Background/Discussion Staff has prepared preliminary budget and goals worksheets for 2024. The work session will focus on refining budget items based on 2024 goals, objectives and initiatives of the board. Following the work session, staff will incorporate the board’s feedback and direction into final budget documents for the HRA’s adoption at its next regular meeting, and the City’s Council’s inclusion in the preliminary levy in September. Financial Impact N/A Mission/Policy/Goal HRA bylaws require a budgeting workshop prior to formal consideration of the budget in September. Work with Sherburne County to identify tax forfeited properties. Protect and strengthen rental properties. Participate in the Downtown ER Business Association Meetings. Work with the DERBA to develop a beautification plan for the Main Street Corridor and/or engagement of redesign for Main Street. Promote and/or modify the Promote a Vital Downtown Downtown Facade Improvement microloan program. Pursue strategic acquisition and sale of downtown redevelopment property. Facilitate future use options for ER Meats site. Target business owners interested in redevelopment blighted C/I properties. Work with the building department to Enhance redevelopment opportunities for C/I propertiesidentify properties eligible for the blighted properties C/I program. Hold occasional discussions with various departments (police, fire, building, and planning to discuss potential redevelopment opportunities. Implement housing and development goals in the new Work in support of the goals and benchmarks set out in the comprehensive plan (approved in 2021), specifically those comprehensive planin the housing and economic development sections, and coordinate programing to complement the vision of the plan.
