3.1. DRAFT MINUTES 05-08-2023 Meeting of the Elk River EDA Beautification Committee Held at the Elk River City Hall th Monday, October 10, 2022 Members Present: Ryan Hardin, Melissa McAlpine, and Deb Hjermstad Members Absent: Ashley Welsh Staff Present: , Economic Development Director Joshua Mollan, Economic Development Specialist Chris Leeseberg, Senior Planner 1. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the EDA Beautification Committee was called to order at 10:07 a.m. by Chair Hardin. 2. Consider Agenda Motion by McAlpine and seconded by Hjermstad to approve the agenda. Motion carried 3-0. 3. Consent Agenda Motion by McAlpine and seconded by Hjermstad to approve the consent agenda. Motion carried 3-0. 4.1 Judge Applications Mr. Mollan introduced the third applicant: Toth Farms. The committee discussed the eligibility of their barn for the Beautification Award. Motion by Hjermstad and seconded by McAlpine to confirm that Toth Farms does not qualify for the Beautification Award based on the criteria set forth. Motion carried 3-0. The two remaining applicants, Three Rivers Montessori, and Salon on Main were judged using the Beautification Award Judging Rubric. Out of a maximum of 45 points Three Rivers Montessori scored 36 and Salon on Main scored 29. Staff will confirm eligibility of the finalists and bring to the committee at the November meeting before making a recommendation to the EDA. Motion by Hardin and seconded by Hjermstad to request staff to look further into eligibility requirements for non-profits. Motion carried 3-0 Motion by McAlpine and seconded by Hardin for staff to determine another form of recognition for the Toth Farms barn. Motion carried 3-0. 4.2 General Updates The committee suggested keeping a bench or planter with a plaque as the prize while allowing the winner to install at their business or donate to a local park/path. Mr. Mollan determined that vinyl stickers can be made in house and should be awarded to the winner and finalist. 5. Adjournment There being no further business, Chair Hardin adjourned the meeting of the EDA Beautification Committee at 10:59 a.m. Minutes prepared by Joshua Mollan.
