Subject: Antennas on Water Towers
This council has asked the Elk River Municipal Utilities Commission to consider a policy
allowing antennas on the municipal water towers. Attached is a memo dated 12-6-05
addressing of principals that need to be addressed in a water tower antenna agreement.
These principals were approved at the 12-13-05 Elk River Municipal Utilities
Commission meeting.

Antennas on Water Towers
We have had a number of discussions this summer and fall concerning antennas on water
towers and have been asked to draft a policy to allow antennas on our water towers.
Agreement between communication companies and water tower owners tend to be long
and site specific depending upon the requirement of each party. Your staff would suggest
the f~)llowing principals be addressed in each agreement:
Communication antennas shall be allowed on ,l municipal owned water tmver
with the following principals adequately addressed in the agreement.
J) It is preferred that Antenna shall be placed on the outside orthe tower
where internal access is not necessary. I f this is nOl practicable,
antennas will he allowed on the roof provided:
a) Access to the to\ver will only be provided when ERMU
personnel or their representative is present.
h) Communication company shall pay all costs \vith ERMU
personnel heing on site with communication company
personnel.
2) Communication Company shall furnish installation drawing of antenna
and cable attachment for ERMU approval before installation.
Installation of antennas and cable shall be installed so they are,
structural safe, are aesthetic, and do not present a safety hazard.
3) Communication Company shall pay for the entire owner engineering
Cee associated with design and inspection of their instalJation. No field
welding wi II be permitted on the water to\vers.
4) Communication Company shall be responsible for all the additional
costs associated with masking off, sandblasting and painting around
their equipment.ERMU will not be liable for any damage to
communication equipment during tower repair.
5) Communication Company shall keep equipment in good repair
including equipment building. Equipment building design shall be in
character with the surroundings.
6) Communication Company technology and installation shall be
compatible with other communication companies technology, and
installation, including other governmental agencies equipment.
(Two-way radio, GPS, etc.)
7) Communication Company shall make monthly payment to the owner
of not less then $~/month (would suggest $1 son to 3)] 8(0) and shall
he revised from time to time.
