MEMORANDUM TO: Mayor and City Council FROM: Lori Johnson, Finance and Administrative Services Director/Interim City Administrator DATE: December 19,2005 SUBJECT: Consider Resolution Adopting 2006 Pay Plan for Non-Organized Employees Attached is the 2006 Pay Resolution for Non-Organized Employees. The resolution calls for increasing the pay plan three percent effective January 1, 2006. This is consistent with the cost of living increase included in the 2006 budget. The resolution incorporates the $15 per month increase in the City's contribution to the flexible benefit plan that was approved by the Council on December 5. The balance of the resolution is the same as in the past with minor changes in the pay structure for recreation employees. Stephanie Klinzing, Mayor A TIEST: Joan Schmidt, City Clerk CITY OF ELK RIVER 2006 COMPENSATION PLAN FOR NON-UNION EMPLOYEES PAY Pay Ranges 1. All current pay ranges will increase by three percent on January 1, 2006. 2. Waste Water Treatment Operators shall be paid as follows: License D C B Step A B C-D E Once a license has been obtained, the employee shall immediately move to the lowest step for that license. The employee may move up one step each July 1 until the highest step for that license has been reached. 3. Building Permit Technicians must have a Building Permit Technician Certificate in order to move above Step B of their pay grade. Step Increases 4. On July 1 all city full-time and eligible part-time employees receiving a fully competent rating on their performance review will move up one step in their pay range. Part-Time Liquor Store Clerks will move up on their anniversary date. All orientation period employees will receive increases as stated in the offer of employment letter. If no special provision was outlined in the offer of employment letter, the orientation period employee shall receive the first step increase no earlier than six months following date of hire. Part-Time Liquor Clerks may move up one step after 90 days of employment based on competent performance. Part-Time Recreation employees will receive increases on June 1 based on competent performance. Part-Time Pay 5. Part-Time Ice Arena Workers shall be paid in accordance with the following schedule: Position Ice Arena Worker One Ice Arena Worker Two Ice Arena Worker Three Cashier Hourly Rate $8.00 - 8.75 $7.00 - 7.75 $6.50 - 7.25 $7.00 - 7.75 Employees will receive a $.50/hr. increase in pay for each additional year the employee works as an Ice Arena Worker and receives a fully competent rating on his/her performance review up to a maximum of $3.50/hr. in additional pay. (i.e. maximutn Ice Arena Worker One pay is $12.25 per hour.) 6. Part-Time Firefighters shall be paid in accordance with the following schedule: Position Probationary Firefighter Firefighter Lieutenant Captain District Chief Assistant Chief Hourly Rate $ 8.00 $11.34 $11.84 $12.34 $12.84 $13.34 Additional Educational Incentive Pay shall be paid as approved by the City Council on October 27, 1997. 7. Part-Time Police Reserves are required to serve in both a volunteer and a paid capacity. Police Reserves shall be paid $12.40 per hour for the hours that are to be paid as determined by the Police Chief. 8. Part-Time Seasonal and Temporary Recreation employees shall be paid in accordance with the following schedule. Position Program Assistant Program Supervisor/Lead Hourly Rate $ 7.00 -10.00 $ 10.00 - 15.00 Program Assistants and Program Leads will be eligible to receive an increase for each year the employee works 250 hours in that position. Increases shall be based on the following: Position Program Assistant Program Lead Hourly Increase $ .50 $ 1.00 Maximum additional pay is $2.00 per hour. Overtime for Inventory 9. All non-exempt liquor store employees shall be paid one and one-half times their regular hourly rate for taking inventory on a Sunday or a holiday. Holiday Pay 10. Snow plow operators shall be paid double time plus holiday pay for all hours worked on holidays. Double time under this section shall be applied to the actual holiday not the day observed by the city if the holiday falls on a weekend. 11. Firefighters shall be paid double time for emergency response hours worked on New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, Christmas Eve, and Christmas Day. On Call Pay 12. Street Department employees shall be paid an additional hour of pay at their regular rate for each day they are on call during the winter snowplowing season. Any employee who uses more than three hours of sick or vacation leave or compensatory time off on a day when the employee was to have been on call will not be considered on call and will not receive on call pay for that day. Out of Class Pay 13. Ice Arena One Workers assigned as a shift leader when the Arena Manager, Arena Maintenance Supervisor, or Night Supervisor are not working will be paid an additional $3.00 an hour for serving as Arena Shift Leader. INSURANCE BENEFITS 14. All full time employees are eligible for insurance benefits. Part-time employees scheduled to work 32 or more hours per week are eligible for prorated insurance benefits. Seasonal and temporary employees are not eligible for insurance benefits. 15. Employees eligible for insurance benefits are eligible for participation in the City's Flexible Benefits Plan. The contribution levels shall be as follows: Health Insurance Election Single Employee & Child(ren) Employee & Spouse Family Monthly City Contribution $365.00 $515.00 $515.00 $655.00 OTHER 16. The City Council may make adjustments in any section of the Pay Plan at any City Council meeting for any reason including performance incentives, state or federal law changes, the Pay Equity law, or any other reason the Council deems appropriate. 17. All police employees who are members of the Law Enforcement Labor Services, Locals 231 and 271, shall receive compensation and benefits as outlined in the Master Labor Agreement between the City and the Union and are therefore not governed by any clauses of this resolution. 18.
