MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, JUNE 14, 1995 Members Present: Chair Dave Anderson, Commissioners Robin Tuttle, Rolfe Anderson, Sue Daleiden Members Absent: Commissioners Dana Anderson, Donais, Olson, Lipetzky (resigned) Staff Present: Phil Hals, StreetlPark Superintendent Others Present: Chris Kreger, Planning Commissioner; Jeff Asfahl, District 728 Area Recreation Coordinator; Ron Blegen, President of Youth Baseball 1. Call Meetin2: To Order Pursuant to due call and notice thereof, the meeting of the Elk River Park and Recreation Commission was called to order at 7:05 p.m. by Chair Dave Anderson. 2; Consider 6/14/95 Park and Recreation Commission Agenda Attendance at the 6-19-95 City Council meetingregarding Lafayette Woods(Brady Property); the River Front Corridor meeting; and the Garden Club; was added under other business. COMMISSIONER ROHLF ANDERSON MOVED TO APPROVE THE 6/14/95 PARK AND RECREATION COMMISSION AGENDA AS AMENDED. COMMISSIONER TUTTLE SECONDED THE MOTION. THE MOTION CARRIED 4-0. 3. Consider 5/10/95 Regular Meeting Minutes COMMISSIONER TUTTLE MOVED TO APPROVE THE 5/10/95 PARK AND RECREATION COMMISSION MINUTES. COMMISSIONER DALEIDEN SECONDED THE MOTION. THE MOTION CARRIED 4-0. 4. ODen Mike There was no one present for this item. 5. Youth Fields Only one spokesperson (baseball) was present at this meeting. Phil Hals would like someone to be in charge of this item to gather further information such as: number offields needed, size offields needed, what kind offuture needs we are looking at. Dave Anderson added that more money will be needed to purchase land, and that they will be looking for these funds by the different youth associations. It was the Elk River Park & Reo Meeting, June 14, 1995 Page 2 conclusion that more space for fields is definitely needed. Also, the proper utilization of the existing fields needs to be studied. It was decided that Jeff Asfahl would take the lead at organizing these issues. Ron Blegen, president of Elk River Youth Baseball, stated that he feels that Elk River is a fast growing community that needs more space for fields and needs to utilize what we have more efficiently. If no space is attained, down the road a few years they may have to turn kids down for youth sports. Mr. Blegen also stated that currently we are using other communities facilities, i.e. Zimmerman and Champlin, for tournaments. Phil stated that we are aware that additional fields are needed in Elk River, but, the funding is holding this up. A lengthy discussion of funding was held. Mr. Blegen recommended 4 large fields with pitchers mounds be added for a start. Commissioner Tuttle asked Mr. Blegen what we can expect from him. Mr. Blegen stated that he would provide: 1. Labor, 2. Financial support, $15 per/youth. Jeff Asfahl stated what he thinks it will take to move forward on this issue from here; 1. Study short term opportunities that are out there, and what it will take to pull them off; 2. A study of other communities plans; 3. Be a leader and build a nice, smart, complex; 4. Get associations to agree on a $ figure, and needs. . (8:00) p.m.- Ron Blegen leaves Dave Anderson stated that more research must be done with all associations before the Park and Recreation Commission can come to any conclusions. Dave Anderson requests, from the associations, a summary of the number of kids in each age group, and the number of fields they need for them; then we can compare an inventory and the projected growth to come up with what is needed. Phil Hals stated that staff recommends that we take the park dedication fee's on this item. Gary Schmitz' letter was reviewed and a brief discussion took place. . 