The Elk River Energy Commission...
...believes its purpose is to be objective, non-partisan and straight forward in
providing feedback and recommendations to the City of Elk River and to the
constituents of the greater community. We see ourselves as advisors and in
certain instances doers in advancing Elk River energy issues that will benefit our
greater community.

Our volunteer work and initiatives purposefully align with the City of Elk River
Mission,Vision and branding. In 2022 we began a structured process for moving
forward:
• Appointed new Chair and Vice Chair.
• Developed Mission,Vision, Values Statements
• Developed& prioritized 12 goals (selected the top 3 for 2023)
• Created a Communications Plan addressing internal and external stakeholders.
• Changed meeting schedule from once a quarter to eight times annually.

Mission, Vision and Values' Statements
Mission: Community advocates supporting the City of Elk River with expertise
on energy and sustainability initiatives to improve the quality of life of the greater
community.
Vision: Identify, educate, advocate, and support individual and community-wide
energy and sustainability initiatives that economically, socially, and
environmentally improve Elk River for generations to come.
Values: Objectively support educating the greater community on current and
future environmental and sustainability issues.

Goals
Developed 12 measurable Strategic Goals...focusing on three for 2023.
1. Advocate to the City Council that all RFPs or capital expenditures clearly
identify and quantify the long-term environmental and energy efficiency
attributes for projects or equipment exceeding$50,000 in cost.
2. Complete the solar array and battery demonstration project in Orono Park.

3. Raise public awareness of EREC initiatives undertaken throughout the
community via a sign campaign.

2023 Updates & Upcoming Initiatives
1. Supporting an Eagle Scout who volunteered to complete the Solar Array project.
2. Communications Plan calls for four articles to the Star News annually.
3. Hosting Recharge MN EV Expo August 5, 2023, at FTC. Funding provided by
the Initiative Foundation.
4. Continue coordinating the fall EV Week at the Farmers Market.
5. Initiating sign campaign to promote public awareness of EREC's projects
6. Developed a `Facilities Energy Conservation Project fact sheet w/QR code.

Elk River Energy Commission (EREC) Update to the City Council
April 17, 2023
Casey Mahon, Chair, and Verne Iverson, Vice Chair
(S1) Introductions, including specifically recognizing all Commission members and
newest Council representative, Cory Grupa.
Thank you for allowing us to share our 1st update with you. We are proud to partner with
this Council and appreciate all you do to support the EREC.
We are respective of your time so are limiting this presentation to — 10". Please feel free
to ask questions along the way rather than waiting until the end.
Summary of current Commission history:
Vem is the longest-serving Commissioner at 3 yrs. Tom, the longest member @
11 yrs. I just completed my 2nd yr; avg current tenure is 2 yrs.
(S3) There was a recognized need among the Commission to define our purpose beyond
the city ordinance (Division 8, Section 2-353 and 2-354) and from this to create a
clear structure to move forward.
(S4) Past Accomplishments
(S5) We believe our initiatives align with the City's Mission & policies. We strive to be all
encompassing to include not just gov't, but also businesses, residents, visitors, and the
community at large.
