05-15-2023 EDA MINWier Meeting of the Elk River Economic Development Authority Held at the Elk River City Hall Monday, May 15, 2023 Members Present: President Dan Tveite, Commissioners Cory Grupa, Mike Beyer, Jeff Hartwig, and Charlie Blesener Members Absent: Commissionerss Matt Westgaard and Jennifer Wagner Staff Present: Economic Development Director Brent O'Neil, Economic Development Specialist Joshua Mollan, and City Clerk Tina Allard I . Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority was called to order at 5:30 p.m. by President Tveite. 2. Pledge of Allegiance: Pledge of Allegiance was recited. 3. Consider Agenda Moved by Commissioner Blesener and seconded by Commissioner Beyer to approve the agenda. Motion carried 5-0. 4. Consent Agenda Moved by Commissioner Grupa and seconded by Commissioner Blesener to approve the following consent agenda: 4.1 April 14, 2023, Closed and April 17, 2023, Regular Minutes. 4.2 Check register as outlined in the staff report. 4.3 Balance sheet as outlined in the staff report. 4.4 Revenue/Expenditure report as outlined in the staff report. Motion carried 5-0. S. Open Forum No one appeared for Open Forum. 6.1 Sale of Property at 10838 170" Avenue NW Mr. O'Neil presented the staff report. President Tveite opened the public hearing. Economic Development Authority Minutes May 16, 2023 Page 2 David Nelson, Thunderstruck owner, stated the land is a good fit for expansion of his business. President Tveite closed the public hearing. Moved by Commissioner Blesener and seconded by Commissioner Hartwig to adopt Resolution 23-02 approving a purchase agreement between the Economic Development Authority of the City of Elk River and Thunderstruck Exteriors, Inc. and approving conveyance of land contained therein. Motion carried 5-0. 7.1 Reschedule June 19, 2023, Economic Development Meeting Mr. O'Neil presented the staff report. Moved by Commissioner Blesener and seconded by Commissioner Grupa to reschedule the Monday, June 19 meeting to Tuesday, June 20. Motion carried 5-0. 7.2 General Updates Mr. O'Neil noted it's time to start working on the 2024 budget. He suggested a special worksession prior tc the July EDA meeting. It was consensus of the Authority to schedule a special budget worksession meeting for 4:30 p.m. on July 17, 2023. 7.3 Placer.ai Presentation Mr. Mollan presented the staff report. Chair Tveite noted it will be key to eventually turn data learned from Placer into something actionable. 8. Adjourn Regular Meeting Moved by Commissioner Beyer and seconded by Commissioner Hartwig to adjourn the regular meeting of the Economic Development Authority. Motion carried 5-0. The property could be purchased and held onto for the long-term for future development. He noted it has poor access and there may be a need to work with adjacent property owners on a project. The Authority stated the land purchase would not fit with their long-term goals. 10. Motion to Adjourn Moved by Commissioner Grupa and seconded by Commissioner Beyer to adjourn the meeting of the Economic Development Authority. Motion carried 5-0.
