MEETING OF THE ELK RIVER PARK & RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, JANUARY 11, 1995 Members Present: Chair Dave Anderson; Commissioners Dana Anderson, Rolfe Anderson, O'Brien, Olson, Daleiden, and Lipetzky (7:17 p.m.) Members Absent: Commissioner St. Dennis Staff Present: Steve Rohlf, Building and Zoning Administrator; Jeff Asfahl, 728 Area Recreation Coordinator; Phil Hals, Street/Park Superintendent Others Present: Jeff Gongoll, Elk River Senior High School Students;J. Call Meetina To Order Pursuant to due call and notice thereof, the meeting of the Elk River Park & Recreation Commission was called to order at 7:03 p.m. by Chair Anderson. 2. Consider January 11. 1995, Park & Recreation Commission Aaenda Item 8a., Watercraft Races on lake Orono, was added to the agenda. COMMISSIONER DANA ANDERSON MOVED TO APPROVE THE JANUARY 11, 1995, PARK AND RECREATION COMMISSION AGENDA AS AMENDED. COMMISSIONER O'BRIEN SECONDED THE AGENDA. THE MOTION CARRIED 6-0. 3. Consider December 14, 1994. Park and Recreation Commission Minutes COMMISSIONER ROLFE ANDERSON MOVED TO APPROVE THE DECEMBER 14, 1994, PARK AND RECREATION COMMISSION MINUTES. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 6-0. 4. Open Mike No one was present for this item. 5. Preliminary Plat for Country Crossina Business Center Steve Rohlf introduced the item and suggested that the Park and Recreation Commission consider whether or not the office building site (lot 1, Block 2 - 2.7 acres) should pay park dedication fees. Commissioner Dana Anderson stated that not to ask for park dedication fees on this lot could set a precedent that could negatively affect future commercial lots in this area. Steve Rohlf suggested the policy should be consistent and questioned if the developer should be credited for trail construction and have to fully fund an 8 foot sidewalk. . Commissioner Lipetzky arrived at this time (7: 17 p.m.) COMMISSIONER DANA ANDERSON MOVED THAT PARK DEDICATION FEES ON LOTS 1 AND 2, BLOCK 1, AND LOT 1, BLOCK 2, BE CHARGED AT THE COMMERCIAL RATE OF $1,500 PER ACRE. COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. Steve Rohlf recommended that next month the Park and Recreation Commission consider issues of developer costs and trails for recreation and sidewalks, and who pays for these items. Discussion was held on sidewalks and pathways for the western area business park. COMMISSIONER DANA ANDERSON MOVED TO RECOMMEND THAT THE NON- MOTORIZED PATHWAY ALONG THE SOUTH SIDE OF BUSINESS CENTER DRIVE BE A 10 FOOT BITUMINOUS SURFACE WITH THE SECOND CHOICE BEING 8 FOOT CONCRETE. COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. 6. Administrative Subdivision lot Split . Steve Rohlf introduced the item indicating that due to the lot size and location, staff recommends taking $450 park dedication fees. COMMISSIONER DANA ANDERSON MOVED TO FOLLOW STAFF RECOMMENDATION FOR THE $450 PARK DEDICATION FEE. COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. 7. Consider Skatina Pond on 193rd Avenue - Hillside Development Steve Rohlf spoke about the issue of making an ice skating rink on the sedimentation pond on 193rd Avenue, just east of Highway 169. The issues that staff has raised for this type of situation included the need for toilets, warming house, access for snow removal, equipment, fencing, and water level control. The developer indicated that they will be installing a 4 foot high chain link fence to secure the pond area. COMMISSIONER L1PETZKY MOVED TO DO A ONE YEAR LEASE CONTINGENT UPON STAFF WORKING OUT ISSUES OF ACCESS AND FENCING. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 6-1. Commissioner Rolfe Anderson opposed. 8. Consider Sharina Community Athletics Information with Hassan Township Steve Rohlf suggested that as many Park and Recreation Commission members as possible should attend. Commissioners Daleiden, Dana Anderson, and Rolfe Anderson will try to attend along with Steve Rohlf and Jeff Asfahl. . . . . 