Recommend by motion, lots #180 through #184 be moved to the farthest west in Outlot H at the end of Road A,
as depicted on the attached Bradford Park exhibit.
Recommend, by motion, acceptance of the proposed upland park area (26.68 acres) as shown on the attached
Bradford Park exhibit.
Recommend, by motion, a regional trail within the development (shown in blue) from Cleveland Avenue to the
current Trott Brook housing development and pay for the trail segment using existing park dedication funds.
Recommend, by motion, a 10-foot trail connecting the sidewalk along the south side of Road G with the trail
around the pond – running between basins J and K.
Recommend, by motion, inclusion of a developer funded trail along the west side of Cleveland Ave/CR40, as
shown in the submitted preliminary plans.
Recommend, by motion, the general trail layout of the trails depicted on the attached Bradford Park exhibit, and
subject to the recommended changes noted.
Background/Discussion
The subject property, recently named Bradford Park is approximately 255 acres in size, zoned Single Family
residential (R1d), and is located near the northwest intersection of Cleveland St and 181st Ave. The plat is
proposed to have a total of 314 units.
This new housing development was discussed at the May 10, 2023, Commission meeting with three of four
motions approved. The motion receiving no action was moving four lots in Outlot H to the farthest west and
Lennar has agreed to this action.
The proposed land dedication, as shown on the attached layout, is approximately 26.68 acres and would satisfy
the entirety of the land dedication required per ordinance – 26.56 acres. Accepting this land dedication means
that the project would not generate additional park dedication funds with the filing of each subsequent final plat.

Consistent with past Commission discussions regarding a regional trail development connection within this
development, staff recommends cost participation for the “regional” segment of a ten feet trail as highlighted in
blue on the layout plan. This means that park dedication monies will assist in paying for this regional trail
segment.
Staff recommends the trail segment parallel to Cleveland Avenue/CR40 by completed by the developer. Further,
staff recommends all other trail segments in the layout plan be completed by the developer.
Lennar continues to seek credit for water acreage. Staff oppose providing credit based on our existing criteria for
park dedication. Lennar may submit a written proposal outlining their position for the Commission to consider.
Parks and Trails Master Plan
The regional trail proposed as part of the Trails Master Plan will be on the north side of the body of water From
Cleveland Avenue with connections to the Trott Brook development.

Background/Discussion
The subject property, recently named Bradford Park is approximately
255 acres in size, zoned Single Family residential (R1d), and is located
near the northwest intersection of Cleveland St and 181st Ave. The
plat is proposed to have a total of 314 units.
This new housing development was discussed at an April 27, 2022
Commission Special Meeting and an August 10, 2022 Commission
Work Session. Consensus at both meetings was to develop a trail
around the lake, provide adequate parking to access the lake and to
make the lake a public amenity.
Lennar is not requesting the lake be part of park dedication that was
discussed at the work session. The lake Outlot G with the lake and
basins will be deeded to the city to become a public asset maintained
by the city.
Staff recommends moving lots #180 through #184 to the west. This
will allow for a parking lot and potential canoe/kayaks to access the
lake. The size of the parking lot should be determined by the future
park master plan that will also determine the park features and
amenities such as a playground and shelter(s).
Parks and Trails Master Plan
The Parks and Recreation Trails Master Plan indicates a proposed trail around the lake and connections to the
Trott Brook development. Staff recommends that the developer construct a trail loop around the lake.

