MEETING OF THE ELK RIVER PARK & RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, MARCH 8, 1995 Members Present: Chair Dave Anderson; Commissioners Donais, Rolfe Anderson, Dana Anderson, Olson (7:10 p.m.), Tuttle (7:15 p.m.), and Lipetzky (7:20 p.m.) Members Absent: Commissioner Daleiden staff Present: Phil Hals, Street/Park Superintendent; Steve Rohlf, Building/Zoning Administrator; Jeff Asfahl, 728 Area Recreation Coordinator, and Tom Zerwas, Chief of Police (8:30 p.m.) Others Present: Mark Boos, City of Ramsey staff member; City of Ramsey Park and Recreation Commission, two members of Ramsey's youth sports association, Ron Bastier, Developer, Chris Kreger, Planning Commissioner (7:30 p.m.), Sherwin Coors, Elk River resident (8:30 p.m.) 1. Call Meetinq To Order Pursuant to due call and notice thereof, the regular meeting of the Elk River Park and Recreation Commission was called to order at 7:07 p.m. by Chair Anderson. 2. Consider March 8, 1995 Park & Recreation Commission Aaenda The following items were added to the agenda: 5.1. Consider Park Dedication on an- Administrative Subdivision Request by Bruce Anderson 5.2. COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 4-0. 3. Consider February 8, 1995, Park & Recreation Commission Minutes COMMISSIONER DANA ANDERSON MOVED TO APPROVE THE FEBRUARY 8, 1995, PARK AND RECREATION COMMISSION MINUTES. COMMISSIONER SHAWN DONAIS . Joint Meetina with City of Ramsev's Park and Recreation Commission . Community Athletics - Steve Rohlf introduced this item. He briefly explained the City of Elk River's planning process for athletic facilities and the problems of coordinating activities for an area that encompasses so many separate governmental jurisdictions. Mr. Rohlf went on to express the fact that the School District would not totally meet the athletic facility needs for organized sports in the future and that it would be up to the townships and cities within the School Districts to pick up the slack. It was expressed to the representatives of Ramsey that they would need to do their fair share to accommodate that portion of their population involved in organized sports in Area 728. The example of allowing a percentage of Area 728 games to be played on City of Ramsey's facilities was used. Higher user fees for people from City's that don't cooperate were also discussed. Community Trails - Mark Boos and Steve Rohlf jointly introduced this item. The following trail connections between the City of Ramsey and the City of Elk River were discussed. 1 . A snowmobile trail across Elk River southeast to northwest toward regional snowmobile trails in sand dunes area, and a snowmobile trail across Ramsey west to east toward regional trails northeast of Ramsey. The connecting point between Elk River and Ramsey for these trails would be in the 165th Avenue to 173rd Avenue area. 2. The possibility of Elk River providing a parking lot for vehicles and horse trailers off of 165th Avenue a"nd the City of Ramsey providing horse trails adjacent to this parking lot was discussed. . 3. A pedestrian path between Elk River and Ramsey along 181 st Avenue and County Road 12 was discussed. 5.1 . Consider Park Dedication on an Administrative Subdivision Request bv Bruce Anderson Steve Rohlf presented the administrative subdivision request by Bruce Anderson. Steve pointed out that this property adjoins Country Road 13 so the right-of-way width may be an issued and also that staff recommends that the City accept cash for park dedication. COMMISSIONER TUTTLE MOVED TO ACCEPT CASH FOR PARK DEDICATION. COMMISSIONER DONAIS SECONDED THE MOTION. THE MOTION CARRIED 7-0. 5.2. Consider Park Dedication on an Administrative Subdivision Request bv Art Peterson Steve Rohlf presented the administrative subdivision request by Art Peterson who wishes to create two lots from a 16 acre parcel. Staff recommends that the City accept cash for park dedication. . Park and Recreation Commission Meeting March 8, 1995 Page 3 . COMMISSIONER TUTTLE MOVED TO ACCEPT CASH FOR PARK DEDICATION. COMMISSIONER DANA ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. 6. Information on Bradv Prooertv Ron Bastier presented a concept for the development showing 116 acres which will include 200 residential lots and a proposed park area of 16 or 18 acres of high land plus some wetlands. Commissioner Lipetzky commented that the plans are consistent with Mr. Bastier's last presentation and he personally likes what he sees. Commissioner Dana Anderson stated that he too likes the plan including the parks and trail suggestions. COMMISSIONER DANA ANDERSON MOVED TO APPROVE THE PLAN IN CONCEPT AND THE PARK AND RECREATION COMMISSION WOULD LIKE AN OPPORTUNITY TO SEE THE PRELIMINARY PLAT AT THE APRIL MEETING. COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. 