MEETING OF THE ELK RIVER PARK AND RECREATION
COMMISSION
HELD AT THE ELK RIVER CITY HALL
WEDNESDAY, OCTOBER 12, 1994
Members Present: Chair Dave Anderson; Commissioners Dana Anderson,
Rolfe Anderson, Sue Daleiden, Clair Olson, Mike O'Brien,
and Clete Lipetzky (7:33 p.m.)

Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River
Park and Recreation Commission was called to order at 7:07 p.m. by
Chair Dave Anderson.
2.
Consider 10/12/94 Agenda
Mr. Rohlf requested that two items be added to the 10/12/94, Park and
Recreation Commission Agenda.
6.1 Consider Park Dedication for Administrative Subdivision by
J ake Jacobson.
6.2 Consider Park Dedication for the plat of Oak Parc Plaza.
COMMISSIONER O'BRIEN MOVED TO APPROVE THE 12/10/94
PARK AND RECREATION COMMISSION AGENDA WITH THE
TWO ADDITIONS BY STAFF. COMMISSIONER ROLFE
ANDERSON SECONDED THE MOTION. THE MOTION
CARRIED 7-0.

Commissioner Lipetzky indicated that under 8.1 of the 9/14/94
minutes, that his motion included the "consideration of pedestrian
crossings for the School S~reet and County Road 1 corner", in addition
to what was stated in the minutes. This crossing was to be on the
north side of that intersection.

COMMISSIONER CLAIR OLSON MOVED TO APPROVE THE
9/14/94 MINUTES WITH THE FOLLOWING AMENDEMENT:

COMMISSIONER LIPETSKY MOVED TO REQUEST A
PEDESTRIAN CROSSING AT PROCTOR AVENUE AND
COUNTY ROAD 1, AND TO CONSIDER MAKING THIS A FOUR
WAY STOP INTERSECTION. IN ADDITION, THE PARK AND
RECREATION COMMISSION RECOMMENDED
CONSIDERATION OF A CROSS WALK AT THE
INTERSECTION OF COUNTY ROAD 1 AND SCHOOL STREET,
ON THE NORTH SIDE OF THAT INTERSECTION.
COMMISSIONER DANA ANDERSON SECONDED THE
MOTION. THE MOTION CARRIED 7-0.
COMMISSIONER ROLFE ANDERSON SECONDED THE
MOTION. THE MOTION CARRIED 7-0.

COMMISSIONER ROLFE ANDERSON MOVED TO APPROVE
THE 9/21/94 MINUTES FROM THE PARK AND RECREATION
COMMISSION SPECIAL MEETING. COMMISSIONER DAVE
ANDERSON SECONDED THE MOTION. THE MOTION
CARRIED 2-0-5. COMMISSIONERS DALEIDEN, OLSON,
O'BRIEN, LIPETSKY, AND DANA ANDERSON, ABSTAINED.
THE FIVE COMMISSIONERS ABSTAINED BECAUSE THEY
WERE NOT PRESENT AT THIS MEETING.

5. Consider Conflict of Interest Ordinance
Steve Rohlf gave a brief presentation regarding the City's proposed
conflict of interest ordinance and a summary of the recent statute
changes regarding conflict of interest. The Park and Recreation Board

requested staff to ask the City attorney how the conflict of interest
ordinance specifically affected them.
6.
Discuss Trail System
It was the consensus of the Park and Recreation Commission to fine
tune their trail system plan. Part of this effort, would include
identifying full fledged trails versus sidewalks. The idea is that trails
would be used as collectors for pedestrian movement. Stephen Rohlf
indicated that he would like a chance to try to fine tune the trail
system map and present his findings to the Park and Recreation
Commission in the upcoming winter.
COMMISSIONER DALEIDEN MOVED TO RECOMMEND THAT
THE TRAILS BE ROUGH GRADED, CLEARLY MARKED, AND
HAVE CLASS V ADDED TO THEM, AS PART OF PLAT
IMPROVEMENTS. COMMISSIONER ROLFE SECONDED THE
MOTION. THE MOTION CARRIED 7-0.
The Park and Recreation Commission requested that Phil Hals add
park dedication fees and trail fees to November's regular Park and
Recreation Commission meeting agenda.
Consider Park Dedication for the Jacobson Administrative Subdivision
COMMISSIONER OLSON MOVED TO REQUIRE MONIES IN
LIEU OF PARK LAND FOR THE JACOBSON
ADMINISTRATIVE SUBDIVISION. COMMISSIONER O'BRIEN
SECONDED THE MOTION. THE MOTION CARRIED 7-0.
6.2 Consider Park Dedication for Elk Park Plaza
COMMISSIONER LIPETZKY MOVED TO REQUIRE CASH IN
LIEU OF LAND FOR PARK DEDICATION FOR THIS
SUBDIVISION. COMMISSIONER O'BRIEN SECONDED THE
MOTION. THE MOTION CARRIED 7-0.

Stephen Rohlf informed the Park and Recreation Commission that
there were no further updates by staff.
Other Business
Discussion pursued regarding hunting in and adjacent to City parks.

COMMISSIONER LIPETZKY MOVED TO RECOMMEND THAT
NO HUNTING BE ALLOWED WITHIN 500 FEET OF A CITY
PARK OR TRAIL. COMMISSIONER O'BRIEN SECONDED THE
MOTION. THE MOTION CARRIED 7-0.

Stephen Rohlf indicated that he believed that it would take an
ordinance amendment to facilitate the preceding motion.
COMMISSIONER LIPETZKY MOVED TO HAVE THE PARK
AND RECREATION COMMISSION CONSIDER THE ISSUE OF
HARVESTING DEER IN PARKS AND TRAILS PRIOR TO NEXT
YEARS HUNTING SEASON. COMMISSIONER O'BRIEN
SECONDED THE MOTION. THE MOTION CARRIED 7-0.
Chairman Anderson informed the Park and Recreation Commission of
a meeting of the area Park and Recreation Commission, to be held at
7:15 p.m., on Thursday, October 13, 1994, at Otsego City Hall. An
additional meeting regarding the river walk will be held at 6:30 p.m.,
on Thursday, October 13, 1994, at Elk River City Hall.

There being no further business, COMMISSIONER OLSON MOVED
TO ADJOURN THE MEETING. COMMISSIONER O'BRIEN
SECONDED THE MOTION. THE MOTION CARRIED 7-0.
