Background/Discussion
On June 20, 2023, a closed meeting was held to evaluate the performance of City Administrator Cal Portner.
State law requires the Council to summarize its conclusions from the evaluation.

Summary of City Administrator Cal Portner’s Review
The City Council conducted an annual performance review of City Administrator Cal Portner on
Tuesday, June 20, 2023. The Council and Cal’s direct reports answered a series of questions rating
Cal in several categories. There was also room for comments in each of the categories.
Cal met or exceeded expectations in each of the six categories rated: Commitment to Customer
Service, Communications, Behavioral Expectations, Personnel Administration, Management, and
Leadership. The City Council feels that Cal is highly committed to serving the citizens of Elk River
and his direct reports feel he has strong management skills.
Overall, the City Council is pleased with Cal’s performance to date and feels he is doing an excellent
job.
