Call Meetina To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Park and
Recreation Commission was called to order at 7:02 by Chair Dana Anderson.

Consider Aaenda
Commissioners would like to change item 6 to item 4.1.
COMMISSIONER DAVE ANDERSON MOVED TO APPROVE THE FEBRUARY 17, 1996,
PARK AND RECREATION COMMISSION AGENDA AS AMENDED:

COMMISSIONER MADSEN MOVED TO APPROVE THE JANUARY 17, 1996, PARK AND
RECREATION COMMISSION MINUTES. COMMISSIONER DAVE ANDERSON
SECONDED THE MOTION. THE MOTION CARRIED 7-0.

4.1
Area Recreation Update - Jeff Asfahl
.
Jeff Asfahl, Community Recreation Coordinator, updated the Commission on
capital improvements to Lions Park. This would create an opportunity for a
place for teens. There would be potential to consider paving the walking trail
for rollerblading, also open up the pavilion for summer activities.
Phil Hals, Street/Park Superintendent. has spoken with the Lions regarding
installation of new playground equipment and Phil will discuss with the Lions
regarding paving the trail.
Commissioners Shawn Donais and Lana Huberty volunteered to help Jeff Asfahl
with the March for Parks, on Saturday, April 20, 1996.
5. Plannina Items
5.1 Discussion on Minnesota Sports Federation (MSFI Proposal
Commissioner Dave Anderson stated the City of Elk River is one of five proposed
sites for the Minnesota Sports Federation. Phil Hals, Street/Park Superintendent,
stated that MSF is looking into the E & 0 Tool site. Commissioner Donais stated
that this is worth pursuing because there is a definite need for this in Elk River.
Chair Dana Anderson would like staff to pursue the concept of how much land
MSF needs, and the remaining land for park dedication. Discussion on this topic
will continue at future meetings.
5.2
Discussion of Cass Property Development
.
Phil Hals, Street/Park Superintendent. stated the MSF was looking at the Cass
property. It was the consensus of the Commissioners that too much effort has
been put into the Cass property and that they do not want to involve the Cass
property.
5.3 Lafayette Woods Preliminary Plat (Case No. P 95-21
Steve Ach, City Planner, stated the developer has withdrawn the application to
extend the cul-de-sac.
5.4 Nordic Woods Preliminary Plat (Case No. P-95-81
Steve Ach, City Planner, reviewed with the Commission the recommendation
which was made at the January 17,1996, Park and Recreation Commission
meeting.
DAVE ANDERSON MOVED TO WITHDRAW THE PREVIOUS RECOMMENDATION AND
ACCEPT CASH AS PARK DEDICATION AND REQUIRE 10 FEET OF RIGHT OF WAY ON
THE ROADS ACCESSING THE PLAT FROM COUNTRY ROAD #1 AND 10 FEET OF
BITUMINOUS TO ACCOMMODATE A DETACHED TRAIL THAT WOULD RUN UP TO THE
EASTERLY CUL-DE-SAC. THE PARK COMMISSION ALSO STATED THAT FUTURE PLATS
TO THE EAST WILL BE REVIEWED FOR A 50 FOOT TRAIL CORRIDOR TOWARDS THE
CITY TRAIL. COMMISSIONER DONAIS SECONDED THE MOTION. THE MOTION
CARRIED 7-0.

Hillside Crossina " Commercial PUD and Preliminary Plat (Case No. CU 96-1 and
P 96- 11
Marly Glines, Phoenix Enterprises, reviewed with the Commission the
recommendation to the Hillside Estates Planned Unit Development and new
commercial project which was made at the January 17, 1996, Park and
Recreation Commission meeting.
COMMISSIONER TUTTLE MOVED TO REQUIRE A 75 FOOT WIDE TRAIL CORRIDOR
ALONG THE NORTH BOUNDARY OF THE PLAT FROM THE WEST LINE OF THE
NORTHERN STATES POWER EASEMENT TO THE INTERSECTION OF 197TH AVENUE AND
EVANS STREET AND THE BALANCE OF PARK DEDICATION BE IN THE FORM OF CASH.
COMMISSIONER DAVE ANDERSON SECONDED THE MOTION. THE MOTION
CARRIED 7-0.
Commissioner Tuttle left at this time 8:40 p.m.
5.6 Administrative Subdivision - Grace Assembly of God Church (Case No. AS 96-11 .
Steve Ach, City Planner, stated Grace Assembly of God Church is proposing to
complete an administrative subdivision located at Tyler Street and County Road
13 to build a church on the larger of the two parcels in 1996. Commissioner
Dave Anderson stated this property is part of the Master Parks Plan and there is a
neighborhood park and trail issue.
DANA ANDERSON MOVED THAT THE COMPREHENSIVE PARK PLAN RECOMMEND TO
TAKE 10 PERCENT IN LAND WHICH WOULD BE PARK LAND AND TRAIL BASED ON A
SITE VISIT PRIOR TO THE CITY COUNCIL MEETING WHICH WOULD ALLOW THE
COMMISSION TO GIVE CITY COUNCIL A RECOMMENDATION. COMMISSIONER
DAVE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 6-0.
7.
Staff Updates
Phil Hals, Street/Park Superintendent. stated the Jaycees would like to build a
shelter in Orono Park. The Park and Recreation Commission suggested Phil
meet with the Jaycees on ideas and cost for the shelter.
Phil Hals, Street/Park Superintendent. distributed appreciation gifts to the
Commission members who could not make the appreciation dinner. Phil Hals
also distributed copies of the Master Park Plan, which were done by Building and
Zoning Administrator, Steve Rohlf.
Commissioner Huberty stated she is still waiting for the Commissioners input on
the community center idea and she will check with other commissions on
proposals for a community center.

There being no further business, COMMISSIONER DAVE ANDERSON MOVED TO
ADJOURN TO MEETING. COMMISSIONER MADSEN SECONDED THE MOTION. THE
MOTION CARRIED 6-0.
The meeting of the Elk River Park and Recreation Commission was adjourned at
9:32 p.m.