8.a. 9. Phil Hals gave the Commissioners the City of Ramsey public hearing notice for their park and trail plan to be held at Ramsey City Hall at 6:00 p.m., Thursday, January 12, 1995. Jeff Asfahl indicated that his wife Beth is on the Ramsey Park Commission and he would ask her to relay the information that the City of Elk River would like to connect trails with Ramsey wherever possible. Watercraft Races on lake Orono John Daniels spoke regarding holding a jet ski race in conjunction with the Sherburne County Fair. The organization does snowmobile races in the winter and as a point of reference in recent snowmobile race at Albertville, Minnesota, grossed over $100,000, and the local Jaycee Club received $15,000 for "Make a Wish Foundation". The ISOC organization maintains insurance coverage of $1,000,000 for spectator liability and grounds coverage. The proposed race would be a one day event for approximately five hours (possibly 11:00 a.m. to 4:00 p.m.) with an awards ceremony at 5:00 p.m. The Elk River Jaycees and the local Rotary Club are being contacted to participate as local sponsor organizations. The Jaycees would take care of the gate, concessions, parking, ambulance coverage, police patrol, and clean up. COMMISSIONER DANA ANDERSON MOVED TO RECOMMEND THAT ISOC BE ALLOWED TO USE ORONO PARK AND LAKE ORONO FOR A JET SKI RACE FOR ONE DAY IN JULY IN CONJUNCTION WITH THE COUNTY FAIR AS LONG AS IT IS SPONSORED BY LOCAL ORGANIZATIONS AND THE LAKE OWNER'S ASSOCIATION IS CONTACTED. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. Update on Minnesota Park and Trails Meetina at Sherburne County Chair Anderson spoke about the meeting with the Sherburne County Park Committee and representatives from the Trust for Public land and Minnesota Parks and Trails Council. These representatives made suggestions on how to organize grass roots support and start establishing an active park committee with the idea that a group of 200 to 250 volunteer park supporters would help convince the County Board to take a more active look at developing a park system. The County Park Committee is looking at ways to move forward with these ideas. 10. Oak Knoll Concession Stand Proposal Jeff Asfahl talked of the need for an Oak Knoll concession stand building, emphasizing the use of labor and donations from the users. Chair Anderson commented that he felt that the organizations should be able to furnish much of the labor and materials with the City coordinating the activity and possibly "fronting" the money. It was the consensus of the Park and Recreation Commission that the building project should include a storage area, concession area, and a covered picnic area, and to direct staff to develop plans and meet with the youth associations to determine their needs and issues. . 11. Handke Pit Warmina House Update Jeff Asfahl spoke about the deteriorating condition of the Handke warming house and the need for a larger warming area. Phil Hals noted that in his opinion, building a new and bigger warming house should be done only with a commitment by School District 728 to assure that the ice area will be maintained or enlarged because a new warming house would be a waste of money if the School District eliminates the available ice area. It was the consensus of the Park and Recreation Commission that they would actively support a warming house improvement, but feel that the School District needs to make a commitment as well. 12. Winter Recreation Proarams Jeff listed the winter recreation programs administered by the 728 Area Recreation Joint Powers Program as follows: . Gymnastics Various open gym opportunities (youth & adult) Open weight room Indoor walking (coop w/summer education) Family special events - 1/28 @ Lion's Park (Winter Wonderland) - 2/11 @ Handke Pit (Talent Show on Ice) - 3/18 @ Meadowvale (Jump Into Spring) . . . . . · Youth bowling · Cheerleading clinics · Girls youth volleyball · Senior High intramural basketball · Skating lessons · Mens basketball · Mens volleyball · Womens volleyball · Supervision of rink supervisors @ Lion's Park and Handke Pit 13. Staff Updates Phil Hals gave the following items as staff updates. The Lion's Park ice has been of much better quality than past years in spite of the mild weather. The.installation of new lights at the Lion's Park ice rinks is a great improvement for night skating. . . . . The City crew has been flooding a large skating area on lake Orono by the swimming beach. The weather has made it difficult to make good ice, but it should be very usable soon. Chair Anderson recognized Commissioner O'Brien for his many years of service on the Park and Recreation Commission. 14. Adiournment There being no further business, COMMISSIONER ROLFE ANDERSON MOVED TO ADJOURN THE MEETING. COMMISSIONER O'BRIEN SECONDED THE MOTION. THE MOTION CARRIED 7-0.
