SPECIAL MEETING OF THE ELK RIVER
PARK AND RECREATION COMMISSION
HELD AT THE ELK RIVER CITY HALL
WEDNESDAY, JULY 23, 1997

Pursuant to due call and notice thereof, the meeting of the Elk River Park and
Recreation Commission was called to order at 7: 1 0 p.m. by Chair Anderson.

Phil Hals, Streets/Parks Superintendent. distributed the outdoor park and
recreation improvements referendum proposal which has been updated by the
Referendum Subcommittee. Phil explained the Subcommittee was informed the
bond issue would be based on property market values, rather than on taxable
capacity. This will decrease the maximum amount proposed to be generated by
the referendum.
Phil indicated the swimming pool will be left out of park bond referendum, due to
the high cost and the need to study pool issue further. Staff and the
Commissioners felt more research is needed to determine what type of pool
facility would best meet the needs of the community (Le., a wet playground, Zero
depth, lap pool). Phil reviewed cuts made in the original improvements proposal
to arrive at the updated $2 million proposed park referendum.
COMMISSIONER HUBERTY MOVED TO ACCEPT THE PARK & RECREATION BOND
REFERENDUM SUBCOMMITTEE'S RECOMMENDATION FOR A $2 MILLION OUTDOOR
PARKS AND RECREATION IMPROVEMENTS BOND REFERENDUM. COMMISSIONER
DAVE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 5-0.
An organizational meeting will be held on August 5, 1997 at 7:00 p.m. in the
Training Room.
COMMISSIONER KUESTER MOVED APPROVAL OF THE BOND QUESTION AS PROPOSED
BY THE CITY'S BOND CONSULTANT. COMMISSIONER MADSEN SECONDED THE
MOTION. THE MOTION CARRIED 5-0.

There being no further business, COMMISSIONER KUESTER MOVED TO ADJOURN
THE MEETING. COMMISSIONER HUBERTY SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
