MEETING OF THE ELK RIVER PARK AND RECREATION

1. Call Meetina To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Park and
Recreation Commission was called to order at 7:02 p.m. by Chair Dana
Anderson.
2. Consider April 10. 1996, Aaenda

Commissioner Rolfe Anderson arrived at this time (7:07).
3. Consider March 13, 1996. Minutes
Commissioner Olson requested an amendment be made to the March 13. 1996,
minutes. Item 6 should read County Road 32 not County Road 33.
COMMISSIONER MADSEN MOVED TO AMEND THE MARCH 13, 1996 MINUTES AS
FOLLOWS:
ITEM 6 THE MOTION SHOULD READ COUNTY ROAD 32 NOT COUNTY ROAD 33

5. Discuss Hoisinaton Plan for Railroad Trail
.
Paul Paige, Hoisington Koegler Group Inc., reviewed the proposed plans for the
Railroad Trail. Mr. Paige stated the Commission should be aware of the fragile
ecological system, and that development will be a stress to land along the trail.
Mr. Paige suggested that property for park dedication could be helpful towards
this project. Commissioner Dave Anderson suggested possible grade changes
and a larger rest stop or picnic area. Commissioner Dave Anderson also
expressed his concerns over the crossing of Country Road 1. Dave Anderson
suggested more signage or a box culvert.
The Commission would like to have Paul Paige walk the trail with some of the
members of the Commission on Wednesday, May 1 at 4:30 p.m.
6. Review Concept Plan for Elk River Cottaaes
Steve Ach, City Planner reviewed the concept plans for Elk River City Cottages.
The Park and R~creation Commission suggested a sidewalk along Highland
Road.
6.A Nordic Woods Trail
Steve Ach, City Planner updated the Park and Recreation Commission on what
would be presented at the Special City Council meeting on Thursday, April 11,
1996.

7. Area Recreation Update - Jeff Asfahl
Jeff Asfahl, Community Recreation Director, updated the Commission on Lion I s
Park improvements.
8. Consider Joint Meetina with City Council on Mav 6, 1996
The Park and Recreation Commission discussed what topics should be on the
agenda.
9. Discussion of Cass Property Development
Phil Hals, Street/Park Superintendent, discussed with the Commission the
immediate concerns for the Cass Property.
10. Discussion of Trail Improvements
Phil Hals, Street/Park Superintendent, spoke with UPA regarding a power pole for
Meadowvale Heights. The trail cannot be completed until the pole is taken
care of.
11.
Staff Updates

Phil Hals, Street/Park Superintendent, informed the Commission that the LCMR
grant has been ruled out for 1996. The deadline has been moved to March 31,

1997. Commissioner Dave Anderson informed the Commission of a public
hearing in support of the Railroad Trail on April 22, 1996.
Phil Hals, Street/Park Superintendent, stated the City has reapplied for a grant
from the DNR for rip rap along the Mississippi River and is waiting to hear from the
DNR.
11. A Task Force Update
Commissioner Madsen updated the Park and Recreation Commission on the
DNR assessment of the sediment and pollution of Lake Orono. The DNR gave
eight grants and Lake Orono was number 11 on the list. The DNR stated they will
not recommend the grant. Members of the Lake Orono Association are going
to talk to the Legislators.
11.B Woodland Trails Update
Commissioner Dave Anderson discussed ordinance issues. Commissioner Dave
Anderson stated there is a problem with people hanging out. by the phone in
Woodland Trails and throwing cigarette butts and beer bottles on the ground.
Commissioner Dave Anderson thinks the phone is becoming an attraction for
trouble. Commissioner Dave Anderson would like to have Phil Hals talk with US
West regarding having the phone being emergency access only. The Park and
Recreation Commission also discussed the need for a year round toilet and
what time the park should close.
COMMISSIONER DAVE ANDERSON MOVED TO HAVE "SMOKE FREE" PARKS.
COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 6-0.
COMMISSIONER ROLFE ANDERSON MOVED TO HAVE SIGNS POSTED FOR PARK
CLOSINGS. COMMISSIONER MADSEN SECONDED THE MOTION. THE MOTION
CARRIED 6-0.
12. Other Business
None
13. Adjournment
There being no further business. COMMISSIONER MADSEN MOVED TO ADJOURN
THE MEETING. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION
CARRIED 6-0.
The meeting of the Elk River Park and Recreation Commission was adjourned at
9:30 p.m.
