MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION
HELD AT THE ELK RIVER CITY HALL
WEDNESDAY, AUGUST 9, 1995

1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Park and
Recreation Commission was called to order at 7:10 p.m. by Chair Dave Anderson.

Consider 8.9-95 Agenda
The following items were added to the agenda under Other Business:

Area Recreation Update
Jeff Asfahl stated that he has not received many surveys back from the various
organizations yet. Follow-up on this item will be presented at the next meeting.

Jeff Asfahl. Jeff said that he would gather information on this item.

7. Consider Lot 5. Block 8. Westwood Subdivision as Neighborhood Park (Tax Forfeited
Land)
Steve Rohlf, Building and Zoning Administrator, explained in his memo dated
8/3/95, the pro's and con's of purchasing this lot for a potential neighborhood park.
Phil Hals presented this item to the Commission. Due to the size of this lot, the
Park and Recreation Commission decided not to purchase this parcel.
COMMISSIONER ROLFE ANDERSON MOVED TO DENY THE PURCHASE
OF LOT 5, BLOCK 8, WESTWOOD SUBDIVISION, DUE TO THE SIZE OF
THE LOT. COMMISSIONER OLSON SECONDED THE MOTION. THE

AS 97-7: Phil Hals presented this item. Staff recommended taking the cash park
dedication fee on this administrative subdivision request.
COMMISSIONER OLSON MOVED TO TAKE THE SUM OF $500 FOR THE
PARK DEDICATION FEE ON THE DENNIS BOOTH ADMINISTRATIVE
SUBDIVISION; 213TH AVENUE AND FILLMORE ALIGNMENT.
COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. THE
MOTION CARRIED 5-0.
AS 95-6: Phil Hals presented this item. Staff recommended taking cash payment
for the park dedication fee on this administrative subdivision request.

COMMISSIONER ROLFE ANDERSON MOVED TO RECOMMEND TO THE
COUNCIL THAT A TRAIL CORRIDOR ON THE WEST BOUNDARY OF
THIS PROPERTY (NORTHWEST CORNER OF 193RD AVENUE AND
HWY.10) BE KEPT AND TO PRESERVE THE LARGE TREE'S (NORWAY
PINES) AT THIS LOCATION. COMMISSIONER MADSEN SECONDED THE
MOTION. THE MOTION CARRIED 5-0.

Consider City Plat 193rd and Holt Avenues
Duplicate item, no further discussion was held.
Commissioner Dana Anderson arrived at this time (7:50 p.m.)
9. Discuss Jet Ski Operation on Lake Orono
Chair Dave Anderson presented this item. Discussion was held regarding whether
or not the Park and Recreation Commission should discuss this item regarding
regulating jet ski operation on Lake Orono. Safety concerns were an issue.
Commissioner Rolfe Anderson recommended requesting more surveillance of jet ski
operation be made by the Sherburne County Water Patrol. Chair Dave Anderson
stated that he would bring up this recommendation to Sherburne County Sheriff,
Bruce Anderson. No motion was made on this item.
10.
Curb and Gutter for Woodland Trails Park
This item was presented by Chair Dave Anderson. Phil Hals illustrated the funds
that have been used so far from the park dedication fund. Staff suggested an option
of trading paving for the curb and gutter to the council. Chair Dave Anderson
favors having hiring out the whole project instead of having the city do part of the
curb & gutter system. The commission would like to continue talking about this
issue with the council and possibly schedule a tour of Otsego Park and Woodland
Trails Park with the Park and Recreation Commission and the City Council.
Commissioner Dana Anderson suggested video taping the parks instead of a tour. It
was decided that this item should be completed by September 1, 1995.
11.
Staff Updates
Phil Hals updated the Park and Recreation Commission on Woodland Trails
development.
Phil Hals discussed the railroad trail bed issue. The biggest issue on this project is
what the trail should be used for (i.e. snowmobiles, horses, running.) Chair Dave
Anderson would like to see a micro-plan done up on this trail system. Phil Hals
recommended having the Hoisington Koegler Group, Inc. (the company involved in
the riverfront project) draw up a micro-plan for this trail system.
Phil Hals stated that Pat Klaers suggested putting a rumble strip along County
Road 1 for bikers when the road widening expansion is being done.

Other Business
.
Chair Dave Anderson stated that Monday, August 10, 1995, three cars were
vandalized in the softball parking lot during a ball game. Dave met with Glen
Sundeen (Utilities) regarding the lighting on this site. Mr. Sundeen stated that
Utilities would donate the installation portion of additional lighting at this site.
Further discussion will take place at a later date on this item.
A presentation will be held on the Mississippi Riverfront Pathway Project on
Wednesday, August 16th at 5:00 p.m., at the City Hall training room.

ADJOURN THE MEETING. COMMISSIONER DANA ANDERSON
SECONDED THE MOTION. THE MOTION CARRIED 6-0.
The meeting of the Elk River Park and Recreation Commission adjourned at approximately
