MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, JANUARY 17, 1996 Members Present: Chair Dave Anderson, Commissioners, Olson, Huberty, Madsen, Donais, Rolfe Anderson, and Dana Anderson (7:12 p.m.) Members Absent: Commissioner Tuttle Staff Present: Pat Klaers, City Administrator; Steve Rohlf, Building & Zoning Administrator; Michelle Dwyer, Recording Secretary Also Present: Jeff AsfahL Community Recreation Coordinator; Marly Glines and Rick Foster of Phoenix Enterprises 1. Call Meetina To Order Pursuant to due call and notice thereof, the meeting of the Elk River Park & Recreation Commission was called to order at 7:06 p.m. by Chair Dave Anderson. 2. Consider Aaenda COMMISSIONER OLSON MOVED TO APPROVE THE JANUARY 17, 1996, PARK AND RECREATION COMMISSION AGENDA. COMMISSIONER DONAIS SECONDED THE MOTION. THE MOTION CARRIED 6-0. 3. Consider Minutes COMMISSIONER OLSON MOVED TO APPROVE THE DECEMBER 13, 1995, PARK AND RECREATION COMMISSION MINUTES. COMMISSIONER MADSEN SECONDED THE MOTION. THE MOTION CARRIED 6-0. 4. Open Mike No one appeared for this item. Commissioner Dana Anderson arrived at this time (7: 12 p.m). 7. Consider Preliminary Plat for Ridaewood Hills, Case No. P 95-9 Pat Klaers, City Administrator stated the plat for Ridgewood Hills is in an A-1 (Agricultural) District, where a 10 acre minimum is required. This is a 110 acre plat and would allow for 11 single family lots. COMMISSIONER ROLFE ANDERSON MOVED TO ACCEPT CASH FOR PARK DEDICATION AND HAVE THE 50 FEET OF RIGHT OF WAY TYPICALLY REQUIRED BY THE COUNTY ENGINEER AND ACCOMMODATE A WIDEN SHOULDER FOR TRAIL ALONG Elk River Park and Recreation Commission January 17,1996 Page 2 COUNTY ROAD 70 (JARVIS STREET). COMMISSIONER DONAIS SECONDED THE . MOTION. THE MOTION CARRIED 7-0. 8. Consider Preliminary Plat for Oak Creek Estates, Case No; P 95-8 Chair Dave Anderson informed the Commission that the proposed preliminary plat is 1 7 acres in size and consists of 41 single family lots. The developers would like a 20 foot corridor along the South side of the properties to be used for a trail. The plan is for a trail extension from Meadowvale Heights to the Railroad trail. The Park and Recreation Commission expressed concerns for the people who live there whether or not they want it in their front yards or backyards. COMMISSIONER ROLFE ANDERSON MOVED TO REQUIRE 70 FEET OF RIGHT OF WAY ON THE ROADS ACCESSING THE PLAT FROM COUNTY ROAD #1 TO ACCOMMODATE A DETACHED TRAIL ADJACENT THE EAST AND NORTH SIDE OF THESE ROADWAYS. ONCE THIS TRAIL HITS THE SOUTHERN BOUNDARY OF THE PLAT IT IS TO CONTINUE EASTERLY ALONG THE SOUTHERN PLAT BOUNDARY IN A 50 FOOT TRAIL CORRIDOR 25 FEET FROM THIS PLAT AND 25 FEET FROM THE PROPERTY TO THE SOUTH IN THE FUTURE. AT THE SOUTHEASTERN CORNER OF THE PLAT A TRIANGLE OF PROPERTY IS TO BE DEDICATED FOR THE TRAIL CORRIDOR 50 FOOT IN DEPTH FROM SAID SOUTHEAST CORNER TO THE TRIANGLES HYPOTENUSE. COMMISSIONER DONAIS SECONDED THE MOTION. THE MOTION CARRIED 7-0. 9. Discussion Concept Plan for Commercial Development (Hillside Crossina II) North of Sax Foods Marly Glines, Phoenix Enterprises presented to the Commission revisions to the Hillside Estates Planned Unit Development and new commercial project. The Commission discussed park dedication and trail corridors. . COMMISSIONER OLSON MOVED TO REQUIRE A 100 FOOT WIDE TRAIL CORRIDOR ALONG THE NORTH BOUNDARY OF THE PLAT FROM THE WEST LINE OF THE NORTHERN STATES POWER EASEMENT TO THE INTERSECTION OF 197TH AVENUE AND EVANS STREET. COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. COMMISSIONER ROLFE ANDERSON MOVED TO HAVE A 10 FOOT DETACHED TRAIL ON THE NORTHSIDE OF 197TH FROM THE INTERSECTION OF 197TH AND EVANS TO THE INTERSECTION OF 197TH AND HIGHWAY 10. COMMISSIONER MADSEN SECONDED THE MOTION. THE MOTION CARRIED 7-0. COMMISSIONER DONAIS MOVED TO HAVE THE CITY FACILITATE SKATING RINKS IN DRAINAGE PONDS IN THIS AND OTHER PLATS. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. 6. Park Service Areas - Steve Rohlf . Elk River Park and Recreation Commission January 17, 1996 Page 3 . Steve Rohlf, Building and Zoning Administrator stated he can have 50 copies of the Master Park Plan printed with colored maps and colored covers for $2,000. Steve Rohlf, Building and Zoning Administrator presented to the Commission changes for the Urban Service Area. Steve Rohlf will revise the map. Steve Rohlf informed the Park and Recreation Commission of the Planning Commission's desire to have a joint meeting on January 27, 1996. Although none of the Commissioners can make a meeting on this date, they felt one would be a good idea. The Commission further commented that a meeting on any Saturday would not work for them. 10. Update on Area Recreation - Jeff Asfahl Jeff Asfahl, Community Recreation Coordinator updated the Commission that Youth A thletic Association members are unfavorable of a player fee of $10.00 to help fund the purchase of the Cass property. The Commission felt that the player fee might not have been communicated correctly by the Youth Athletics Association. Jeff Asfahl will notify the Youth Athletics Association that a representative from the Park & Recreation Commission will discus the issue with the Youth Athletics Association at their next meeting. Chair Dave Anderson will discuss with Pat Klaers, City Administrator, and Lori Johnson, Assistant City Administrator regarding the Cass property. . Jeff Asfahl also updated the Commission on winter registration which is in place and is going very well. Jeff handed out information on a "March for Parks". The march could be for the Riverwalk with a fee for each walker. The march would increase awareness on the riverwalk and could start at Woodland Trails which would improve community awareness of Woodland Trails. 11. Update on Community Center - Lana Huberty Commissioner Lana Huberty handed out a memo regarding Community Center issues and would like input from each Commissioner. Chair Dave Anderson stated we need to re-establish a Community Center Task Force. Chair Anderson reported that the Minnesota Sports Federation would like to locate a recreational facility and suggest the City of Elk River and the Minnesota Sports Federation could work together. 13. Discussion of Woodland Trails Park Ski Trails Chair Dave Anderson indicated the City of Elk River has groomed the trail twice and volunteers have groomed the trails 2-3 days aweek and the trails are in very good shape. Chair Dave Anderson informed the Commission that one person uses a dog sled on the trail and there has not been a problem. Chair Anderson pointed out in the future, the Commission may need to create an . ordinance regarding dog issues, if problems arise. Discussion was made regarding mountain bikes and how they can damage the trails. The Commission will look at a park ordinance to encourage bikes to ride only on paved trails. Elk River Park and Recreation Commission January 17, 1996 Page 4 Chair Dave Anderson indicated the Elk River Nordic Ski Club would like to advertise to welcome people to Woodland Trails. Chair Anderson mentioned one of the Junior Highs would like to do a work program for kids in the afternoon, for the park. . 14. Staff Updates Phil Hals, Street/Park Superintendent had attached a memo regarding Lion's Park playground equipment installation. 5. Election of Officers CHAIR DAVE ANDERSON MOVED TO NOMINATE COMMISSIONER DANA ANDERSON AS PARK & RECREATION COMMISSION CHAIR. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 6-0-1. Commissioner Dana Anderson abstained. COMMISSIONER ROLFE ANDERSON MOVED TO NOMINATE COMMISSIONER DAVE ANDERSON AS VICE CHAIR. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 6-0-1. Commissioner Dave Anderson abstained. 15. Adjournment There being no further business, COMMISSIONER OLSON MOVED TO ADJOURN THE MEETING. COMMISSIONER MADSEN SECONDED THE MOTION.
