT THE ELK RIVER CITY HALL
WEDNESDAY, AUGUST 3, 1994

p.m.), Rolfe Anderson (8:15 p.m.)

Commissioners O'Brien, Lipetzky, Daleiden, St. Dennis

Members Dave Anderson and Clair Olson met Phil Hals at 193rd and Baldwin in Hillside
Estates at 7:00 p.m. The group looked at the problems involving the construction of a
bike trail from Highway 169 to Baldwin Street along 193rd with the available right of way
width of 11 feet and the already established lawns and driveways.
The group returned to City Hall and discussed the confining issues regarding this
installation. Dana and Rolfe Anderson arrived at this time.
Since there was not a quorum present, it was the consensus of those present to
recommend that the City Council authorize a hard surfaced trail on the north side of
193rd from Highway 169 to Baldwin Street with their preference being an 8 foot wide
bituminous surface with the minimum acceptable walkway being a 6 foot wide concrete
surface.
Steve Rohlf led a discussion on park property needs when the City reaches full
development. Steve explained the rationale used to identify the number of fields of
each particular type needed to accommodate a population of 40,000 people. The Park
and Recreation Commissioners added their input on existing fields, School District fields,
and fields provided or not provided for residents of neighboring municipalities. Steve will
return to the Park and Recreation Commission at a later date when he has had time to
tabulate all of the data into a recommendation on how much park property should be
purchased now for future development for the City Council.
It was the consensus of those present to adjourn the meeting at 9:30 p.m.
