Thursday, December 15, 2022, 1:00 p.m.
Present: Chair Tina Allard (Elk River), Vice Chair Gina Wolbeck (Big Lake), Commissioners
Taylor Gronau (Buffalo), Laureen Bodin (Buffalo), Terri Boese (passel), Renee
Eckerly (Maple Lake), Jennifer Schreiber (Monticello), Jake Foster (Watertown)
Absent: Paula Baumann (Delano); Dan Madsen (Rockford)
Also present: Technology Consultant Bill Bruce, Attorney Bob Vose
Call to Order — Chair Allard called the meeting to order at 1:00 p.m.
2. A!puroval of Minutes — November 21, 2021 meeting
Commissioner Boese made a motion to approve the November 21, 2021 minutes as
amended. Seconded by Commissioner Wolbeck. Unanimous ayes, motion carried.
Treasurer's Report
a. Financial Statements — Laureen Bodin presented the financial statements as outlined in the
staff report.
Bill Bruce noted that there is a need to upgrade video signal equipment (Nexus) in the
cites of Elk River, Big Lake, Monticello, and Cokato. The cost would be approximately
$11,000 - $15,000 per city, with a total cost for the four cities, including labor, being
$50,000 - $60,000.
Commissioner Boese made a motion to rebate half of quarter two and all of quarter
three in the amount of $264,391.78. Seconded by Commissioner Wolbeck.
Unanimous ayes, motion carried.
Commissioner Wolbeck made a motion to accept the financials. Seconded by
Commissioner Boese. Unanimous ayes, motion carried.
Commissioner Eckerly made a motion to keep the financial reporting with the City
of Buffalo (Taylor Gronau). Seconded by Commissioner Boese. Unanimous ayes,
motion carried.
4. Attorney's Report
Bob Vose, Buffalo City Attorney, provided an overview of Tekstar, a sub entity of Arvig, who
is interested in a franchise agreement with the City of Elk River. The agreement would be
primarily the same agreement that is with Charter.
Mr. Vose also gave an update of the cable industry and the projection of future cable fees.
There hasn't been an increase in revenue even though cable fees have been increasing. This is
due to the loss of customers.

Eauil2ment Report
Bill Bruce provided the equipment report dated December 9, 2022. Mr. Bruce commented on
the continual update and work on meeting rooms in the various cities.
He highlighted some of the AV upgrades:
• Delano — camera system and Barco Clickshare/Huddle Room
• Monticello Public Works meeting room/menu board
• Buffalo Fire Department Active 911 System/Utilities Campus/Hockey
Arena/Community Center
• Elk River Fire Station/EOC/ Streets and Parks Building
• Summer Events — parades/carnival/drive in movie/movie in the park
Mr. Bruce noted that Rockford made a request for live streaming equipment. Streaming
capability would have a one-time fee of $4,995 with an annual cost of $1,788.
Commissioner Wolbeck made a motion to approve streaming equipment for the City
of Rockford. Seconded by Commissioner Bodin. Unanimous ayes, motion carried.
Mr. Bruce requested that all cities provide their Movie in the Park and parade dates.
Personnel Committee
Commissioner Wolbeck gave a brief report and noted that Jackson Groskruetz continues to
be available for contracted work. He is currently contracted at cost of $350 flat fee, with an
additional $35/hour after so many hours.
Commissioner Bodin made a motion to use Jackson Groskruetz as a consultant and
have the Personnel Committee negotiate contract and fee structure and if reasonable
there is no requirement to bring back to the Cable Commission for approval. Seconded
by Commissioner Eckerly. Unanimous ayes, motion carried.
Other Business
Bill Bruce mentioned that each city is provided two free cable services. He requested the
names of those using the service to provide reimbursement. There was discussion about a
former employee in Maple Lake with a cable boxes. The employee should be notified that
there is the option of terminating the cable service or taking over payment.
Commissioner Wolbeck made a motion to allow individuals to retain the service until
they leave their current position with said city. Seconded by Commissioner Eckerly.
Unanimous ayes, motion carried.
Bill Bruce noted that Laureen Bodin was retiring, and this was her last meeting. Taylor Gronau
will be taking her place.
