Approve, by motion, return of federal Surface Transportation Block Grant Program (STBGP) and Local
Partnership Program (LPP) funding.
Background/Discussion
As discussed at the August 7 work session, staff has continued communication with MnDOT relating to the Twin
Lakes Road and Kelley Parkway extension project. We affirmed our desire to proceed with the project we had
originally submitted for funding which included a new signalized intersection on Highway 10 at the extension of
Twin Lakes Road. See the attached email string with MnDOT identifying the lack of support for that project and a
new signalized intersection.
The STBGP and LPP funding to be returned at this time are annually available through local solicitation in our
region should we develop an alternative project along this corridor in the future. We have affirmed our desire to
continue to seek funding for the ultimate improvements to the TH 10 corridor (new interchanges).
Financial Impact
We would look to reprogram the State Aid funding we have allocated toward this project in the CIP, to other
needs on our system.
