Action Requested
Approve, by motion, a North Valley Inc. change oYdeY to install 271 feet of 18-inch stoYm pipe and associated
work south of Main Street on Morton Avenue in the amount of $67,229.95
Background/Discussion
As paYt of the 2023 Street Improvement Project, 250 feet of 12-inch stoYm pipe south of Main Street was
removed because it was undersized. Based on the record drawings, the storm pipe after this `vas supposed to
transition to an 18-inch storm pipe, but during construction it was found to on1yT be a 12-inch storm pipe.
For the newly upgYaded storm system to function properlyr, 271 feet of the esting 12-inch storm pipe has to be
removed in order to prevent one of the storm structures from backing up.
Financial Impact
Paid for by the Stormwater UtilitT Fund.

Change Order No. 2
Date of Issuance: August 2, 2023
Owner: City of Elk River
Contractor: North Valley, Inc.
Engineer: Bolton & Menk, Inc.
Project: 2023 Street Improvements Project
The Contract is modified as follows upon execution of this Change Order:
The existing storm sewer pipe in Morton Avenue south of the connection point of the proposed storm sewer
improvements was found to be 12-inch diameter. The record drawings in this location show this pipe as an 18-inch pipe.
The Morton Avenue Drainage Study completed in September 2022 determined the recommended improvement based
on the 18-inch pipe size. Updating the model to the smaller pipe size found that the storm water would surge out of the
new manhole on high rain events. To correct this surge, the 12-inch pipe needs to be replaced with the 18-inch pipe that
was originally believed to be in place.
