Members Present: Chair Lance Lindberg, Commissioners Linda Campbell, Zachary Griffiths, Mike Hangaard,
Tony Mauren, Debra Mortensen

Council Liaison: Councilmember Cory Grupa (absent)

1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Heritage Preservation Commission
was called to order at 6:00 p.m. by Chair Lindberg.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Consider Agenda
Moved by Commissioner Mauren and seconded by Commissioner Griffiths to approve the July 20,
2023, Heritage Preservation Commission agenda.
Motion carried 6-0.
4. Consider Minutes
Moved by Commissioner Hangaard and seconded by Commissioner Griffiths to approve the May
18, 2023, Heritage Preservation minutes.
Motion carried 6-0.
5.1 Elk River Documentary
Commissioner Griffiths explained the documentary is completed and Zack Carlton sent out an email with
the link to view it. He indicated it’s about 35 minutes in length and commission members could email him
feedback and content errors, etc., by August 7, 2023.
The commission members thought the documentary was great and will be a very useful tool.
Commissioner Campbell asked how she could watch the first portion of the video.
Commissioner Griffiths indicated he will send out both links via email and then it will be uploaded to the
Elk River city YouTube page after the HPC Farmers Market event.

5.2 Farmers Market Booth
The commission reviewed the proposed trivia questions. Staff will get prizes/candy and there is a Plinko
board available for use. They discussed how they would manage the booth, items needed, and the trivia
game and questions.
5.3 Discuss Elk River’s “History Minute”
Mr. Leeseberg played the recent water tower video presented by Commissioner Tony Mauren.
Mr. Leeseberg asked who would be interested in being the next volunteer and the topic. Commissioner
Griffiths indicated he would be interested in doing the next History Minute video. Topics suggested were
the two hitching posts downtown, cemeteries, war/veteran monuments. Mr. Leeseberg will prepare a
handout for the Farmers Market directing people to the videos on the city website.
5.4 Other Business
Mr. Leeseberg asked if any commission members were interested in attending the annual Preserve
Minnesota conference in Mankato in September to let Zack Carlton know.
6. Adjournment
Moved by Commissioner Hangaard and seconded by Commissioner Griffiths to adjourn the
meeting of the Heritage Preservation Commission.
Motion carried 6-0.
The meeting adjourned at 6:41 p.m.
