10-16-2023 EDA MINMeeting of the Elk River Economic Development Authority Held at the Elk River City Hall Monday, October 16, 2023 Members Present: President Dan Tveite, Commissioners Cory Grupa, Matt Westgaard, Mike Beyer, Jennifer Wagner, Jeff Hartwig, and Charlie Blesener Members Absent: None Staff Present: Economic Development Director Brent O'Neil and City Clerk Tina Allard I. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority was called to order at 5:32 p.m. by President Tveite. 2. Pledge of Allegiance: The Pledge of Allegiance was recited. 3. Consider Agenda Under General Business, Commissioner Wagner added Together Elk River Appointment as Item 7.4 and Chair Tveite added Item 7.5 Public Art Committee Candidates. Moved by Commissioner Westgaard and seconded by Commissioner Hartwig to approve the agenda as amended. Motion carried 7-6. 4. Consent Agenda Moved by Commissioner Beyer and seconded by Commissioner Grupa to approve the following consent agenda: 4.1 September 18, 2023, Minutes. 4.2 Check register as outlined in the staff report. 4.3 Balance sheet as outlined in the staff report. 4.4 Revenue/Expenditure report as outlined in the staff report. Motion carried 7-0. S. Open Forum No one appeared for Open Forum. 6.1 Public Hearings There were no public hearings. Economic Development Authority Minutes Page 2 October 16, 2023 7.1 General Updates Mr. O'Neil presented the staff report. He discussed the partnership with Sherburne County and Greater MSP and how each city will be part of a tour highlighting sites throughout the county. He noted Elk River will be the first tour. Mr. O'Neil stated city fees for services are under annual review and he would like to bring some of them to the Joint Finance Committee for discussion. 7.2 Update: Sale of Property at 10835 170'hAvenue Mr. O'Neil presented the staff report. He noted the Authority is not the fee title holder and a transfer from the city will need to be completed. 7.3 Project Inquiries Mr. O'Neil presented the staff report. He discussed two inquiries received over the last month, one being a high-water user and another that wants a 1-200-acre site. The city does not have this large of a site so alternative solutions are being reviewed such as private property. 7.4 Together Elk River Subcommittee Appointment Mr. O'Neil stated they would like to grow the committee and feel 5-7 members would be a decent size group. Commissioner Wagner provided background on Molly Nadeau Peterson. Moved by Commissioner Wagner and seconded by Commissioner Westgaard to appoint Molly Nadeau Peterson to the Together Elk River Subcommittee. Motion carried 7-0 7.5 Public Art Committee Candidates Chair Tveite noted they have lost a few members and asked for candidates to be brought forward to staff if there is anyone with interest. 8. Adjourn Regular Meeting Moved by Commissioner Wagner and seconded by Commissioner Westgaard to adjourn the regular meeting of the Economic Development Authority. Motion carried 7-0.
