1. Call Meetina To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Park &
Recreation Commission was called to order at 7:01 p.m. by Chair Dana Anderson.

COMMISSIONER OLSON MOVED TO APPROVE THE MARCH 13, 1996 AGENDA AS

COMMISSIONER DAVE ANDERSON MOVED TO APPROVE THE FEBRUARY 14, 1996,
PARK AND RECREATION COMMISSION MINUTES. COMMISSIONER OLSON
SECONDED THE MOTION. THE MOTION CARRIED 6-0.
4. Open Mike

8.
Discussion on Proposed Orono Park Shelter bv Local Javcees
Brian Bistodeau, Elk River Jaycees, handed out a bid done by River Valley Lumber
on the proposed shelter in Orono Park, which will be built by the Elk River Jaycees.
The Elk River Jaycees have a budget of $5,000 and would like to start construction
in the Spring.

COMMISSIONER OLSON MOVED TO HAVE PHIL HALS APPROVE THE PLANS FOR THE
SHELTER LOCATED IN ORONO PARK AND TO SUBMIT IT TO THE CITY COUNCIL.
COMMISSIONER DONAIS SECONDED THE MOTION. THE MOTION CARRIED 6-0.

5. Plannina Items
5.1 Consider Concept Plan for Country Crossina III Addition
Phil Hals, Street/Park Department had the Commission review two concept plans
for Country Crossing III Addition. Most of the park dedication requirement for this
plat was fulfilled when the development plan of the entire 120 acres was
reviewed.
COMMISSIONER DAVE ANDERSON MOVED TO ACCEPT PLAN R1 D WITH A 3 ACRE
MINIMUM PARK. COMMISSIONER DONAIS SECONDED THE MOTION. THE MOTION
CARRIED 6-0.
COMMISSIONER DONAIS MOVED TO REQUIRE PLAN R1 D TO HAVE A 6 FOOT WIDE
SIDEWALK ALONG MACON AND JOPLIN AND THE CENTER STREET ON BOTH SIDES
LEADING TO THE PARK. COMMISSIONER OLSON SECONDED THE MOTION. THE
MOTION CARRIED 6-0.
COMMISSIONER TUTTLE MOVED THAT IF R1 C IS ACCEPTED, THEN A 3 ACRE MINIMUM
PARK WITH A 30 FOOT WIDE CORRIDOR TRAIL EAST TO THE PARK BE REQUIRED.
COMMISSIONER DAVE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED

6. Master Park Plan
Commissioner Rolfe Anderson arrived at this time 8: 12 p.m.
Steve Rohlf, Building and Zoning Administrator presented the Master Park Plan to
the Park & Recreation Commission. He will present the Master Park Plan to the
Council in the near future.
COMMISSIONER DAVE ANDERSON MOVED TO RECOMMEND THAT THE COUNTY
CONSTRUCT A DETACHED 12 FOOT WIDE CORRIDOR WITH A BITUMINOUS TRAIL ALL
ALONG COUNTY ROAD 1 FROM COUNTY ROAD 77 TO COUNTY ROAD 32. IF THE
FUNDS ARE NOT AVAILABLE THEN THE RECOMMENDATION IS TO PRESERVE THE
CORRIDOR AND HAVE IT GRADED. COMMISSIONER OLSON SECONDED THE
MOTION. THE MOTION CARRIED 7-0.
COMMISSIONER DAVE ANDERSON MOVED TO STRONGLY RECOMMEND, FOR

RAILROAD TRAIL CROSSES COUNTY ROAD 1. COMMISSIONER ROLFE ANDERSON
SECONDED THE MOTION. THE MOTION CARRIED 7-0.
COMMISSIONER DAVE ANDERSON MOVED THE FOLLOWING CHANGES TO THE
MASTER PARK PLAN:
1. ADJUST MAPS C-1.2 AND E-1.1 TO REFLECT THE REVISED NEIGHBORHOOD
PARK PLAN.
2. ACCEPT STAFF'S RECOMMENDATION ON ADDITIONAL TRAILS IN THE NEW
URBAN SERVICE AREA WITH ADJUSTMENTS MADE BY PARK AND RECREATION
COMMISSION.
3. ACCEPT STAFF'S RECOMMENDED PARAGRAPH BE ADDED TO THE "PROPOSED
TRAIL SYSTEM" SECTION OF THE PLAN (PAGE 107):
COMMISSIONER TUTTLE SECONDED THE MOTION. THE MOTION CARRIED 7-0.
8.5 Harold Gramstad, Lions Park Development
Harold Gramstad, representing the Lions Club, updated the Commission
regarding improvements to Lions Park.

Area Recreation Update - Jeff Asfahl
Lana Huberty, Park & Recreation Commissioner, updated the Commission for Jeff
Asfahl. The "March For Parks" will be Saturday April 20, 1996. The Commission
suggested a Police escort. Commissioner Donais suggested to hand out
information to the walkers regarding Woodland Trails Park.
9. Discussion of Available Park Funds
Phil Hals, Street/Park Superintendent, stated the park dedication fund balance is
$102,305 with $45,500 of that amount committed as grant match for the Shiely
park purchase, leaving a balance of $56,805. Other park fund balances include:
$19,400 for the park trail reserye, and $51,150 for the park equipment reserve (less
$1 0,500 for 1996 mower aerifier purchase).
10. Discussion of Cass Property Development
The Park & Recreation Commission continued their discussion on the
development of the Cass Property. Commissioner Olson suggested to meet with
all the youth organizations regarding the players fee. The Commission discussed
constructing only softball and baseball fields and to take soccer out if they are
not willing to contribute.

12. Staff Updates
The Park & Recreation Commission would like to have Phil Hals recommend to the
Lions to complete the trail system and install the playground equipment in Lions
Park this year.
Commissioner Dave Anderson stated the Woodland Trails need a 3 or 4 wheeler
with a blower attached to it. Commissioner Dave Anderson suggested storing the

trail cleaning equipment in the little garage so volunteers can use it.
Commissioner Dave Anderson expressed his concern regarding signage at
Woodland Trails Park and requested the Commission work on developing a
signage list for other plats.
13.
Other Business
Community Center Update - Lana Huberty
Lana Huberty, Park & Recreation Commissioner, updated the council regarding
the Community Center. Commissioner Huberty would like to recommend to the
City Council that an updated survey be done and to recommend a task force be
established. Commissioner Huberty will schedule an appointment with Mayor
Duitsman along with Park & Recreation Commissioner Dana Anderson to discuss
the Community Center.

There being no further business, COMMISSIONER OLSON MOVED TO ADJOURN THE
MEETING. COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. THE
MOTION CARRIED 6-0.