7.2 Park Dedication – Bradford Park Preliminary Plat
Mr. Hecker presented the staff report. Staff is recommending moving lots #180 through
#184 to the far west section in Outlot H at the end of Road A to provide better, fuller
access to the body of water.
Mr. Tabone, Land Entitlement Manager representing Lennar Homes 16305 36th Ave N
Plymouth, shared after the discussions at the meeting last year there was a lot of talk about
trail systems. Lennar Homes looked at shifting homes to the west section of Outlot H but
you would lose some of the usable area. Lennar Homes is asking to use the upland area for
park dedication which is 34 acres of upland with water features in the middle.
Chair Williams asked Mr. Tabone if Lennar was okay with moving lots #180 through #184.
Mr. Tabone said they will review that option after receiving comments from the planning
department but cannot guarantee that it will work.
Commissioner Anderson asked how many acres are buildable or programmable in Outlot H.
Mr. Tabone shared that is about 5-6 acres. Commissioner Anderson asked about the trail
around the upper pond in Outlot E. Mr. Tabone shared they need to look at that and it will
be part of the future preliminary plat for that area.
Commissioner Loidolt asked why staff is recommending moving the homes to the west
section of Outlot H. Mr. Hecker stated that staff felt it would provide greater access to the
body of water in Outlot G. Mr. Stremcha stated depending on the topography it would
consolidate Outlot H so if there is programming or events it wouldn’t be taking place in
someone’s backyard. Chair Williams stated he would like to hold off on the discussion of
moving the lots until next month so Lennar can work on it. Commissioner Brown would
rather have the lots where they are today because he wouldn’t want a park on each side of
the houses.
Commissioner Niziolek would be more comfortable if the entire park and trails were laid out
before we begin. He understands it will be constructed in phases but wants to know what
the park will be like in its entirety. He also thinks the city should look at a shoreline
management plan that will maintain and enhance the body of water. Mr. Tabone said that
sounds like something the city will do in the future once the Outlots were conveyed to the
city.
Commissioner Anderson asked if we can put the action items on hold until next month
since we are withholding one of the items. He feels like the programmable space looks small
and wants to make sure the property is giving us the space to do the programming we want.
Chair Williams shared that 5-6 acres is the same usable space as Trott Brook Park. Mr.
Tabone shared 5-6 acres is a good programmable space and added that even though it’s not
highlighted around the water features there are spaces for lookouts, vistas, and park areas
that range from a quarter acre to a half-acre. Mr. Tabone would like the recommendation to
come from the commission to move forward as of tonight and would prefer not to wait a
month. Mr. Tabone shared there was discussion about programming the park or leaving it
natural and the intention was to provide this area for the city to decide how to use it. Chair
Williams asked if it could potentially be 4 to 5 years before it’s ready to be programmed. Mr.
Tabone said that is correct and the plan is to start construction in the northwest corner,
Outlot D.
Mr. Stremcha asked if Lennar reviewed Outlot C as potential for park dedication with a trail
connection through the middle. Mr. Tabone did make note of that since the request was to
remove the trail on the west side but isn’t sure his engineer had time to vet the upland area
with a trail corridor through there. He thinks that would be a great idea to wrap linear trails
through ponds and wetlands as it is a great aesthetic feature. He has no doubt the 34 acres
will change as the plans are fine tuned.
Commissioner Anderson asked how many acres Outlot H is. Mr. Hecker shared it is 5.65
acres. Mr. Tabone shared the area will be graded and leveled to be usable.
Commissioner Niziolek is concerned about breaking the park dedication into pieces and
would like to see a package with contours and vistas.
1. Moved by Commissioner Loidolt and seconded by Commissioner Rathbun to
accept park land in Outlot H for park dedication. Motion carried 6-1
Commissioner Niziolek opposed.
2. No action was taken to approve lots #180 through #184 be moved to the farthest
west in Outlot H at the end of Road A.
3. Moved by Chair Williams and seconded by Commissioner Brown to approve park
dedication for Bradford Park plat to be paid for at a pro-rated amount after
accounting for the land dedication, which will be determined by staff and the
developer, when the lots are released for recording. Chair Williams amended the
motion to include Outlot G as needed based on staff discussions with Lennar.
Motion carried 5-2.
Commissioners Niziolek and Anderson opposed.
4. Moved by Commissioner Anderson and seconded by Commissioner Niziolek to
approve trails in the new development be a minimum of 10-feet wide and the trail
around the pond be developed for a full loop. Motion carried 7-0

Hi Zack,
Thanks for getting back to us — we appreciate the staff working with us through these things as well. We all agree this is
a unique site for sure. Per your responses below, we updated the graphic and it is attached. We are down to 3 things to
address or discuss at the Parks meeting on Wednesday 6/14.
1. Ponding area credit - Per your responses on 6/6, please consider this Lennar's official ask to receive partial open
space credit on the water area. This is due to the fact that the City wants it as a central community feature, and
it has been discussed that it will most likely be a public amenity in the future. As I had previously requested, we
are seeking a credit of 0.5 ac of credit per acre rather than full credit. With the water area being approximately
14 acres, this would result in approximately 7 acres of credit for this or a future phase. Within the state of
Minnesota, public spaces centered on water features are just a way of life. Water provides seasonal recreational
value throughout the year and has many positive physiological effects on the general population. A great local
example of this is Orono park. Put simply, the water feature and possible future amenities to be programmed by
the City has value, and we are asking to receive some partial open space credit for this area through the PUD.
2. Trail corridor between basin J and basin K — As previously discussed, this is an extremely difficult place to locate
a trail corridor. In an effort to compromise and add the connection desired by the City, we relocated lot 194 to
the westerly block of homesites at the intersection of Road A and Road G. We can shift the trail east out of the
spillway through the flat area that was lot 194. We are asking for construction cost credit for this trail segment
because it will require a retaining wall and is an improvement being requested by the City that will require
additional engineering and have additional cost implications over and above our current preliminary plat.
3. Park trail & south loop trail -Given that the trail segment in the park (Outlot H) connects to the regional trail,
we are seeking construction credit for that. We are also seeking construction credit for the southern loop of the
waterfront trail because it will connect to the regional trail and also connects up to Ivanhoe Avenue, which will
facilitate regional vehicular and pedestrian mobility through the community and beyond.
Thank you for working through this process with us, and we look forward to hearing from you and re -visiting these items
with the Parks Board on 6/14 as well as keeping the project moving.
