MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION
HELD AT THE ELK RIVER CITY HALL
WEDNESDAY, NOVEMBER 8, 1995

1. Call Meetinq To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Park and
Recreation Commission was called to order at 7:02 p.m: by Chair Dave
Anderson.
2. Consider Aqenda
The following item was added to the agenda:
6.1 Discussion on Railroad Trail
COMMISSIONER DONAIS MOVED TO APPROVE THE NOVEMBER 8, 1995, PARK AND
RECREATION COMMISSION AGENDA AS AMENDED. COMMISSIONER MADSEN
SECONDED THE MOTION. THE MOTION CARRIED 4-0.
3.
Consider Minutes
Chair Dave Anderson stated that Commissioner Tuttle would like the Master Park
Plan in more detail, and requested to delay approval until the next meeting.
4. Open Mike
No one appeared for this item.
Commissioner Lana Huberty expressed concern for a community center in Elk
River. Chair Dave Anderson would like to research this prospective. In the past
there have been groups who have brought together similar proposals. Chair
Anderson stated the commission should look at the concern for a community
center and possibly add it as a future agenda item so the commission is well
prepared when the timing is right. The city does need a community building
and should make a proposal before the next school referendum. This process
would take about 1 to 2 years to compile the group's input. Commissioner
Madsen stated there has been a concept plan written up in the past for the
community center.

Commissioner Madsen indicated his concerns regarding the outdoor rinks,
located by the Elk River Ice Arena. Commissioner Madsen asked why the city
can't take care of these two rinks since they are used by everyone.
Commissioner Madsen is also concerned about the heavy snow removal. Phil
Hals, Streets/Parks Superintendent stated these rinks are considered non-public
use. Chair Anderson suggested the city cooperate with the School District for
heavy snow removal on the rinks. Phil Hals, Street/Park Superintendent said the
city does the flooding and snow plowing for Handke Stadium and Lion's Park
and he will check with the City Administrator about plowing the rinks by the ice
arena.

5. Community Recreation Update-Jeff Asfahl
Jeff Asfahl, Community Recreation Coordinator was not present for this item.
6. Discuss Cass Property
Phil Hals, Streets/Parks Superintendent updated the commISSion on the Cass
property project. Phil Hals handed out plans of the proposed Cass property
. project. The 42 acres will be developed first and, as the Waste Water Treatment
Plant uses up land for sludge disposal, more property will be used for athletic
fields. By creating 14 single family lots on the property, the city will be able to
fund the athletic fields without spending park & recreation monies.
Commissioner Dana Anderson stated his concerns regarding the 42 acres. Phil
Hals suggested that the city saturate the 42 acres with sludge first. Phil Hals
stated he would like to see some input from youth athletic associations so the
city can generate plans by February. This would allow for athletic fields to be
constructed in 1996 and ready for use in 1997.

6.1 Discussion on Railroad Trail
Phil Hals, Street/Parks Superintendent has not spoken with Paul Paige, Hoisington,
Koegler Group, Inc. regarding the conceptual plans on the railroad trail. Chair
Anderson suggested if anyone on the commission would like anything included
in this process they contact Dave Anderson or Phil Hals who will send it to the
Hoisington, Koegler Group, Inc. Phil Hals stated the need to plan for the
ultimate trail system and if the money becomes available the paving process
can begin.
Chair Dave Anderson discussed the neighboring ponds, and expressed
concerns regarding widening the trail so as to preserve the plants and native
grasses.
7. Staff Updates
Phil Hals, Streets/Park Superintendent updated the Commission on Woodland
Trails Park. The lights and the pay phone are being installed and the city crew
will continue with the restoration as weather permits. Gates were placed on the
railroad trail to take care of motorized traffic. Woodland Trails Park grand
opening will be scheduled for May, 1996. Phil Hals indicated the City

Administrator suggested coordinating the grand opening of the park with the
opening at the golf course for possible use of the golf carts.
Phil Hals explained that UPA has a power line located in the path of the
Meadowvale Heights trail. He stated it would cost $5,000 to remove the pole.
Phil Hals stated the Street/Parks Department hired a new laborer and will have
him flood and plow the rinks at Handke Stadium and Lions Park. Commissioner
Madsen suggested making an ice trail around Lions Park.
Chair Anderson updated the commission on the grant hearing for the land
purchase from Shiely. The purchase price will be $91,000. The city has a grant
approval for $45,500. Phil stated the issue will be brought to the Planning
Commission on November 28, 1995, and to the City Council on December 18,
1995, for a public hearing.
8. Other Business
Phil Hals stated the Master Park Plan is now at the Planning Commission level. It
will be considered by the City Council at a future date.
9.

There being no further business, COMMISSIONER DANA ANDERSON MOVED TO
ADJOURN THE MEETING. COMMISSIONER DONAIS SECONDED THE MOTION. THE
MOTION CARRIED 5-0.
The meeting of the Elk River Park and Recreation Commission was adjourned at
8:10 p.m.
