SUBJECT: Authorization to Purchase Fire Department Grass Unit
The 2006 Fire Department equipment reserve budget includes a new 4x4 pickup to be used as a
fIre fIghting grass fue unit. The Elk River Fire Department developed a 20-year capital improvement
plan and this falls under the replacement of the 1990 Ford grass unit. I have reviewed the 2006 State
of Minnesota bid specifIcations for pickup trucks and Elk River Ford has been awarded the state bid
for F-350 4x4 Crew Cab pickups. I have discussed the state bid with sales person Wade Turner from
Elk River Ford.
After reviewing the state bid specifIcations and other recommended options for a heavy duty
service-type grass unit vehicle, I am recommending the following specifIcations: Ford F-350 Crew
Cab 4x4 with 6.8 Vl0 Engine, vinyl upholstery, 4.30 limited slip rear axle, heavy-duty front
suspension and rear stabilizer bar, class V hitch receiver, and collapsible trailer-tow mirrors. The
state bid includes a delivery charge from the vendor's location which we will not have to pay
because Elk River Ford has been awarded the state bid.
The Elk River Fire Department does not pay sales tax on a vehicle that shall be used for emergency
response. Funding for the 2006 Ford F-350 pickup, slide-in tank unit, radio package, light bar
package, lettering, and miscellaneous items are budgeted for $45,000 and shall come from
equipment reserves. The cost breakdown is as follows:

Enclosed for your review are the state bid specifications referencing pickup trucks. I will be in
attendance at the January 9, 2006 City Council meeting, but if you have any questions prior to the

Action Requested
Mayor and Council authorization to purchase a 2006 Ford F-350 4X4 Crew Cab heavy duty pickup
truck as outlined above from Elk River Ford for the state bid price of $24,482.30 with funding
coming from 2006 Fire Department equipment reserves. I am also requesting Council approval for
the slide-in unit, lettering, light package, opticonj radio package, and bed liner to complete the grass
fire unit project.