7. Review Huntina/Firearm Zone - Tom Zerwas . Police Chief Tom Zerwas presented a map of the hunting areas and explained that the City ordinance was adopted in 1989. Police Chief Zerwas stated that the City of Ramsey requires a permit from the Police Department and proof of permission from the property owner before hunting could be permitted. Sherwin Coors stated that a permit process would be a benefit for his hunting group and he would look favorably on such a procedure. COMMISSIONER L1PETZKY MOVED THAT THE PARK AND RECREATION COMMISSION WOULD SUPPORT A CITY WIDE PROGRAM REQUIRING THAT ALL HUNTERS BE REQUIRED TO SECURE A PERMIT FROM THE CITY POLICE DEPARTMENT BY SHOWING WRITTEN PERMISSION FROM PROPERTY OWNERS. THE PERMIT AREA WOULD COVER THE ENTIRE CITY AREA SOUTH OF COUNTY ROAD 33. COMMISSIONER DANA ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. Chair Anderson led a discussion about the use of controlled hunting with firearms or bow and arrows to control wildlife population at some point in the future. COMMISSIONER L1PETZKY MOVED THAT THE PARK AND RECREATION COMMISSION WISHES TO SHOW SUPPORT FOR THE IDEA OF AN ENFORCEABLE HUNTING AREA AND HUNTING ORDINANCE AND WOULD LIKE THE POLICE CHIEF TO DEVELOP A MAP AND ORDINANCE AMENDMENT AND RETURN AT A FUTURE MEETING WITH SPECIFICS. COMMISSIONER DONAIS SECONDED THE MOTION. THE MOTION CARRIED 7-0. Chief Zerwas distributed a letter from a resident concerned by snowmobiles on the railroad trail. . COMMISSIONER L1PETZKY MOVED TO HAVE THE CITY PARK DEPARTMENT INSTALL GATES ON THE RAILROAD TRAIL AT COUNTY ROAD 1 AND COUNTY ROAD 33. COMMISSIONER DONAIS SECONDED THE MOTION. THE MOTION CARRIED 7-0. Park and Recreation Commission Meeting March 8, 1995 Page 4 Phil Hals was directed to come to a future meeting with plans and costs for gate installations. . 8. Consider Ski Trail Groomer - Dave Anderson Chair Anderson stated that the local ski club has been given a Polaris snowmobile that could be used to pull a small ski trail groomer that could be used for minor grooming touch ups, grooming for school races, or grooming when snow falls are light. This snowmobile and groomer would be operated by ski club volunteers. The Commissioners received literature on a Tid Tech groomer that is available. It was the consensus of the Park and Recreation Commission that due to the short remaining season, Chair Anderson should come back at a future meeting with a firm price including delivery and at this point the Commission supports the purchase. 9. Consider Park Caoitallmorovement List for 1995 A short discussion on this item was held and, due to the late hour, it was decided that this item will be discussed in detail at the April meeting. 10. Consider Develooment of Youth Soccer Fields Chair Anderson gave a brief update on the Fair Board/City conversation regarding the Orono Road/Joplin Street intersection which will have an impact on softball parking issues which will have an impact on soccer field construction on the E & 0 Tool park land. Chair Anderson stated that no decision on the E & 0 fields, even for temporary uses, will be possible until the Fair Board and Sherburne County Board come forth with their decision. . Phil Hals distributed a plan for the construction of six youth sized soccer fields on WWTP property located at 165th A venue and Jaryis Street. He also explained that the City continues to look for suitable park property and since we are still two months away from the construction season, the Commission may want to discuss this item further at a future meeting. It was the consensus of the Commission members that due to the late hour, the discussion on soccer fields be placed on next month's agenda. 11 . Schedule Joint Meetina with City Council Several meeting dates were considered: Joint meeting with the Planning Commission on 3121/95 at 7:00 p.m. Issues - sidewalks within developments; trails Joint meeting with the City Council on 4/10/95 at 7:30 to 9:00 p.m. Issues - updated trail system map, sidewalks, neighborhood parks, update on EDA site downtown Regular Park and Recreation Commission meeting on 4/12/95 at 7:00 p.m. . . . .
