4.6 SR 10-02-2023 Request for Action To Item Number Mayor and City Council 4.6 Agenda Section Meeting Date Prepared by Consent Agenda October 2, 2023 Lauren Wipper, Human Resources Manager Item Description Reviewed by Hire Community Service Officer II/Evidence Ron Nierenhausen, Police Chief Technician Reviewed by Cal Portner, City Administrator Action Requested Approve, by motion, the hiring of Scott Clark to the position of Community Service Officer II/Evidence Technician effective October 23, 2023. Background/Discussion The city has two, vacant 24-hour-per-week Community Service Officer (CSO) I positions. These positions are designed to provide work experience to law enforcement students and employment in these positions lasts no longer than three years. Our fulltime CSOII/Evidence Technician is planning to retire early next year. We would like to hire a CSOII/Evidence Technician now in place of hiring two part-time CSOIs. This will allow time for training and transition of duties to provide for seamless operations. Scott Clark was a police reserve officer for us from September 2018 to April 2022. He rejoined the reserve force in March of this year. His full-time career has been in the automotive service field working as a service manager since 2009 and managing a body repair shop prior to that. He holds an associate’s degree and certifications in the automotive service technician field. Chief Nierenhausen feels Mr. Clark will make an outstanding replacement for our current CSOII/Evidence Technician whose shoes will be hard to fill. Mr. Clark will start at step A of pay grade 5N. Pending successful performance, will move to step B in 6 months, and Step C on his 1-year anniversary. All other pay and benefits will be consistent with city policy. Financial Impact Due to staff vacancies, there will be no budget impact in 2023. The two part-time CSOI positions are budgeted for 2024, however not eligible for insurance benefits. The 2024 gross wage budgeted for the part-time positions is $6,500 more than one full-time CSOII at step A. The department is also budgeting for an additional records clerk that would not be filled until March, creating available funds to cover potential insurance costs.
