MEETING OF THE ELK RIVER
PARK AND RECREATION COMMISSION
HELD AT THE ELK RIVER CITY HALL
WEDNESDAY, AUGUST 13, 1997

1. Call Meetina To Order
Pursuant to due call and notice thereof. the meeting of the Elk River Park and
Recreation Commission was called to order at 7:00 p.m. by Chair Anderson.

PARK & RECREATION AGENDA. COMMISSIONER WESTRUM SECONDED THE MOTION.
THE MOTION CARRIED 6-0.

Consider Minutes of 7116/97 Park & Recreation Commission Meetina
COMMISSIONER WESTRUM MOVED APPROVAL OF THE JULY 16, 1997, PARK AND
RECREATION COMMISSION MEETING MINUTES. COMMISSIONER HUBERTY
SECONDED THE MOTION. THE MOTION CARRIED 6-0.

5. UDdate - Community Recreation
Phil Hals, Streets/Parks Superintendent. indicated Jeff Asfahl has asked that the
Park and Recreation Commission continue their search for a site for the proposed
skateboard park. Phil indicated a possible site would be the east side of Oak
Knoll Park Field #3 which is 150' x 250' (approximately % acre). Development of
this site would require relocating some trees. There would be an opportunity to
share the Oak Knoll parking facilities.
Commissioner Dave Anderson indicated the Nordic Ski Club will be sponsoring a
open ski race on Sunday. January 11. 1998. The 15 to 30 meter course will
designed to go through Ridgewood. the Shiely property and Woodland Trails. The
race will be limited to 300 people, and he expects approximately 150 will
participate. There will be no cost to city. The ski club hopes to break even with
expenses with this first race; and that in future, they will make a profit which will
be used toward trail improvements.

COMMISSIONER ROLF ANDERSON MOVED TO RECOMMEND APPROVAL OF THE
PROPOSED SKI RACE TO BE HELD JANUARY 11, 1998 SPONSORED BY THE NORDIC SKI
CLUB. COMMISSIONER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 6-
O.
6. Discussion- Park Bond Referendum
Commissioner Kuester reviewed the progress of the park bond referendum
committee. Commissioner Kuester noted Decision Resources will attend the
August 14th strategy meeting. He encouraged all the Commissioners to attend
the meeting.
7. StdffUbdates
7.1. Cass ProDerty Fields
Phil indicated he expects comments from the Corps of Engineers in
approximately 2 weeks regarding the pond.
Parkina Lot and Driveway
Phil explained Phase I parking will hold 120 cars. Phil indicated there is room to
triple the parking. but there will be a significant additional cost for blacktopping.
Cost of the parking lot for 160 cars would be approximately $15,000. Cost for the
driveway is estimated at $5,000. To double the size of the parking lot would cost
approximately $40.000.

Infields
Phil requested input for dimensions of infields at the Cass property fields. Phil
indicated Oak Knoll has 75' bases. Chair Anderson suggested 2 field have larger
infields (85') temporarily for two years. When Phase II is constructed, lines could
be moved back down to 60' and turned over to youth softball. Chair Anderson
indicated he will check with the baseball and softball groups for a
recommendation on infield distances and backstops. Phil indicated he hopes to
have the information as soon as possible so seeding may begin.
7.2. ADA Trails
Phil indicated bids will be going out for ADA trails for Orono, Lions and Deerfield
parks.
8. Other Business
Commissioner Huberty will be applying for a Leadership Training seminar
sponsored by the Chamber of Commerce. She will advise the Commission if she
is accepted and may be requesting sponsorship at that time.

MEETING. COMMISSIONER ANDERSON SECONDED THE MOTION. THE MOTION
CARRIED 6-0.
