separate discussion of these items unless a Commissioner, staff member, or citizen so requests, in which case the
item will be removed from the consent agenda and considered under the regular agenda.

Members Present: Ryan Hardin, Melissa McAlpine, and Ashely Welsh (via Zoom)
Members Absent: Deb Hjermstad and Chris Leeseberg
Staff Present: Colleen Eddy, Economic Development Specialist
1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the EDA Beautification Committee
was called to order at 10:04 a.m.
Introductions: the committee introduced themselves as there is one new member.
2. Consider Agenda
Motion by Melissa and seconded by Ashely to approve the agenda. Motion carried
3-0.
3.0 Consent Agenda
Colleen added Rhonda Magnussen’s resignation to the agenda. Motion by Melissa and
seconded by Ashely to approve the consent agenda. Motion carried 3-0.
4.1 Beautification Application
Aegir Brewing Co. submitted an application for the beautification award. Colleen presented
the staff report. The committee completed the judging rubric and gave Aeigr 13 points.
Aegir is a finalist for the award and if there is no other applicant before November, they will
be presented the award at the November 15th EDA and Council meetings.
5. Adjournment
Motion by Melissa and seconded by Ashley to adjourn the meeting at 10:17 a.m.
Motion carried 3-0.

Discuss the Beautification Committee’s activities for 2022.
Background/Discussion
With the Beautification Committee’s regular meetings commencing for the 2022, the initial meeting is
meant to discuss possible activities the committee wishes to pursue during the year. The annual
beautification award and process will be discussed, with a potential award being determined in the Fall.
As reminder, the following verbiage describes the award:
The City of Elk River Beautification Committee seeks to recognize commercial/industrial site improvements,
commercial/industrial upgrades, landscapes, renovations, restorations, and new structures that are architecturally noteworthy.
A major criterion is how the project visually enhances the surrounding neighborhood and community. How the business
incorporates design, maintenance, color, organization and creativity within the existing community. Improvements to
structures, interior/exterior spaces and the landscaping are important elements for consideration.
