Call Meetina To Order Pursuant to due call and notice thereof, the meeting of the Elk River Park and Recreation Commission was called to order at 7:04 by Chair Dana Anderson. 2 Con~derAaenda The following items were added to the agenda: 11.1 Discussion on security gating in Woodland Trails Park 13.1 Update on Sherburne County workshops 13.2 Discussion on softball lighting COMMISSIONER OLSON MOVED TO APPROVE THE MAY 8, 1996 AGENDA AS AMENDED. COMMISSIONER MADSEN SECONDED THE MOTION. THE MOTION CARRIED 5-0. 3. Consider Minutes COMMISSIONER DAVE ANDERSON MOVED TO APPROVE THE OCTOBER 11, 1995 MINUTES. COMMISSIONER MADSEN SECONDED THE MOTION. THE MOTION CARRIED 5-0. COMMISSIONER OLSON MOVED TO APPROVE THE APRIL 10,1996 MINUTES WITH THE FOLLOWING CORRECTION: 5. CHANGE FROM "STRESS TO THE TRAIL" TO "STRESS TO LAND ALONG THE TRAIL" COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 5-0. Park & Recreation Commission Minutes May 8, 1996 Page 2 4. Open Mike . Mike Niziolek introduced some of his students who are interested in prairie restoration adjacent to the parking lot along Woodland Trails Park. The students are asking the Park and Recreation Commission for funding for seed. The students should start planting before June 20, 1996. COMMISSIONER DAVE ANDERSON MOVED TO AUTHORIZE THE PARK AND RECREATION COMMISSION TO FUND $500 FOR THE PRAIRIE RESTORATION PROJECT LOCATED IN WOODLAND TRAILS PARK AND TO COME UP WITH A FUND RAISING PROJECT TO RAISE $100-$200 EXTRA. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 5-0. 5. Review Plannina Items Phil Hals, Street/Park Superintendent, handed out four lot surveys from Steve Ach, City Planner. COMMISSIONER DAVE ANDERSON MOVED TO ACCEPT CASH FOR PARK DEDICATION FEES FOR HILLSIDE ESTATES SIXTH ADDITION. COMMISSIONER MADSEN SECONDED THE MOTION. THE MOTION CARRIED 5-0. COMMISSIONER ROLFE ANDERSON MOVED TO ACCEPT CASH FOR PARK DEDICATION FEES FOR RENNER ADDITION. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 5-0. . COMMISSIONER MADSEN MOVED TO ACCEPT CASH FOR PARK DEDICATION FEES FOR PHEASANT RUN. COMMISSIONER DAVE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 5-0. COMMISSIONER DAVE ANDERSON MOVED TO APPROVE THE CONCEPT AND LOCATION OF PARK AND SIDEWALK AND THE SECURITY LIGHTS RECOMMENDED BY THE POLICE DEPARTMENT LOCATED IN COUNTRY CROSSING THIRD ADDITION. COMMISSIONER MADSEN SECONDED THE MOTION. THE MOTION CARRIED 5-0. 6. Area Recreation Update - Jeff Asfahl Jeff Asfahl, Community Recreation Director, is seeking input from the Park and Recreation Commission on the continuing vision of Lions Park. Jeff Asfahl stated Harold Gramstad is interested on working with the City for improvements on Lions Park. The Lions have a check for $25,000 payable to the City to make the park improvements. The Lions have a new playground set in storage and Phil Hals stated it would cost approximately $5,000 to install it. The Commission would like to pave the hockey rink, all the trails, and a skateboard ramp. Dave Anderson suggests to have a designer design the skateboard ramp. The cost is estimated at around $50,000 to pave all suggested items. Discussion was also held on a man made pond to provide a swimming area. COMMISSIONER DAVE ANDERSON MOVED TO ADVANCE A ONE YEAR LOAN OF $25,000 TO THE LIONS. COMMISSIONER MADSEN SECONDED THE MOTION. THE MOTION CARRIED 5-0. . . . . Park & Recreation Commission Minutes May 8, 1996 Page 3 Discussion was held on the supervision of the parks. Jeff Asfahl stated the Community Recreation budget has a contingency of future funding. Commissioner Dave Anderson is concerned about hiring a responsible person. Phil Hals, Street/Park Superintendent, would like to suggest that the City Council hire a Park Ranger who would work on Saturdays and Sundays during the hours of 10:00 a.m. to 6:00 p.m. Jeff Asfah/, Community Recreation Director, handed out an update of the guidelines for the playing fields and an agreement of who is responsible for the new varsity field. Jeff also distributed his 1995 Community Recreation Board Annual Report. Jeff Asfahl informed the Commission of a May 30, 1996, annual meeting. The Commission will be receiving invitations. The topic will be a report on the findings of the youth summit. Jeff Asfahl also introduced his idea of an interschool trail system that would serve as a bus route and also for recreation purposes. 7. Discussion on Yankton Street River Access Phil Hals, Street/Park Superintendent, discussed complaints over kids cutting across properties on Yankton Street to gain access to the Elk River. Staff would like to provide a public access to the river. It was the consensus of the Park and Recreation Commission to instruct Phil Hals to invite the local property owners to discuss the proposed trail at the June meeting. 