. Pursuant to due call and notice thereof, the meeting of the Elk River Park &
Recreation Commission was called to order at 7:06 p.m. by Chair Dana
Anderson.

COMMISSIONER HUBERTY SECONDED THE MOTION. THE MOTION CARRIED 5-0.

COMMISSIONER DAVE ANDERSON MOVED THAT THE STAFF AND PLANNING
COMMISSION EXPLORE THE POSSIBILITY WITH THE LANDOWNER TO HAVE A RIVER
ACCESS WITH A THREE ACRE PARK CONSISTENT WITH THE MASTER PARK PLAN WITH
1.5 ACRES OF LOT 5 WITH A 30 FOOT CORRIDOR OFF OF ISLANDVIEW DRIVE
CULDESAC TO THE PROPOSED PARK AREA WITH A 1.5 MATCH IN FUTURE WHEN
ADJACENT PROPERTY DEVELOPS. IF NOT THAN TO ACCEPT CASH FOR PARK

ADMINISTRATIVE SUBDIVISION. COMMISSIONER HUBERTY SECONDED THE MOTION.
THE MOTION CARRIED 5-0.
COMMISSIONER OLSON MOVED TO HAVE A RIVER ACCESS FOR PARK DEDICATION
IF POSSIBLE THROUGH AN ADMINISTRATIVE SUBDIVISION WITH A 30 FOOT
CORRIDOR AND THE REST IN CASH FOR PARK DEDICATION FEES. COMMISSIONER
MADSEN SECONDED THE MOTION. THE MOTION CARRIED 5-0.

Update on Cass Propertv
Phil Hals, Street/Park Department updated the Commission regarding the
grading of the Cass Property.
8. Staff Updates
Phil Hals, Street/Park Department updated the Commission on Woodland Trails
Park. Phil Hals also reported Lions Park blacktop is done. Council and Staff
would like to see blacktop in the Moldenhauer parks for basketball. UPA
analyzed structure damage to their pole in Meadowvale Heights Trail and will
need to replace it with a different pole.
Deerfield 4th Addition slide was vandalized and 2 young children called the
police regarding the perpetrators. The sign in front of the park states a $100
reward to anyone seeing the park being vandalized.
COMMISSIONER MADSEN MOVED TO REWARD THE 2 YOUNG INDIVIDUALS $100
FOR TURNING IN THE VANDALS. COMMISSIONER OLSON SECONDED THE MOTION.
THE MOTION CARRIED 5-0.
Woodland Trails Open House
The Woodland Trails Open House will be Saturday, September 28, 1996. It will be
advertised in the September 18, Star News, with a follow up in the September 25,
1996 issue.
Comprehensive Map Lavout
Commissioner Dana Anderson would like to have the Comprehensive Map
Layout available at all Park & Recreation meetings.
9. Other Business

Commissioner Dave Anderson discussed the County Road 1 upgrade to Country
Road 77 (Proctor Ave. J. The cost of approximately $95,000 to have a detached
trail. This trail will possibly be the main trail to link all other trails.
The Commission will have Commissioner Madsen attend the August 19,1996, City
Council meeting and Commissioner Dave Anderson will attend the August 20,
1996, Planning Meeting.
Interviews for the 2 open positions on the Park & Recreation Commission will be
held at the City Council meeting on September 9, 1996,