6. Administrative Subdivision bv Gerald Sneft COMMISSIONER TUTTLE MOVED TO ACCEPT THE PARK DEDICATION FEE'S ON THE GERALD SNEFT PARCEL. COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 4-0. (8: 15) Planning Commissioner Chris Kreger left. 7. Consider Trail DeveloDment vs. Park Dedication Fee Phil Hals explains Steve Ach's memo regarding responsibilities for trail development. Commissioner Tuttle stated that she felt the developer should be responsible for the following: 1. Rough grade; 2. class 5 on all trails on plat. Commissioner Rolfe Anderson stated that he felt an additional $100 perllot trail fee in addition to the $500 park dedication fee be added to the above. I COMMISSIONER ROLFE ANDERSON MOVED TO RECOMMEND THAT THE DEVELOPER BE RESPONSIBLE FOR ROUGH GRADE, CLASS 5 ON ALL TRAILS OF THE PLAT, ADDITIONAL $100 PER/LOT TRAIL FEE IN ADDITION TO THE $500 PARK DEDICATION FEE. . . . . Elk River Park & Reo Meeting, June 14, 1995 Page 3 8. Trail Tenderizer Ski Trail Groomer Materials were passed out with the figures for the ski groomer that is being requested. Phil Hals requested approval to purchase the attached ski groomer while it is on sale for $1,600. COMMISSIONER ROLFE ANDERSON MOTIONED TO BUY THE ATTACHED SKI TRAIL GROOMER. COMMISSIONER TUTTLE SECONDED THE MOTION. THE MOTION CARRIED 5-0. 9. Park Benches Commissioner Tuttle presented this item (see attached brochures). 8:45 Jeff Asfahlleft It was discussed to put two (2) 6 foot park benches (item #57 on attached sheets) at the top of the EDA site, to begin with; with concrete slabs underneath them extending out to allow for planters on each side (Keystone planters). COMMISSIONER ROLFE ANDERSON MOTIONED TO REQUEST TWO, SIX FOOT BENCHES WITH CONCRETE SLABS AND PLANTERS, TO BE PUT AT THE TOP OF THE EDA SITE, DOWNTOWN ELK RIVER. COMMISSIONER TUTTLE SECONDED THE MOTION. THE MOTION CARRIED 5-0. Phil Hals recommended to go to the City Council to eliminate four (4) parking sites to make room for concrete sidewalk pads for benches. COMMISSIONER ROLFE ANDERSON MOTIONED TO RECOMMEND ELIMINATING FOUR PARKING STALLS TO MAKE ROOM FOR PADS FOR BENCHES. COMMISSIONER TUTTLE SECONDED THE MOTION. THE MOTION CARRIED 5-0. 10. 1995 CaDital Expenditures for Park ImDrovements Phil Hals added Lion's Park Drainage, ADA items in Orono Park, and backstop fencing in Oak Knoll Park, to this item. Commissioner Dave Anderson asked Phil Hals what his plan and breakdown for Woodland Trails was. Phil stated that he would be in favor of having a contractor come in and pave the trails. Orono Park improvements include; street lights in boat trailer parking lot and beach area (2 on roadway, 2 on pathways). The Elk River Police are recommending lights on the pathways. The Lion's dedicated $25,000 this year for Lion's Park improvements. Lion's Park improvements include installation of trails, handicap trail to playground, drainage. Heritage Landing, Country Crossing, Meadowvale Heights, improvements include installation of trails. Oak Knoll improvements include installing a base for trails (see item 10 on handout). All recommended improvements may be found on agenda memo dated 6/14/95. Chairperson, Dave Anderson, prioritized these items as 1. Trail installations, 2. Lion's Park improvements. The revised costs for improvements include: Lion's Park- $2,000; Orono Park (ADA pathways)- $1,000; Oak Knoll Park, backstop fencing- $4,100 (recommended that the baseball players pay for class II granite base), trails- $1,500. THE MOTION CARRIED 5-0. . 11. UDdate on Grant ADDlication for ProDerty Purchase using the DNR Natural and Scenic Area Grant Program Dave Anderson presented this item. A tour with the DNR took place through the 30 acre parcel in which a grant was applied for. In conclusion, there were not many applications for this grant, thus, making it more probable for us to receive this grant. 12. Consider Jackson Square Usage for Lioness Club Fund-raiser Commissioner Tuttle presented this item. The Lioness' would like to use Jackson Square on either March 23rd or March 30th for a fund-raiser. 13. StaffUDdates Phil Hals updated the commission on the dismantling of the slide in the Deerfield 4 park. The public remarked that it was a very popular item. Improvements were discussed on this project. Phil Hals will be getting back to the commission with prices to put the slide back into operation. No further staff updates took place. 14. Other Business . Dave Anderson requested that someone be present for the June 19th City Council meeting regarding Lafayette Woods. The river front corridor project was discussed briefly. The river front corridor committee- will meet June 29th and July 20th at 6:30 p.m. Dave Anderson presented the Garden Club item. A brief update on the upcoming Steering Committee meeting was held. 15. Adjournment There being no further business, COMMISSIONER TUTTLE MOVED TO ADJOURN THE MEETING, COMMISSIONER DALEIDEN SECONDED THE MOTION. THE MOTION CARRIED 4-0.
