Approve, by motion, the position description for fire academy instructor.
Background/Discussion
Assistant Chief Libor and Chief Dickinson met with Council in work session on August 7, 2023, to discuss hiring
fire academy instructors. The desire is to hire employees from outside of our department to assist with the training
responsibilities of our Fire Academy.
Attached is the fire academy instructor position description for your consideration.
Financial Impact
There would be no impact to the budget as the current funds allocated to training would be used.

Position Summary
This position is a part time position with a varied work schedule and hours depending on training
schedule, responsible for delivering training courses in fire and rescue services for fire cadets. The
fire academy typically runs from November to April. Additional opportunities to assist with
regular department training may be available throughout the year. Training and course instruction
will occur in a classroom setting and or an outside training environment. Under the direction of
the Deputy Chief of Training and Logistics, this position is responsible for providing professional
quality training, conducting and teaching courses within the prescribed curriculum for study in
compliance with MN Firefighter I and II certification requirements.
Essential Functions:
A. Leads or assists with delivering training courses for fire and rescue that meet NFPA
1001 firefighter I and II requirements.
B. Conducts and assists with fire suppression skills and evolutions.
C. Ensures that course materials and instruction format match the skill level of fire
cadets.
D. Conducts and instructs certification training for fire academy cadets.
E. Assists in preparing the classroom and the skill training areas.
F. Performs other duties as directed.
G. Ensures safe and effective use of training center facilities during course delivery and
all other related duties while promoting ERFD core values.

A. Regular and timely work attendance.
B. Follows all safety procedures. Maintains due regard for the safety and welfare of
department personnel and the public.
Required Knowledge, Skills, and Abilities
Considerable knowledge of firefighting techniques and procedures.
Knowledge of required credentials and certifications for firefighting.
Skill and ability to apply firefighting techniques and procedures.
Skill in operating and directing various firefighting apparatus and equipment.
Ability to communicate well through written and verbal means.
Ability to speak in front of a crowd and to make a presentation.
Ability to deliver sound and effective training.
Ability to present a positive and professional image of the city and the fire department.
Assistant Instructor Minimum Qualifications
This position requires a high school diploma or equivalent, with a minimum of one (1) year
firefighting experience.
Minnesota State certified NFPA 1001 Firefighter II.
Ability to participate in fire suppression and rescue activities which may require
lifting/carrying up to 100 pounds, standing, walking, crawling, bending, stooping, climbing
stairs and ladders, working at extreme heights, and working outdoors in all conditions.
Lead Instructor Minimum Qualifications
Must meet the Minimum Qualifications for Assistant Instructor and;
NFPA 1041 Fire Instructor I or Bachelor’s degree in education
Experience delivering fire department training.
