Background/Discussion th Neil Thomas, 9998 215 Ave NW, attended Open Forum on October 2 along with others to request installation of th additional stop signs at the intersection of 215 Avenue and Edison Circle. The engineering division has previously reviewed this intersection at the request of Mr. Thomas and concluded th additional stop control was not warranted as the volumes on the major street (215) were not near the 300 vehicle per hour minimum threshold during the peak 8-hour period. Beyond not meeting warrants specified in the engineering manuals used to make determinations, stop signs are not intended to be used as a method of speed control which was the referenced concern presented at Open Forum. An addition of new regulatory signs increases the expectations of enforcement and as the street is a low-traffic, dead- end rural setting it is likely not highly patrolled for traffic violations. Staff does not recommend any changes to the signage at this intersection. Financial Impact If the Council approves the installation the costs for the 2 new stop signs and posts would be paid from the 2022 Street division operating budget.
