MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION
HELD AT THE ELK RIVER CITY HALL
WEDNESDAY, OCTOBER 11, 1995

1. Call Meetine- to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Park and
Recreation Commission was called to order at 7:05 p.m. by Chair Dave Anderson.

Master Park Plan Review
.
This item was presented by Steve Rohlf, Building and Zoning Administrator.
7:10 p.m., Rolfe Anderson arrives.
Staff and the Park and Recreation Commission reviewed the proposed changes to the
Master Park Plan suggested by staff. The following items are some of the main
changes to this document:
1. Oak Knoll Park be changed to Harris Island Park
2. Orono Par;kway Park be changed to City Hall Park
3. Shiely Park be changed to Top of the World Park
No motion was made on this item.
6. Landfill ReQuest for Fencine- Installation on Railroad Trail
This item was presented by Steve Rohlf. See Attachment A, attached.
Staff recommends fencing the areas indicated on Attachment A. Also, staff suggests
angling the fences, putting reflectors on the fences, and fence posts on the landfill
side offence #5, to hold the city harmless of liability. Mer reviewing the property,
staff suggests a fence be placed instead of posts.

7. Communitv Recreation Update
Jeff Asfahl was not present for this item. Phil Hals will discuss this issue under staff
updates.
8. Natural and Scenic Grant Update
Phil Hals presented this item. Staff and City Council is requesting input on whether
or not to pursue this issue regarding funding.
COMMISSIONER ROLFE ANDERSON MOVED TO RECOMMEND
APPROVAL TO MATCH THE $45,500 FOR THIS GRANT FROM THE PARK
DEDICATION FUND. COMMISSIONER DANA ANDERSON SECONDED
THE MOTION. THE MOTION CARRIED 6-0.
9. Countv Park Plan Update
Chair Dave Anderson presented this item. Dave explains the progress in the County
Park Plan. Work will begin in November on this project with Northwest Associated
Consultants.

River Pathwav Proiect Update
Phil Hals presented this item. Phil stated that the City Council moved to fund
another $11,000 of consulting fee's for this project. This project is moving ahead.
10.1 Lake Orono Dred2"ine- Update
Commissioner Madsen updated the Park and Recreation Commission on the Lake
Orono Homeowners Association meeting held Tuesday, October 10th. See
Attachment B for further information on this topic.
The Park and Recreation Commission is recommending testing the water in Lake
Orono three times per year in the summer months.

LAKE ORONO WATER THREE TIMES PER YEAR DURING THE SUMMER
MONTHS. COMMISSIONER TUTTLE SECONDED THE MOTION. THE
MOTION CARRIED 6-0.
10.2 Gina Havron Administrative Subdivision ReQuest
Phil Hals presented this item. See Attachment C for further information on this
item.
Staff recommends taking the cash for the park dedication fee on this parcel.

DEDICATION FEE ON THIS PARCEL. COMMISSIONER DONAIS
SECONDED THE MOTION. THE MOTION CARRIED 6-0.

Dennis Anderson Administrative Subdivision ReQuest
Phil Hals presented this item. See Attachment D for further information on this
item. Staff is recommending deferring the park dedication fee on this parcel until
further information is gathered from the City Attorney.
COMMISSIONER TUTTLE MOVED TO RESERVE THIS FEE UNTIL
FURTHER INFORMATION IS GATHERED FROM THE CITY ATTORNEY.

1004 Central Lutheran Church Gate ReQuest
Steve Rohlf presented this item. See Attachment E for further information on this
item. Staff recommends approval for Central Lutheran Church's gate request.

Staff Updates
.
Phil Hals updated the Park and Recreation Commission on the Cass property project
(165th and Jarvis Street). Phil stated that the project is moving forward and will be
in front ofthe Planning Commission in November and the City Council in December.
Staff is requesting input on field needs from youth organizations for this project
ASAP.
COMMISSIONER MADSEN MOVED TO SUPPORT THE PURCHASE OF
THE CASS PROPERTY FOR A FUTURE ATHLETIC COMPLEX.
COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. THE
MOTION CARRIED 6-0.
Phil Hals presented the Barrington Park addition item. The question is whether or
not to expand the park. The price on this land is being negotiated. Staff recommends
pursuing the purchase of this land at a very modest price. The Park and Recreation
Commission agrees to pursue this issue further.
Phil Hals stated that the park equipment for Lion's Park is moving forward. Chair
Dave Anderson stated that he would like to make sure the equipment is installed
firmly on the site. The Park and Recreation Commission is requesting an installation
plan, site location, and footing plan, for this equipment before it is installed.
Also stated, a new citizen spotted vandals in an Elk River park stealing the blue
containers. Police did catch the responsible party. The citizen is questioning
whether or not a reward is offered for this information. The Park and Recreation
Commission is suggesting that we make an issue of this incident by paying the
citizen a reward and putting it in the paper to deter future vandalism. Staff
suggested that the felon do community service to pay for the reward.

Hoisington Update- Phil Hals will get back to the Park and Recreation Commission
at a later date on this item.
Commissioner Donais suggested coming up with a logo for the Park and Recreation
Board to put on all board projects.

ADJOURN THE MEETING. COMMISSIONER DONAIS SECONDED THE
MOTION. THE MOTION CARRIED 6-0.
