SPECIAL MEETING OF THE ELK RIVER
PARK AND RECREATION COMMISSION
HELD AT THE ELK RIVER CITY HALL TRAINING ROOM
TUESDAY, AUGUST 5, 1997

Pursuant to due call and notice thereof, the meeting of the Elk River Park and
Recreation Commission was called to order at 7:00 p.m. by Chair Anderson.

COMMISSIONER DAVE ANDERSON MOVED TO APPROVE THE AUGUST 5, 1997, PARK
& RECREATION AGENDA. COMMISSIONER WESTRUM SECONDED THE MOTION. THE
MOTION CARRIED 6-0.
3. Oraanizational Meetina for Park & Recreation Bond Referendum
Commissioner Kuester indicated the Park & Recreation Bond Referendum is
scheduled for September 23, 1997.
Chair Dana Anderson reviewed the proposed improvements and projects to be
included in the referendum.
Harold Gramstad, representing the Elk River Lions Club, explained that the Lions
Club is considering building a youth center in Lion's Park. The City has indicated
they may do a matching contribution of $100,000 and this amount has been
included in the referendum proposal.
A question was raised regarding how soon the park improvements would be
installed if the referendum passes. Phil Hals indicated the money needs to be
spent within three years. Phil noted the playground equipment will need to be
installed by a contractor but he felt most work will be completed within 2 years.
Commissioner Dave Anderson questioned when the youth softball complex at
the Cass property would open. Phil indicated the complex would be open by
May 1998.

John reviewed the schedule of events leading up to the election on September
23rd (attached to these official minutes).
Discussion followed regarding fundraising, advertising, the phone bank and
promotional events.
The meeting of the Elk River Park & Recreation Commission adjourned at 8:45 p.m.
