Phil Hals, Streets/Parks Superintendent. distributed the outdoor park and recreation improvements referendum proposal which has been updated by the Referendum Subcommittee. Phil explained the Subcommittee was informed the bond issue would be based on property market values, rather than on taxable capacity. This will decrease the maximum amount proposed to be generated by the referendum. Phil indicated the swimming pool will be left out of park bond referendum, due to the high cost and the need to study pool issue further. Staff and the Commissioners felt more research is needed to determine what type of pool facility would best meet the needs of the community (Le., a wet playground, Zero depth, lap pool). Phil reviewed cuts made in the original improvements proposal to arrive at the updated $2 million proposed park referendum.
