09-11-1996 PR MIN . . . MEETING OF THE ELK RIVER PARK & RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL SEPTEMBER 11, 1996 Members Present: Chair Dana Anderson, Commissioners Huberly, Olson. Dave Anderson, Rolfe Anderson, Kuester (8:35 p.m.), Madsen (8:31 p.m.) Members Absent: None Staff Present: Phil Hals, Street/Park Department; Michelle Dwyer, Recording Secretary Others Present: Jeff Asfahl, Community Recreation Director 1. Call Meetinq To Order Pursuant to due call and notice thereof, the meeting of the Elk River Park & Recreation Commission was called to order at 7: 12 p.m. by Chair Dana Anderson. 3. Consider September 11, 1996. Park & Recreation Commission Aqenda COMMISSIONER DAVE ANDERSON MOVED TO APPROVE THE SEPTEMBER 11, 1996 PARK & RECREATION AGENDA. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 5-0. 4. Consider Auqust 7, 1996. Park & Recreation Meetinq COMMISSIONER OLSON MOVED TO APPROVE THE AUGUST 7, 1996 MINUTES. COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 5-0. 6. Open Mike No one appeared for this item. 7. Area Recreation Update - Jeff Asfahl .Jeff Asfahl. Community Recreation Director, updated the Park & Recreation Commission on the" Lions Den". The Lions Den was a success and staff is working on suggestions for next year. Approximately 1 0 to 20 kids per night showed up with 50 to 80 kids showing up during special programs. Phi! Hels. Street/Park Department. stated the kids took ownership of Lion's park by cleaning up. painting picnic tables. etc. Park & Recreation Commission Minutes September 11, 1996 Page 2 Jeff Asfahl handed out a summary from the August 22. 1996. "Youth Initiative" meeting. There will be another meeting September 26. 1996. at 7:00 p.m. at the Community Education Center. . Jeff Asfahl also discussed with the Commission the "March for Parks" issue to raise awareness of parks. Jeff also stated he is in discussion with the Elk River Golf Course to open up a portion of the building for a warming house for cross- country skiers. The Community Recreation would like to set up a program on maintenance and waxing of skis. 5. Discussion of Youth Committee Recommendation for Skateboarders - Rolfe Anderson Lance Cunningham, Gwen Griner, Adam Dejarlais, and Kristi Hilyar were present on behalf of Elk River area skateboarders. Adam Dejarlais would like to see the Park & Recreation Commission find a site for skateboarding. The kids would set up their own equipment. Kristi Hi!yar stated there is not much for the youth to do in Eik River. She felt there should be a place for the kids. Kristi believes this would cut down on the loitering and shoplifting at area stores. COMMISSIONER DAVE ANDERSON MOVED TO DESIGNATE A PART OF OAK KNOLL PARK'S NORTHWEST PARKING LOT FOR A TEMPORARY LOCATION FOR SKATEBOARD AND ROLLERBLADE USE AND FOR THIS TO BE A TEST FOR A FUTURE PERMANENT LOCATION. COMMISSIONER HUBERTY SECONDED THE MOTION. THE MOTION CARRIED 5-0. . Commissioner Madsen arrived at this time (8:31 p.m.) Commissioner Kuester arrived at this time (8:35 p.m.) 2. Introduction/Welcome - New Comrnission Members The Park & Recreation Commission would like to officially welcome John Kuester to the Park & Recreation Commission. 8. Plannina Items 8a. Brent Cotton Request for Administrative Subdivision - Case No. AS 96-7 COMMISSIONER DAVE ANDERSON MOVED TO ACCEPT CASH FOR PARK DEDICATION FEES FOR THE BRENT COTTON REQUEST FOR ADMINISTRATIVE SUBDIVISION. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. 8b. River of Life Church Request for Admini~trative Subdivision - Case No. AS 96-6 COMMISSIONER ROLFE ANDERSON MOVED TO ACCEPT CASH FOR PARK DEDICATION FEES FOR THE RIVER OF LIFE CHURCH REQUEST FOR ADMINISTRATIVE . . . . Park & Recreation Commission Minutes September 11, 1996 Page 3 SUBDIVISION. COMMISSIONER DAVE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. 9. Update on Cass ProperlY 9a. Gradino Phil Hals. Street/Park Department. handed out and explained the plans for the grading of the Cass Properly. The Street/Park Department will start work on the Cass Properly this fall 9b. Discussion on MSF Use 10. Phil Hals. Street/Park Department. suggested the City should proceed with the Cass properly project and deal with MSF when their plans are finalized. Rolfe Anderson left at this time (8:59 p.m.) Discussion on the Cottages of Elk River Park Dedicqtion The Council has asked the Park & Recreation Commission to waive the park dedicaiion fees for Derrick Investment. Chair Dana Anderson stated if the commission waived the $35,000 in park dedication fees. it would be sending a message to other developers that they have the option to waive their fees. Chair Dana Anderson asked all commissioners to attend the September 16, 1996 City Council meeting regarding this issue. COMMISSIONER DAVE ANDERSON MOVED TO HAVE PARK DEDICATION FEES BE CONSISTENT WITH THE PARK & RECREATION COMMISSION PROPOSED COMPREHENSIVE PLAN. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 6-0. 11. Discussion on Downtown Gazebo Chair Dana Anderson expressed disappointment regarding the Jackson Square Park and that the Park & Recreation Commission were not involved. COMMISSIONER ROLFE ANDERSON MOVED TO REMOVE THE FOUR PARKING STALLS IN FRONT OF THE EDA SITE. CONSIDER THE CREATION OF A CONCRETE APRON, AND REMOVE THE POWERlINES TO OFFER A BEHER VIEW OF THE RIVER fOR THE DOWNTOWN. COMMISSIONER DAVE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 6-0. 12. Woodland Trails Update The Woodland Trails open house will be October 5.1996. from 1:00 p.m. to 5:00 p.m. The open house will be advertised in "The Current". Park & Recreation Commission Minutes September 1 L 1996 Page 4 Phil Hals. Street/Park Department handed out rough sketches for signage for all. parks. Phil Hals suggested to allow the art classes at the high school corne up with some ideas. . Phil Hals. Street/Park Department. will look at the cost of paving an approximately 2 mile long section of the railroad trail from Oak Knoll Park to Woodland Trails Park. Lana Huberly left at this time (10: 16 p.m.) 13. Staff Updates Commissioner Dave Anderson spoke with Dave Schwarting of Sherburne County regarding County Road 1 detached trail from Proctor Avenue to County Road 32. Commissioner Dave Anderson stated the Park & Recreation Commission should put the detached trail in and split the cost with the County. Estimated cost is .$100.000. .$50.000 will be saved on paving. with a bell once of $50.000 to be split between the City Qnd the County. This issue needs to be decided soon and will be discussed further at the October meeting. Bill Gagne is in negotiations with the City regarding his 48 acres to be given as a gift to the City. The Park & Recreation Commission could use this properly as a neighborhood park. 14. Other Business . None 15. Adiournment There being no further business.
