RE: WACO S1REET CONSTRUCTION PLANS
NO PARKING RESOLUTION
Dear Council Members:
We have completed preparation of the construction plans for the Waco Street Improvement
adjacent to the Target Technology site and Pinewood Golf Course. Waco Street is on the
City's Municipal State Aid (MSA) System. Therefore, we are submitting the plans to
MnDOT for review in order to make this project eligible for MSA funding. Because of the
street width, one of the requirements for MSA approval is a No Parking Resolution. Given
the street width, MnDOT requires that parking be banned from one side of the street,
however, it is our intent to stripe the centerline in the middle of the street section.
Therefore, the resolution has been prepared to ban parking on both sides of the street. With
the surrounding property uses, there is no need for parking on Waco Street. Attached for
the City Council's consideration is a resolution which would prohibit parking on Waco Street
from Mississippi Road (County Road 30) to 1,100 feet north. We would recommend
approval the attached resolution.
If you have any questions regarding this issue, I will be in attendance at your January 9,2006
City Council meeting.

RESOLUTION 06-
A RESOLUTION FOR THE CITY OF ELK RIVER
RELATING TO PARKING RESTRICTIONS ON WACO STREET
S.A.P. 204-126-05 from County Road 30 (Mississippi Road) 1100 feet north in the City of Elk River,
Minnesota.
WHEREAS, TIllS RESOLUTION was passed this 9th day of January 2006, by the
City of Elk River in Sherburne County, Minnesota. The Municipal Corporation shall hereinafter
be called the "City", WITNESSETII:
WHEREAS, the "City", has planned the improvement of Waco Street, State Aid Route No. 204-126-
05 from County Road 30 (Mississippi Road) to 1100 feet north in the City of Elk River, Minnesota; and
WHEREAS, the "City" will be expending Municipal Street Aid Funds on the improvements of this
Street; and
WHEREAS, this improvement does not provide adequate width for parking on both sides of the
street; and approval of the proposed construction as a Municipal State Aid Street project must therefore be
conditioned upon certain parking restrictions.
NOW, TIIEREFORE, IT IS HEREBY RESOLVED:
That the "City" shall ban the parking of motor vehicles on both sides of the Waco Street at all times.
