MEETING OF THE ElK RIVER PARK AND RECREATION COMMISSION
HELD AT THE ELK RIVER CITY HALL
WEDNESDAY, MAY 10, 1995

1. Call Meetina To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Park and
Recreation Commission was called to order at 7: 12 p.m. by Chair Dave Anderson.
2. Consider 5/10/95 Park and Recreation Commission Aaenda
Item 6a., Lafayette Woods, was added to the agenda.
COMMISSIONER DANA ANDERSON MOVED TO APPROVE THE 5/10/95 PARK AND
RECREATION COMMISSION AGENDA AS AMENDED. COMMISSIONER TUTTLE
SECONDED THE MOTION. THE MOTION CARRIED 5-0.

Consider 4/12/95 Reaular Meetina Minutes
COMMISSIONER DANA ANDERSON MOVED TO APPROVE THE 4/12/95 PARK AND
RECREATION COMMISSION MINUTES. COMMISSIONER DONAIS SECONDED THE
MOTION. THE MOTION CARRIED 5-0.
3.2. Consider 4/19/95 Special Meetina Minutes
COMMISSIONER DALEIDEN MOVED TO APPROVE THE 4/19/95 SPECIAL PARK AND
RECREATION COMMISSION MINUTES. COMMISSIONER TUTTLE SECONDED THE
MOTION.

Phil Hals presented the item. A brief discussion was held.
COMMISSIONER TUTTLE MOVED TO ACCEPT CASH FOR PARK DEDICATION FEES.
COMMISSIONER DANA ANDERSON SECONDED THE MOTION. THE MOTION CARRIED

6a. Lafayette Woods
Discussion was held regarding trails and sidewalks in this development.
COMMISSIONER DANA ANDERSON MOVED TO RECOMMEND TO THE CITY COUNCIL
THAT IF 193RD AVENUE ALONG THE SOUTH SIDE OF THIS PLAT IS CLOSED TO
VEHICULAR TRAFFIC IN THE FUTURE THAT THE RIGHT-OF-WAY BE MAINTAINED FOR
USE AS A NON-MOTORIZED PATHWAY. COMMISSIONER DONAIS SECONDED THE
MOTION. THE MOTION CARRIED 6-0.
COMMISSIONER DANA ANDERSON MOVED TO CREATE AN ACCESS FROM RUSH
DRIVE, IN THE AREA OF LOT 14, BLOCK 3, OF ABOUT 35 FEET IN WIDTH TO PROVIDE A
TRAIL CORRIDOR TO THE RAILROAD TRAIL AND ON TO MEADOWVALE SCHOOL.
COMMISSIONER DONAIS SECONDED THE MOTION. THE MOTION CARRIED 6-0.
COMMISSIONER DONAIS MOVED THAT LOTS 38 AND 39, BLOCK 4, BE SHORTENED
SLIGHTLY SO THAT THE REAR LOT LINES DO NOT ENCROACH ON THE HIGH PROPERTY
WITHIN THE PARK. COMMISSIONER DALEIDEN SECONDED THE MOTION. THE
MOTION CARRIED 6-0.
COMMISSIONER TUTTLE MOVED TO ASSUME THE POSITION AS STATED AT THE APRIL
12, 1995, PARK AND RECREATION COMMISSION MEETING REGARDING SIDEWALKS.
COMMISSIONER DALEIDEN SECONDED THE MOTION. THE MOTION CARRIED 6-0.
COMMISSIONER DALEIDEN MOVED THAT OUTLOT "A" SERVE AS PARK DEDICATION
PROPERTY FOR THE PLAT UNLESS THE OWNER DONATES OUTLOT A AS A LAND
CONSERVATION EASEMENT AND GIVES THE PROPERTY TO THE CITY AFTER THE
EASEMENT IS GRANTED AT WHICH TIME STAFF SHOULD NEGOTIATE A REDUCED CASH
PARK DEDICATION FEE. COMMISSIONER OLSON SECONDED THE MOTION. THE
MOTION CARRIED 6-0.

7. Discussion of Park Proiects Used for Community Service
The Commission discussed recent community service projects and agreed that
while the city encourages and appreciates these projects, there needs to be
contact with the proper authority, planning, and coordinating construction and
the long term maintenance. After a year or two, some of these projects become
unsightly or fall into a state of disrepair.
Chair Anderson and staff will set down some guidelines and bring them back to
the Commission for a review at a future meeting.
8. Discussion of Issues Reqardina Railroad Trail Crossina - County Road 1
Chair Anderson led the discussion on the upgrade of County Road 1 indicating
that the proposed plan calls for a 72 foot wide roadway which will include four
traffic lanes and 12 foot paved shoulders. The safety of a major trail crossing a
major roadway and the expense of a foot bridge was discussed.
COMMISSIONER TUTTLE MOVED TO RECOMMEND THAT THE ROAD IMPROVEMENT
PLANS INCLUDE AN UNDERGROUND PATHWAY FOR A SAFE PEDESTRIAN CROSSING

UNDER COUNTY ROAD 1 FOR THE RAILROAD TRAIL. COMMISSIONER DONAIS
SECONDED THE MOTION. THE MOTION CARRIED 6-0.
COMMISSIONER DANA ANDERSON MOVED TO RECOMMEND THAT SHOULDERS BE
PAVED TO A MINIMUM WIDTH OF 8 FEET WITH A 4 FOOT PAINTED BIKE LANE ON THE
EXTREME RIGHT HAND SIDE. COMMISSIONER OLSON SECONDED THE MOTION. THE
MOTION CARRIED 6-0.
9. Staff Updates
Phil Hals explained a proposal to construct ten gates on the railroad trail to help
control motorized traffic on the trail. These gates would cost approximately $1 00
each.
COMMISSIONER TUTTLE MOVED TO RECOMMEND THE EXPENDITURE FOR GATES ON
THE RAILROAD TRAIL FOR NON-MOTORIZED TRAFFIC ONLY AND TO INCLUDE THE
TRAIL SECTION FROM 221ST AVENUE SOUTH ON THE RAILROAD TRAIL.
COMMISSIONER DANA ANDERSON SECONDED THE MOTION. THE MOTION CARRIED
6-0.
10. Other Business
The Park and Recreation Commission asked staff to investigate signage to
protect the MnDOT trees that were recently planted between Upland and Xenia
A venues.
11.
Adiournment
There being no further business, COMMISSIONER DANA ANDERSON MOVED TO
ADJOURN THE MEETING. COMMISSIONER DONAIS SECONDED THE MOTION. THE
MOTION CARRIED 6-0.
The meeting of the Elk River Park and Recreation Commission adjourned at
approximately 9:25 p.m.
