Special Meeting of the Elk River
Economic Development Authority
Held at the Elk River City Hall
Monday, August 7, 2023
Members Present: Acting President Mike Beyer, Commissioners Cory Grupa, Matt Westgaard, Jennifer
Wagner, Jeff Hartwig, and Charlie Blesener
Members Absent: President Dan Tveite
Staff Present: Economic Development Director Brent O’Neil, Economic Development Specialist
Joshua Mollan, and Deputy City Clerk Jolene Richter
1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development
Authority was called to order at 5:46 p.m. by Acting President Beyer.
2. 2024 EDA Budget and Goals
Mr. O’Neil presented the staff report regarding the goals.
The commission discussed the BR&E Program. They agreed the engagements should be more
personable. Some suggestions were to make phone calls, send out letters, have an open house, and
possibly have forums.
Mr. O’Neil presented the staff report regarding the budget.
It was the consensus of the commission to support the division goals and accept the
recommendations as listed in the budget report.
3. Die Concepts Loan
Mr. O’Neil presented the staff report.
It was the consensus of the commission to agree with the recommendation for extension and to bring
it back to the August 21, 2023, Economic Development Authority regular meeting for a formal
decision.
4. Motion to Adjourn
Moved by Commissioner Blesener and seconded by Commissioner Hartwig to adjourn the
meeting of the Special Economic Development Authority.
Motion carried 6-0.
