Background/Discussion Staff has identified several areas of the approved Land Use Map that require amending as they were incorrectly assigned to the 2021 Land Use Plan. These errors, along with other proposed changes, are described on the attached exhibit titled "Land Use Map (Proposed)". Major changes are as follows: ■ The Neighborhood Commercial node at County Road 13 and Viking Blvd. was made larger. ■ The old bowling alley site (north of Orono Park) is proposed to change from Traditional Single Family Residential to Mixed Residential. ■ Guardian Angels on Main Street is proposed to change from Multifamily to Neighborhood Commercial. ■ West of the train station is proposed to change from Neighborhood Commercial to Business Park. ■ The area south of TH 10/169 and east of Kelley Farm is proposed to change from Traditional Single Family Residential to Highway Business. ■ The southeast portion of the city proposed to change from Traditional Single Family Residential to Rural Residential. ■ An area east of Cargill changed from Rural Residential to Agricultural. ■ The area around County Road 33 and County Road 1 is proposed to be removed from the Urban Service District, thus requiring a change to Rural Residential. ■ All ERX land proposed to be Highway Business. ■ Removed the Utilities & Railroad land use and placed those into Public/Semi-Public. The commission has reviewed these changes over several work sessions and the attached exhibit titled "Land Use Map (Proposed)" reflects the changes discussed during these meetings. The Planning Commission unanimously recommend approval of the zone change.
