Approve, by motion, a resolution approving the submission of information and grant with the MPFA for
$1,100,000 of special appropriation for the Rolling Hills Sewer Extension project.
Background/Discussion
The legislature appropriated $1,100,000 to cover a notable portion of the Rolling Hills Sewer Extension that will
connect 28 single family homes to the city’s sanitary sewer system. Construction is slated to start early October.
and wrap be completed June 2024.

A Resolution of the City Council of the City of Elk River to Submit
Information to the Minnesota Public Facilities Authority (MPFA) and Enter
Into a Grant Agreement with the MPFA.
WHEREAS, under the provisions contained in Laws of Minnesota 2023 chapter 72, article
1, section 23, subd. 13, $1,100,000 was appropriated to the MPFA
“For a grant to the city of Elk River to decommission a failed subsurface sewage treatment
system in the northeast part of the city, remediate associated contaminated soil, and acquire
easements, design, and construct a lift station that will connect the existing low-pressure
sanitary force main in the northeast part of the city to the city's existing sewer system.”
WHEREAS, to receive this money, the City of Elk River must submit required
information and enter into a Grant Agreement with the MPFA; and
WHEREAS, that the City of Elk River has the legal authority to apply for the grant, and
the financial, technical, and managerial capacity to ensure proper construction, operation and
maintenance of the project for its design life.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River, Minnesota, as follows: agrees with the provisions of the MPFA grant and will
construct this sanitary sewer extension to connect 28 single family homes with the Rolling
Hills Subdivision to the city’s existing sanitary sewer system.
BE IT FURTHER RESOLVED that the Grant Agreement shall be executed on behalf of
the City of Elk River by the signature of its Mayor and its City Clerk. In the event of
disability or resignation or other absence of either such officer, the Grant Agreement may be
signed by the manual signature of that officer who may act on behalf of such absent or
disabled officer. In case either such officer whose signature shall appear on the Grant
Agreement shall cease to be such officer before delivery of the Grant Agreement, such
signature shall nevertheless be valid and sufficient for all purposes, the same as if he or she
had remained in office until delivery.
