Approve, byT motion, the position description for the position of Investigative AnalyTst.
Background/Discussion
In the work session on July 17, 2023, the Council consented to Chief Nierenhausen and Captain Gacke's request
to change the investigative assistant position to an investigative analyTst position. The investigative analyTst position
description is attached for yTour approval.
The additional responsibilities in this position change the position from non-exempt to exempt and place it in payT
grade 7E. Investigative Assistant Darin Poser will officiallyT begin the investigative analyTst position tomorrow,
August 8, 2023. She will be paid at step A for this position. Her aiiniversaryT date for step increases will change to
August 8 of each yTear. All other payT and benefits will remain the same.
Financial Impact
Ms. Poser is curYently paid at step D of Pay Grade 5N. The resulting impact of moving heY to Pay GYade 7E step
A will be approximatelyT $6,400.00 in wages and benefits for 2023. Costs for future yTears `vill be included in the
budget.

Position Summary
The Investigative Analyst works under the supervision of the Adult Detective Sergeant,
collaborates with all divisions of the police department as well as outside local, state, and federal
agencies. Responsible for collecting and anal�Tzing data describing crime patterns, criminal activityT,
and potential suspects for the suppression of criminal activities, aiding the investigative process,
and increasing apprehension of offenders. Assists Detectives with processing crime scenes and
maintainin� evidence.
Essential Functions
GatheYs and disseminates data and intelligence.
A. Prepares and disseminates crime alerts through various s�Tstems (i.e. Regional
Criminal Tracking and rinalyTsis Group (RCTAG), Tri-CounnT alert syTstem), as well
as monitors those syTstems for pertinent data. Revie`vs alerts from other agencies to
determine Yelatedness to Elk River activit�r.
B. Conducts searches within LeadsOnline, TLO, Accurint, and other intelligence
databases at the request of the assigned detective and as follow-up to information
gathering.
C. Searches various web-based sites for data to support investigations.
D. Inputs data in the ATF e-trace website.
E. Provides analyTtical, phyTsical, and/or coordination assistance during major case
invest�gat�ons.
F. GatheYs YepoYts from, and/oY disseminates reports to, otheY law enforcement
agencies or parmer disciplines.
G. Gathers intelligence on criminal patterns and trends and creates user-friendly reports
on the intel.

Uses investigative data to link suspects and arrested persons to associates, vehicles,
and addresses.
Creates reports regarding suspects, known associates, and vehicles prior to the
execution of search warrants.
Communicates information and shares intelligence with other area criminal analyTsts
and investigators.
Works with local intelligence center and crime analyTsts to gather and review
pertinent data and relays to detective unit when appropriate.
Attends local regional investigator's meetings to collect and share information on
crime series, patterns, new methodologies, and developing tools.
Utilizes couYt �uebsites such as MGA, MNCIS, and VINELink to assist with
investigations and serves as a resource to other employees regarding these sources.

2. Performs forensic examination of cell phones.
A. Completes forensic examination of cell phones, SIM cards, and external hard drives.
B. ThoroughlyT documents and tyTpes reports on the forensic examination of devices.
C. Facilitates the examination of electronic devices that are not examinable in-house by
coordinating and transporting to the appropriate agencyT.
D. Maintains chain of custody when handling digital evidence.
3. Prepares cases and legal documents for the purpose of requesting charges for felonyT, gross
misdemeanor, and misdemeanor level offenses.

Prepares and submits subpoena requests to the CountyT Attorne�T's Office and to the

Runs criminal history checks, driver's license/person and permit to carr�T queries as
requested and/or for inclusion with case submissions.
Assists clerical staff byT entering and confirming charge accuracyT for reporting
purposes prior to submitting CFAs.
4. Performs propertyT and evidence duties.
A. Intakes and processes properttT and evidence.
B. Transports evidence to and from the Bureau of Criminal Apprehension (BCA)
laboratory or Midwest Regional Forensics LaboratoryT (MRFL).
C. Completes, processes, and receives paperwork and lab reports related to evidence
submitted to a laborator�T.
D. Responds to scenes to assist in the execution of search �uarrants and the collection
and processing of evidence.
E. Maintains chain of custodyT when handling evidence.
F. Coordinates the destruction of narcotics, alcohol, firearms, and hazardous materials
in coopeYarion with the detective sergeants.
5. Performs various support duties as assigned.
A. Obtains medical records from hospitals, clinics, and other health professionals.
B. Obtains and reviews video evidence.
C. Assists detectives with presentations and provides training.
D. Provides complete and credible testimony in court.
E. Drafts search warrants for detectives to ascertain relevant data. Stays apprised on
changes to applications. Utilizes resources such as CellHa`vk Toolbox to ensure
applicable language is included. Maintains sharded drive of search warrant templates.
Is a resource to detective unit for legislative changes and how to modify warrants
appropriatel�T.
6. PeYforms other essential job duties.

Minimum Qualifications
❑ Bachelor's degree in criminal justice/law enforcement, forensic science, or related field OR
associate degree in criminal justice/law enforcement, forensic science, or related field and
two (2) years of related work experience.
❑ State certification of Criminal Justice Information SyTstem or ability to obtain within six
months of date of hire.
❑ Certified in Cellebrite, DataPilot, and 40-hour intelligence analysis or the abilityT to obtain
certifications within one year of date of hire.
❑ Valid driver's license and good driving record.
Preferred Qualifications
❑ Experience with a law enforcement agenc�J.
❑ Experience with propertyT/evidence handling and processing.
❑ Knowledge of the Minnesota Government Data Practices Act.
❑ Cellebrite certification.
❑ DataPilot certification.
❑ 40-hour intelligence analyTsis certification.
