MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, SEPTEMBER 13,1995 MEMBERS PRESENT: Chair Dave Anderson; Commissioners Olson, Tuttle, Huberty, Madsen, Donais, Rolfe Anderson, and Dana Anderson MEMBERS ABSENT: None STAFF PRESENT: Steve Rohlf, Building and Zoning Administrator, Phil Hals, StreetlPark Superintendent OTHERS PRESENT: Jeff Asfahl, District 728 Area Recreation Coordinator; Paul Paige, HKG Consultant for Riverfront Project; concerned neighbors Sue Hallett, Nancy Peterson, Tom Zerwas, Janelle and Jim Henry, and Mark Klimstre 1. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Park and Recreation Commission was called to order at 7:04 p.m. by Chair Dave Anderson. 2. Consider 9/13/95 Agenda The following items were added to the 9/13/95 agenda: -Item No. 7B and 7C, presented by Steve Rohlf .Presentation by Louise Kuester representing the Elk River Arts Council COMMISSIONER OLSON MOVED TO APPROVE THE 9/13/95 AGENDA AS AME~TJ)ED COMMISSIONER TUTTLE SECONDED THE MOTION. THE MOTION CARRIED 8-0. 3. Consider 8/9/95 Park and Recreation Commission Minutes The 8/9/95 Park and Recreation Commission minutes were approved with the following addition: Item No.5- add basketball to the discussion with Dave Anderson and Jeff Asfahl. THE MOTION CARRIED 8-0. . 4. Oven Mike No one was present for this item. 5. Consider Herita~e Trail Sue Hallett, 13211 179 1/2 Avenue, Elk River, a concerned citizen living in Heritage Landing, lead a discussion regarding the problems they and their neighbors are having with the trail system ending at and near their property. Ms. Hallett explained an incident where she had to call the police because offoul and abusive language that she was receiving from kids along the path. Other concerned neighbors were Nancy Peterson, Janelle and Jim Henry, Mark Klimstre, and Tom Zerwas. . 7: 15 p.m. Louise Kuester arrived. The citizens are concerned with this trail ending at this property leading to nowhere; They say kids are coming to this point and getting off of their bikes and creating problems. They also feel that their security, safety, and privacy are being invaded. Other concerns Ms. Hallett mentioned were stumps that were not properly taken care of along the trial. . Chair Dave Anderson discussed his visit to this site after receiving a call from Ms. Hallett on this incident. Tom Zerwas, Elk River Police Chief and also a concerned citizen in this neighborhood, stated that he felt policing of trails will be a necessity in the near future. Discussion was also held regarding homeowners along the trail feeling that they were not informed on the trial when they purchased the property. Ms. Hallett asked what the purpose of running a trail system through peoples back yards was. Upkeep of the land around the trail was also an issue with Ms. Hallett. Commissioner Huberty requested posting trail hours on the trail. Tom Zerwas requested signage for emergency vehicles be posted on the trail and to make sure that future land buyers be informed of the trails before purchasing. 7:40 p.m. Jeff Asfahl and Steve Rohlf arrive. Chair Dave Anderson e)".'plained to the citizens that the trail system is new to Elk River and due to rapid growth in the city we are learning as we go. He also explained the Park and Recreation Commission's role in the park and trail system. Mter this issue was discussed, the citizens left the meeting. . . . . Park and Recreation Commission Sept.ember 13, 1995 Page 3 6. Review and Comment on Mississinpi Riverfront This item was presented by Paul Paige, HKG Consultant for the Riverfront Project. Mr. Paige presented the plan for the riverfront project to the commission. He stated that he was looking for feedback from the commission on whether or not to move forward on the proposed plan. It was noted that the next public hearing on the riverfront project will be October 2, 1995. COMMISSIONER ROLFE ANDERSON MOVED TO APPROVE THE CONCEPT OF THE RIVERFRONT PLAN. COMMISSIONER DONAIS SECONDED THE MOTION. THE MOTION CARRIED 8-0. 7. Consider Pronosal for Railroad Trail Design bv the Hoisin~ton Koegler Group 7a. 7b. Chair Dave Anderson presented this item. The Park and Recreation Commission stated that for the price, they felt that the Hoisington Roegler Group would be an asset in the planning of the bed. Commissioner Tuttle has reservations on this plan based on having already planned this trail it seems redundant to have someone else plan it also. COMMISSIONER ROLFE ANDERSON MOVED TO GO AHEAD WITH THE HOISINGTON ROEGLERGROUP FOR THE TRAIL SYSTEM PLANNING. COMMISSIONER MADSEN SECONDED THE MOTION. THE MOTION CARRIED 7-1. COMMISSIONER TUTTLE OPPOSED THIS MOTION. Audio Presentation by Elk River Arts Council on Future Communitv Arts/Community Center Facilitv Louise Ruester, representing the Elk River Arts Council, presented an audio presentation on future space for a community arts facility. Cliff Lundberg, with the Elk River Arts Council, speaks on the tape. Plans were presented on this project by Ms. Ruester. Ms. Kuester stated that the next step for the Arts Council is to show the concept to different groups for their input. Ms. Kuester points out the community room section of the plans which could be used by the public for wedding receptions, etc. The cost of this facility is $4 million to $7.5 million dollars. Commissioner Donais stated that he is interested in the commercial values of a facility like this. Ms. Kuester stated that Citizens