8. Update on Landscape Plan for Downtown Parkina Lot Phil Hals, Street/Park Superintendent, presented the Park and Recreation Commission with a plan for landscaping the downtown parking lot. 9. Discussion on Flower Plantinas Phil Hals, Street/Park Superintendent, stated two people have approached him with plans and recommendations to plant some perennials and annual flowers in four different areas; the Chamber site, Jackson Square, EDA site, and City Hall. Phil Hals stated the Big Wheel Rossi Fund could be used. The total cost will be approximately $2,600. COMMISSIONER DAVE ANDERSON MOVED TO HAVE JANE PATTEN AND MARY THOMPSON PLANT PERENNIALS AND ANNUAL FLOWERS IN FOUR LOCATIONS. IN ADDITION, IF MAINTAINING THE FLOWERS IS TOO MUCH TO HANDLE, THEY SHOULD DO AS MUCH AS THEY CAN AND LOOK INTO SOMEONE WHO WILL POSSIBLY HELP WITH THE MAINTENANCE. COMMISSIONER MADSEN SECONDED THE MOTION. THE MOTION CARRIED 5-0. 10. Review Joint Meetino with City Council Chair Dana Anderson reviewed with the joint City Council/Park and Recreation Commission meeting. Chair Dana Anderson stated it was a positive discussion and he was disappointed that all the Council was not in attendance. Park & Recreation Commission l'vlinutes May 8,1996 Page 4 11. Update on Woodland Trails Park . Phil Hals, Street/Park Superintendent, stated that he has requested that Police Chief Tom Zerwas increase police patrols in the parks. Phil Hals will put up signs in Woodland Trails stating the park is closed from 10:30 p.m. to 6:00 a.m. Phil Hals will also look into the cost of converting the phone to 911 calls only. Commissioner Madsen stated people do not know where Woodland Trails Park is located. Commissioner Madsen suggested more signage and a. newspaper ad with pictures. 12. Discussion on Grant for Railroad Trail Phil Hals, Street/Park Superintendent, stated the Park and Recreation Commission needs to hold a public hearing on this item in December. 13. Discussion on Other Park Land - Dana Anderson Chair Dana Anderson stated Mr. Bailey would like the park located across from the Dairy Queen named Bail.ey/Robins Park. Phil Hals, Street/Park Superintendent. stated it is the City Council's policy not to have parks named after people. Commissioner Dave Anderson stated eventually the park will be used as a trail. Phil Hals will send Mr. Bailey a letter stating the City's policy, and, if Mr. Bailey wishes to further address the issue, invite him to a future Park & Recreation Commission meeting. 13.1 Update on Sherburne County Workshop . Commissioner Dave Anderson updated the Park and Recreation Commission on the Sherburne County Workshops. 13.2 Discussion on Softball Liahtina Commissioner Dave Anderson stated the City has been receiving complaints by one individual regarding the softball lights. The individual stated the park should be closed at 10:30 p.m., as it states in the ordinance, but activity is continuing until approximately 11 :00 p.m. Commissioner Dave Anderson stated it will be difficult to have the lights out by 10:30 p.m. and suggested re-writing the ordinance to close at 11 :00 p.m. 14. Staff Updates Phil Hals, Street/Park Superintendent, stated that on May 18, 1996, the City is sponsoring a buy one get one free tree sale. The cost will be $10.00 for a 6'-8' whip and $25.00 for a 1.25 inch diameter tree. The targeted developments are Country Crossing, Heritage Landing, Meadowvale Heights, and Hidden Creek. The tree Sale is from 8:00 a.m. to 10:00 a.m. for the targeted residents, and open to the public from 10:00 until 12 noon. Phil Hals, Street/Park Superintendent. stated the Elk River Star News would like the Park and Recreation Commission to put a $25.00 ad congratulating the Lions on their 25th anniversary. Phil Hals, Street/Park Superintendent, asked the Commission for their input on the Cass property. Chair Dana Anderson stated baseball and softball organizations are in support. The soccer organization is not in favor. Commissioner Dave Anderson stated within 2 to 4 years soccer will be interested and it will be best to grade everything at once. Commissioner Dave Anderson stated that to cut costs, . the project could have a gravel parking lot and gravel entrance. Phil Hals will put some additional prices together and bring it back to the Park & Recreation Commission. Dana Anderson stated that someone will meet with the softball and baseball organizations to confirm their commitment, then he and Dave Anderson will speak with Assistant City Administrator Lori Johnson, on finances and bring it to City Council. 15.
