Background/Discussion As part of the 2023 Street Improvement project, a bituminous mill/overlay was performed in the Ridgewood development. During design phase, Watson Circle was identified as a cul-de-sac that lacked snow storage based on the elongated shape and orientation within the public right of way. To help improve the serviceability, keep plowed snow storage in the public right-of-way, and align closer to present day design standards, sections of the pavement were removed and replaced with topsoil and seed. Upon seeing the new conditions, which resulted in additional boulevard space along two properties, the resident from 19850 Watson Circle came and spoke at open forum on June 20, 2023, to express their concerns and desires to have it return to its original shape. We have reached out to all the property owners in the cul-de-sac to learn their feelings on the revised cul-de-sac. The property owner who spoke at the open forum held the strongest feelings of disapproval of the new layout. Financial Impact The cost to restore the cul-de-sac to previous conditions is $8,483.45.