League trips to various cities to observe their facilities will be available to whoever is interested. Lake Orono Dred~in~ Committee Steve Rohlf, Building and Zoning Administrator, presented this item. The Lake Orono Dredging Committee is requesting the Park and Recreation Commission's view on the dredging of Lake Orono for a silting problem. The Lake Orono Park and Recreation Commission September 13, 1995 Page 4 Committee is recommending dredging the lake for the purpose of improving the recreational quality of the lake and water depth. . Phil Hals, Street and Parks Superintendent, feels that the silting problem has nothing to do with the water quality. The Dredging Committee is looking for support in maintaining future control of sedimentation levels also. Commissioner Rolfe Anderson stated that he thinks that the public will think there will be more benefit from dredging the lake than what will actually be. They will think that it will increase the water Quality, when in fact it will not. Water Quality is a major concern with the Park and Recreation Commission. The Park and Recreation Commission supports the idea of dredging exploration of Lake Orono if the water Quality is a topic of exploration. They are not convinced that dredging is the answer. They are also in favor of improving the recreational quality in the lake. Commissioner Madsen was nominated to be on the Dredging Committee to represent the Park and Recreation Commission. 7c. Comnrehensive Park Plan Presentation by Steve Rohlf, Building and Zoning Administrator, regarding proposed changes to the "Parks and Open Spaces" section of the Comprehensive Plan. This section of the plan spells out goals and objectives for parks. The Master Park Plan will adopt identical goals and objectives. . COMMISSIONER TUTTLE MOVED TO RECOMMEND TO ADOPT THE CHANGES TO THE "PARKS AND OPEN SPACES" SECTION OF THE COMPREHENSIVE PLAN AS RECOMMENDED BY STEVE ROHLF. COMMISSIONER HUBERTY SECONDED THE MOTION. THE MOTION CARRIED 8-0. 9:55 p.m. Steve Rohlf leaves. 8. Area Recreation Undate Jeff Asfahl, Area Recreation Coordinator, discussed an overview of 1995 miscellaneous items for discussion. A brief discussion was held regarding the warming house at Handke School. It was determined that Jeff would write a letter to the school board regarding the improvements to the warming house that the Park and Recreation Commission and Area Recreation are recommending. Lion's Park Playground Eauinment Phil Hals, Street/Park Superintendent presented this item. Phil stated that the Elk River Lion's will provide funding towards playground equipment at Lion's Park. The total cost of the equipment is $20,000. 11. Li~hting Woodland Trails Parking Lot Phil Hals presented this item. Staff is recommending the first fixture (on attached handout), the Luminire Type II Medium, for lighting these trails. COMMISSIONER DANA ANDERSON MOVED TO APPROVE STAFF'S RECOMMENDATION FOR LIGHTING ON WOODLAND TRAILS. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 8-0. 12a. Administrative Subdivision snlitting' 20 acres into two 10 acre narcels/Dennis Booth/AS 95.7 Staff recommends taking the park dedication fee on this parcel. COMMISSIONER OLSON MOVED TO TAKE THE PARR DEDICATION FEE ON THIS PARCEL. COMMISSIONER TUTTLE SECONDED THE MOTION. THE MOTION CARRIED 8-0. . 12b. Administrative Subdivision Plattin~ Outlot A of Lund~en First Addition into a buildable loti Dick Hetland! AS 95.9 Staff recommends taking the park dedication fee on this parcel. COMMISSIONER TUTTLE MOVED TO TAKE THE PARR DEDICATION FEE ON THIS PARCEL. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 8-0. 12c. Administrative Subdivision dividing a five acre lot into two buildable sites/Joe Goetz/AS 95.8 Staff recommends taking the park dedication fee on this parcel. COMMISSIONER DONAIS MOVED TO TAKE THE PARR DEDICATION FEE ON THIS PARCEL. COMMISSIONER MADSEN SECONDED THE MOTION. THE MOTION CARRIED 8-0. 12d. Consider Resolution amendin~ nark dedication fees for the next three vears Staff recommends increasing the park dedication fee for single.familyand multi. family development by $100 per lot annually for the next two years and also reviewing the commercial fees. . COMMISSIONER OLSON MOVED TO CHANGE THE PARR DEDICATION FEES ON NEW SUBDIVISIONS FOR SINGLE-FAMILY AND MULTI- FAMILY DWE:;"'LING UNITS TO $600 IN 1996, AND $700 IN 1997. Park and Recreation Commission September 13, 1995 Page 6 COMMISSIONER MADSEN SECONDED THE MOTION. THE MOTION CARRIED 7-1. COMMISSIONER TUTTLE OPPOSED. . COMMISSIONER DANA ANDERSON MOVED TO ADJUST THE COMMERCIAL RATE OF PARK DEDICATION FEES TO BE MORE COMPETITIVE WITH OTHER COMMUNITIES TO THE FOLLOWING: $2,000 IN 1996, $2,500 IN 1997. COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 8-0. 13. Staff Un dates Phil Hals discussed the property on 165th and Jarvis (the Cass property) negotiation. He stated that a portion of this property will be dedicated for ball fields. Also, as the land is depleted of sludge, baseball complexes can be created on this property. 14. Other Business A brief discussion was held regarding the curb for Woodland Trails Park. Chair Dave Anderson would like to take this item back to the City CQuncil with the appropriate cost statistics. CHAIR DAVE ANDERSON MOVED TO PRESENT THE CURB ALONG THE ENTRANCE ROAD AND PARKING LOT IN WOODLAND TRAILS PARR ITEM TO THE CITY COUNCIL. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 7-1.
